Airforce fighter jets can't take off for some reasons. Can we call on AFRICOM to strike? Or if there's a French rafale on a regular sortie in Cameroon, can we call them in to strike targets?

Yes if the military has cleared a location for strikes inside it can be undertaken by anybody having the platform with the requisite systems to carry out a strike without the usual pre mission planning.

I believe u were asking about the feasibility of re routing / re tasking a platform already airborne on a different mission.

Yes it's doable provided it is already equipped with LDP and laser guided weapons and has comms compatibility with the ground command of the concerned country.

Actually it ain't that easy , usually there needs to be some sort of interoperability etc so that an external platform has a clear RAP from the home country demestic assets in order to carry out its mission.
