Am not sure if I missed something or you are not just making sense with the bolded, when a man says something was allocated you should realize he isn't talking about concurrent expenditure but that which was allocated for capital project , more money could have been allocated to the ministry say for salaries , allowances and probably new computers and stuff but in the total a certain amount was allocated for capital project. We should be more investigative

I thought that as one gets older and nearer his grave,he becomes more honest and truthful in his dealings but Buhari seems otherwise.
