Lack of empathy from leaders?
High level of illiteracy?
High cost of governance?
Lack of visionary leaders?

They are the one selling drugs, using pre teen kids for prostitution, engaging in baby factory, kidnapping, making substandard stuffs amongst the like yet they are the one making the most noise
