The last time I checked Arabic was the language of Islam. They can as well introduce Hebrew language as another option to balance it up.

Let me also make something clearer. This option between French and Arabic only comes for JSS1-JSS3 students. Primary school students dont face this option.
Now back to your hypothetical situation. A school that does not have a French teacher can be petitioned to have one. Having said that, your fear of Arabic language seems to be irrational. Do you fear Chinese language same way? If you go to Dubai for shopping, then a bit of Arabic will help you through. Same way French may help if you go to some neighbouring countries. We have to all realise that we are all in one country.
The North is even more in need of Arabic due to the neighbouring countries they have. Niger, Chad, and some Sahara trade routes communicate in Arabic language. Moreso, the corrupted Arabic language, Ajami (not sure of spelling) is as rampant in the North as broken English in the South.
