LETTER OF REMINDER[color=#006600][/color][/sup[sub][/sub][sup]

This is to remind the Chairman of the above named commission, of the questionable academic certificates and sharp practices in the career progression of Dr. Sanusi Momodu Jimah, Rector, Auchi Polytechnic, Auchi from 1998 till date, which was reported via a letter dated 2nd May, 2018, to the Commission.

For the sake of emphasis, due process was not followed in Jimah’s conversion from the Instructorship cadre to the Lectureship Cadre in the interview conducted on 7th October, 1998 as he was not supposed to be invited abinitio, since he was not eligible for it.
His highest qualification as at June, 1998, when the conversion took effect as stated in the letter of conversion was a Higher National Diploma (HND) but Jimah lied to the panel which they in turn stated in their report that, Jimah presented original copy of a Postgraduate Diploma and that it was screened, when in the actual sense, he had no PGD.
The report equally shows that scoring formular was discussed and adopted by the panel, but eventually changed the goal post upon discovering that Jimah failed the interview by scoring less than 50% which is the law. He was fraudulently converted to the rank of Lecturer 1, a post he never desired or applied for.
Whereas, Mr.Ohiaegbunem Emmanuel Ifeanyi who had a Masters Degree in his relevant field was not considered for promotion because he also did not score at least 50% prescribed by the enabling laws.
The letter of conversion dated 22nd April, 1999 equally shows that he was unilaterally converted by the Rector as it reads:
“Based on the interview of 7th October 1998, the Rector has graciously given approval that you be converted from Instructorship cadre to Lectureship Cadre, you are therefore converted from Principal Instructor 1 on Hatiss 11/6 being your present position to Lecturer 1 on Hatiss 11/6 with effect from June, 1998”
Page 133, Section 2-3 rules 160201 – 160302 of the Public Service Rules, under Boards/Council Matters and appointments and promotions, respectively, vests the powers and authority to approve promotion, upgrading, conversion, etc, solely on the Board/Council or Expanded Management Committee (EMC), in the absence of Council on behalf of the Honourable Minister of Education, and not the Rector, Registrar or any other body, group or individual.
These rules were undermined in Jimah’s conversion as he was fraudulently converted unilaterally without council’s approval.
The first paragraph of the letter of conversion, based the illegal and fraudulent approval on his performance at the interview, when the report clearly indicates that Jimah failed the interview as he could not score up to 50% as required by law.
Jimah was also not invited and interviewed for the rank of a Lecturer 1 as he never desired nor applied and interviewed for it, but for the rank of a Senior Lecturer which he was not qualified for, since the law stipulates that promotion or movement to the rank of Senior Lecturer is only for applicants with Masters Degree in their relevant field.
The Rector acted ultra vires by undermining and bypassing the Governing Council and the provisions of the enabling rules. This flagrant disregard and total violation of the the extant laws is highly unacceptable under the code of conduct as enshrined clearly in the civil service regulations.
He equally stated in the fraudulent letter that the conversion took effect from June, 1998, five (5) Months before he was interviewed, and five (5) Months after he was promoted from Principal Instructor II to Principal Instructor 1 (see attached).
By implication, Jimah was converted before he was interviewed in October, 1998. He was also converted with his Higher National Diploma (HND), since that was his highest qualification as at then and his Post Higher National Diploma (PHND) was obtained on 25th September, 1998, two (2) months after his conversion.
These academic fraud are highly unprecedented.

HIS UNLAWFUL AND FRAUDULENT PROMOTION TO SENIOR LECTURER WITHOUT A MASTERS DEGREE IN HIS RELEVANT FIELD
Jimah was again fraudulently promoted in 2001 from the fraudulently earned Lecturer 1, to the rank of a Senior Lecturer without fulfilling the necessary requirement of having a Masters Degree in his relevant field and spending at least three (3) years in the position being promoted from, contrary to chapter 3, article 3.3(c) 3.4(b), 3.7, 3.10 of the Federal Polytechnic Staff Manual of 1990 (see attached).
He did not have a Masters Degree in his relevant field but was promoted again in 2005.

HIS CULPABILITY OVER INVOLVEMENT IN CULT ACTIVITY
Immediately after his fraudulent conversion in 1999, he was involved in a bloody cult clash on campus, on 3rd July 1999, where he was found culpable by a panel of Investigation and was issued a query immediately by the then registrar of the institution, Sir. F.O. Ogunbo and the response to the query was very unsatisfactory.
This marked a disciplinary process but while this was already on in 1999, Jimah got his fraudulent promotions twice, 2001 and 2005 respectively, without clearance by either the registrar or Council.

On June 22nd, 2006, Jimah wrote a letter titled “Letter of Clearance" to the Rector, seeking clearance from the Disciplinary Committee over his involvement in cult activities in 1999. Involvement in cultism is a criminal offence which attracts outright dismissal and or expulsion for both staff and students as clearly enshrined in the students handbook of information.

It beat our imagination to note that Jimah was promoted twice without clearance in 2001 and 2005, contrary to rules 020701(a) (b) (e)020702 (b) of the public service rules ( see attached).
What a monumental fraud and rape of due process.
SIMULTANEOUS COLLECTION OF MASTERS DEGREE RESULT AND PhD ADMISSION LETTER ON SAME DATE AND DAY
From Jimah’s records, he collected his Master’s Degree notification of result on the 27th of March, 2008, which was effective on 26th March, 2008. In the same vein he was allegedly issued admission letter to undergo a PhD programme on the same day and date, when the effective date of the result was 26th June, 2008. With what did he then process the admission? This is highly questionable in its entirety.
Sources from Ambrose Alli University, Ekpoma, Edo State, indicate that Jimah’s purported PhD certificate was illegally obtained in less than three (3) years from the institution.
This is the period when the institution recorded a loss of over one academic session in the entire University at both the Postgraduate and Undergraduate levels.
It might Interest all and sundry to note that “No Postgraduate" student admitted into the University in 2007/2008 and 2008/2009 academic sessions graduated earlier than 2013, due to the crises and other related issues which characterized the institution between 2008 and 2013, before normalcy eventually retuned.
The records are verifiable (see attached).
Mr. Oloyede Kehinde, Mr. Okonofua Oga Stephen and Mr. Alasan Hassan were admitted into the Department of Business Administration, School of Postgraduate Studies of the same Institution in 2008, to pursue Postgraduate Diploma in Business Administration. They did not have any resit or abandoned the programme, but they ended up collecting their results in 2013, due to the frequent strikes and interruptions in the academic calendar between 2007 and 2013.
This is the same period Jimah was admitted in 2008 to pursue a PhD in the same school of Postgraduate Studies. This is questionable.
He was a full time academic staff of Auchi Polytechnic and could not have at the same time undergone a full time programme of less than three (3) years, since he is not a ghost or omnipresent as records abound that such approval was never sought by him or granted by the management of Auchi Polytechnic.
These are verifiable facts.

OUR PRAYERS
The anti-graft agencies and other stakeholders should wade into this academic fraud and rape of due process in these fraudulent and disgusting promotions, conversion, breach of due process, conspiracy and other corrupt practices, perpetuated by Dr. Sanusi Momodu Jimah and his accomplices in Auchi Polytechnic.
He should be suspended and demoted to Principal Instructor 1, since the process that converted him to the Lectureship cadre is a total rape of due process and academic fraud, which remains unprecedented in the world over.

Mr. Egwa …… Mr. Ahmed Anavberokhai, Mr. Ben Ewemie and other academic staff have been severally denied promotions from lecturer 1 to Senior Lecturer, all because they are yet to have Masters Degree in their relevant field. It is a national policy in the education sector, particularly by the National Board for Technical Education (NBTE) that “No academic staff without a Masters Degree in his relevant area, should rise above the rank of a Lecturer 1”.
Jimah acted on this recently and replicated it on Engr. Olushola Peters Akanbi of the Department of Chemical Engineering of the Institution, where he was demoted from a Principal Lecturer to Lecturer 1, under the alibi that he was yet to obtain a Masters Degree in his relevant field.
Mr. Koreyo Victor, of the Department of Ceramics and glass Technology, Akanu Ibiam Federal Polytechnic, Uwanna, was demoted and finally dismissed for not possessing a Masters Degree in his relevant field. How did Jimah got his promotion from his unmerited Lecturer 1 to Senior Lecturer without a Masters Degree in his relevant field? He had an MBA in 2003, after fraudulently attaining the rank of Senior Lecturer, just as an MBA has no place in the academics.
It is an unimaginable and unprecedented national disgrace and disaster to note that a fraudulent and dubious man was appointed Rector by the Ministry of Education and the presidency, as Rector for an academic institution, where the character of the leaders of tomorrow is being molded.
It is indeed dangerous, and a big threat to our Education Sector and capable of destroying our collective image as a country before the international community, hence, the primary reason for the " Anti-Corruption Crusaders Association of Nigeria" (ACAN) to call on the speedy correction of these anomaly and absurdities.
In view of the above, it is high time these anomalies are corrected to enable our dear country Nigeria, move forward and make a good mark among the comity of nations fighting corruption.
