Of the two, which one makes sense the most and why?

The covered 1 with that seat arrangement doesn't make sense for military use for me.
With how am seeing this covered 1, being balance wen fully loaded could slightly not guaranteed

I don't notice anything off concerning the sitting arrangement in the covered one. It seems perfectly balanced to me
