U have no option than travel for clearance from your LI and State coordinator. A client who i helped redeploy had the same issue.

You are to call your LI. He can do it. Allow a mature person being your mum or dad, e.t.c to call him/her.They should tell him/her that the distance is too far for you to come and that you are not strong. That he/she should help. They should plead with him/her very well. They shouldn't give up pleading. That's what I did and now I am in my redeployed state without travelling that far distance.

I did not go to my ppa, I just worked the relocation direct. You have to document in your redeployed state first before u are giving a ppa or if you have any ppa, you submit the request.Then after you start working at your ppa. For me, I am waiting for a request letter so I can document at once. My relocation just took two days.

Chances of getting the letter from the state coordinator is small
Reach me either through call or WhatsApp
You don't have to go, it can be done from backend

This is misleading, because you dont know, doesnt mean there are no other option to go about it
