yeah, it's not necessarily the pure water, the pure water is just to ignite the fire, and from there leads to many issues. it's about self control, and how to control anger, most importantly, timely intervention of neighbours to separate or stop the fight.

It's not a fine. It's a bail bond. She doesn't need to apply for bail if she doesn't have the money. She can as well wait for the case to be determined.
