Actually it isn't a double standard. The VO knows that most Nigerian study permit applicants are likely to apply for PGWP and then get PR after their studies. They aren't stupid.

What the VO needs to know is whether you are the kind of person that would leave Canada "at the end of an authorized stay", e.g. will you go back to Naija if you don't get PGWP? will you go back to Naija if you don't get PR?

Since your application is for a study permit TRV, the VO is looking to you to convince him/her that you have very strong ties to Nigeria that would incentivize you to return to Nigeria if you can't legally stay in Canada anymore. At the time of your application, "end of authorized stay" is end of your studies. The onus is purely on you to convince the VO; this is how Canadian immigration law is written.

It is my opinion that the VO is more lenient with applicants who present themselves as organized, brilliant*, and visionary. You can have a third class and impress the VO mightily with the way you think and present your ambitions on how you would use your Canada education in Nigeria. Canadians want to keep improving their country, and would be more likely to approve a visa for an applicant that would be an asset to Canada.

Quick story: when I was in grad school in the US, a fellow grad student friend of mine went back home to the US embassy in Naija to renew his student visa. The VO asked him if he was coming back to Nigeria after his studies, my friend said "I don't know". The VO still approved his visa. While this is an extremely risky thing for an applicant to have said, my friend was at the time simultaneously a medical student and a PhD student (Google: "MD-PhD" ) at a Top-10 US university. The VO knew that my friend would be a significant asset to the US, so he still approved the visa.

Make it very difficult for the VO to deny you. It's a lot of work to pull this off if you are a complex applicant, but it's possible. Edited: I know someone, with a low 2:2, no job & no personal assets, who got approved for a TRV this year. He put together an amazing application. You can too.

*By brilliant, I'm not referring to your CPGA. I am referring to the way you present yourself to the VO.

I couldn't agree more and well said. However, I differ in one way that Canada makes visa decisions on who is more likely to contribute to Canada. I highly doubt this is part of the calculus that goes into such decision making in approving a visa. Quite to the contrary, the visa laws requires them to treat everyone as a potential immigrant, except proven otherwise. Meaning to exclude everyone regardless of skills set, with the slightest ideas of wanting to come to their country and stay. I think this why you see so much denial including fully funded prospective students. The calculus of who is likely to contribute most to Canada in determining approving decisions on who comes to Canada, the burden of law permits, is the EE route.

Ps: your friend who answered that he doesn't know whether he is coming back and the visa office approved him nonetheless, I think visa officers respect honesty and have a knack for seeing it in one's application and statement of explanation. If I were a visa officer, I would approve the guy too. Apparently he came back to Nigeria and applied to go back again. On Nigerian ground. That is coming back and reason leads me to believe such people are the most likely to come back. People who will never come back don't come back like that to Nigeria on expired visa. His action came off as not desperate. Plus just to add from my experience, Nigeria is the best place to come back and enjoy your hard earned foreign money. You will be highly respected here. In foreign land, not so much. Nobody gives a damn about you. You are on your own.

Sometimes they do. If you thinking of submitting falsified documents, you will get a ban of five years if caught.

Lol. Of course you can spend the money after submitting bank statement. The only danger is if your application takes long, sometimes they ask for updated bank statement. So wise to spend little and leave the rest there till your application sails through. After that, you can go on a shopping spree. But don't forget to print a bank statement first before going on a shop spree- for any unforeseen circumstances to deal with officers at POE.

Yes they will. The regulation doesn't need bank statement. Just proof of financial ability. He should add to all that, an affidavit of support.

Regulations means law governing the granting of visa. It requires you to show proof of your ability to support yourself in Canada. This can be done in myriad ways. Bank statement is only one of them. A letter from his bank is fine. Some people show shares, bond and retirement income. Whatever to show your ability to foot the bills is fine. In your case, ask him to add an affidavit of support.

Yeah they do that all the time, sort of like shoving it on each other's face. Canada refuses to give visa, USA gives visa. USA refuses to give visa, Canada gives visa. I never really understand the logic. But to be honest, Canada student visa is happening to be the toughest sought out visa. Owing to the easiness to get PR there, people are flooding in. On the other hand, the Trump factor and the rise of anti immigrant sentiments in the USA, coupled with the difficulty of getting PR there, is making USA not very well sought out like it use to be before. I am a contributor to the Nairaland USA student visa thread. I help people with USA schools cos I studied there and know much about its 3500 universities. I must tell you it's not very interesting like the Canada student visa thread.

Please brother help me clarify this:
If someone gets to USA with a Student visa, does he need to get a student visa to resume school in Canada if he gets admission there during the validity of the USA student visa?
If no, can he apply for the Canadian student visa from USA?
If yes, how easy is it for a Nigerian student who has a USA student visa to get a Canadian student visa while in USA?

Per your question below,It is not really about which is easier but rather what your school requires.

Most business schools requires gmat while some would also state that they can accept gre as a substitute given your percentile is around 80%.

My advise is to look at what your school wants/requires and give them same.

Also as per which is easier,I can't really say but one thing I know is you will have to learn vocabularies for gre.

But hey! Nothing is impossible if you believe.

The question is perfectly understandable. If you go to the USA on a USA student visa, yes you will need a Canadian student visa to go to Canada to school. Yes, you can apply in the USA for a Canadian student visa. You would not be required to come back to Nigeria to apply as they do if someone had a visitor's visa and only visiting the USA. It's a heck a lot easier than applying in Nigeria I can tell you. But be prepared to meet all requirements. You should sail through easy if you can adequately document that your state of union (financial standing) is strong to cater for your education in Canada. They don't subject you like they do when applying from Nigeria, to the excruciating pain of wanting you to prepay for your education and document till heaven's door, reasons why you think you will come back to Nigeria.
