Texman21: During WW2 the Americans grabbed almost all the top Nazi scientists and engineers while the Soviets managed to grab a small number of technicians only. Half way through WW2 Americans launched operations to grab as many as they can. The Soviets therefore failed to get their share. What happened to all of the looted money , gold , bonds etc ? Some were stashed in Switzerland and taken by them and some were taken by the Vatican who were the biggest benifeciary in monetary terms and assets. during war there was lot of collaboration financially via Switzerland. France Germany Spain NGF 6th gen Let's expand the scope by discussing about Indian foreign policy or realpolitik as a whole during the cold war days which can be best understood by studying the Indian manuscript Arthashastra a 2500 years old manual on statecraft, diplomacy and strategy, economics etc written by Chanakya. FYI the phrase " enemy of my enemy is my friend " is credited to Chanakya. I will now directly quote from Henry Kissinger's book World Order Start of quote " The Arthashastra sets out, with dispassionate clarity, a vision of how to establish and guard a state while neutralizing, subverting, and (when opportune conditions have been established) conquering its neighbors. The Arthashastra encompasses a world of practical statecraft, not philosophical disputation. For Kautilya, power was the dominant reality. It was multidimensional, and its factors were interdependent. All elements in a given situation were relevant, calculable, and amenable to manipulation toward a leader’s strategic aims. Geography, finance, military strength, diplomacy, espionage, law, agriculture, cultural traditions, morale and popular opinion, rumors and legends, and men’s vices and weaknesses needed to be shaped as a unit by a wise king to strengthen and expand his realm — much as a modern orchestra conductor shapes the instruments in his charge into a coherent tune. It was a combination of Machiavelli and Clausewitz. " Then Kissinger adds " Millennia before European thinkers translated their facts on the ground into a theory of balance of power, the Arthashastra set out an analogous, if more elaborate, system termed the “circle of states.” Whatever professions of amity he might make, any ruler whose power grew significantly would eventually find that it was in his interest to subvert his neighbor’s realm. This was an inherent dynamic of self-preservation to which morality was irrelevant. What our time has labeled covert intelligence operations were described in the Arthashastra as an important tool. " End of quote . So basically Kautilya lays out a theory of the international system called the “circle of states,” or rajamandala. According to this theory, hostile states are those that border the ruler’s state, forming a circle around it ( Pakistan , China since both share border with India and have engaged in war ). In turn, states that surround this set of hostile states form another circle around the circle of hostile states. This second circle of states can be considered the natural allies of the ruler’s state against the hostile states that lie between them. Put more succinctly, “the enemy of my enemy is my friend.” ( Afghanistan , Russia , America , Japan etc since they are not a direct geographical threat to India but share borders or have areas of influence in direct conflict with Pakistan and China ) ( Many would claim that Russia is a bad choice given its growing dependence on China. But realpolitik as espoused by Arthashastra dictates that any mutual understanding between 2 geographical adjoining countries will eventually breakdown due to the propensity of nation states to maximizer their power leading to conflict of interest at some point of time. ) Arthashastra, emphasizes the nation's self-interests and security above all else. This necessities policies and attitudes that subject the ultimate objective of a state to maximize power to temporary objectives such as the creation of various alliances, coalitions, and balances of power. And this is what got reflected in India's non alignment stance in the early days of cold war. Pakistan aligned itself with America and China aligned with USSR thus India ended up getting trapped up in its "own circle of states" albeit now bigger both at its near as well as the far end. So a effort was made to concentrate influence with disjointed states ( disjointed states with common grounds of interest with India ) inorder to interrupt the extended encirclement of circle of States of the 2 superpowers via indian interests ( and by extension mutual benefit of all the participant states in NAM ) Chanakya had propounded that " when a king finds himself unable to confront his enemies single handed then he should make the expedition in combination with other kings ". Pakistan did the same as above to counter India , jumped into the western sphere of influence and much to their chagrin ended up as a means to an end for the western world as they were too weak to resist ending up as a tool. They missed the catch that " friendship exists between one cat and another , but not between a car and a rat ". Elsewhere Realpolitik via a vis " circle of states " ensured that India did not let go of the opportunity created by the sino Soviet split to enter into a understanding with USSR on the premises of " enemy ( USSR which shares border with China ) of my enemy ( China who shares border with India ) is my friend ". Thus using Arthashastra's dual policy/Alliances (dvaidhibhava) India was able to take advantage of USSR influence and yet limit USSR influence on her via NAM ( too big a rat to be gobbled up by a cat ). During the cold war days and thereafter India acted from a position of weakness due to her inherent limitations be it economic , political etc. However last couple of years India has started to maximise her power from a position of strength. Note : the above comment by me contains portions quoted from other sources which I tried to simplify for easier understanding and better perspective.
