So these goons are saying they cannot identify those who ordered these helicopters? JOKERS! . They must be ghosts without names and they or their companies must have vanished into thin air. This is the pathetic state of Nigerian intelligence Service in 2017 .

Like seriously, Nigeria is a funny country where anything goes.
If it were small arms proliferation, that could be understandable. But an attack helicopter?
You mean our intelligentsia cannot unravel it's destination or trace it's origin in collabo with Interpol?
I hope this one wouldn't be like that Lebanese arms cargo that was seized and then it suddenly disappeared.

It is not an attack helicopter sir. It is ordinary Bell. Your friends working on Oil rigs take them to work every two weeks. Can it be used for military duties?.. damn yeah

Two bell helicopters recently seized by the Nigerian Customs Service have been handed over to Nigerian Air Force in Lagos. Speaking after the handing over ceremony, the Deputy Comptroller General of Customs, Dan Ugo, alleged that the importers of the helicopters failed to comply with the necessary import requirement.

The Customs said the helicopters were handed over to NAF for failure by the yet -to - be-identified importers to produce end user certificate from the office of the National Security Adviser. It was said this was in contravention of Section 36 ( 2) of the Customs and Excise Management Act and that the seizure was effected on November 7, 2016 in line with section 46 of CEMA.

Customs Area Controller, Frank Allanah, told journalists that the value of the two helicopters and other accessories was over N9. 7bn. He said the chopper would be useful to the Nigerian Air Force in the fight against insurgency as the chopper were specially designed for such operations.

So an ordinary citizen can order something like this and the person can't be traced God save Nigeria.

It may be possible to hide owner of the goods. Fake ID can do a lot.

Good investigators can find out the owner or at least the person who helped ship the goods. But the Nigerian customs wanted it siezed, so they didn't care to find the owner.
