Opinion:

This is an avenue for state & LGA to improve their IGR. I do not see any reason why state/LGA cannot invest in the downstream.
State/LGA can build tank farms, filling station which they can run with PPP arrangement, this will create employment and drive down the price for PMS, DPK & AGO.

You are right .especially if federal,state and local government can build more mega stations in all local government area so that the people will have easy access to buying of fuel definitely, it will drastically reduce the price of fuel in market together with a lot of new private company coming in. The issue of hoarding will not be there again. The system will force the market price of pump price down as there will be excess supply in the market and those that are trying to monopolise the market of fuel will be affected therefore creating completion for the supply.
