The study evaluated whether the government interventions to promote mask wearing worked in reducing Covid-19. And even in that the study was inconclusive as they couldn't tell if people actually wore the masks.
It did not study whether masks works. Whether mask work to prevent Covid-19 is a matter of science, fluid dynamics. And there are myriads of studies showing masks largely do filter our Covid-19 particles (n95 masks filter out 98% of Covid-19 particle).

So they studied whether promoting stuff like masking or hand washing worked.
Now get that through your thick skull. It wasn't a study on if Masks work to prevent covid, it was a study on if promoting mask wearing is effective in preventing Covid Spread in the 'community'.
And what a shocker. If people aren't wearing masks and not washing hands, especially if people are telling them masks don't work, they won't be very effective in preventing the spread of Covid in the 'community'.
