When we centrslised security system of our country, what are results? When we centralized N - Power, what are the results? When we centralized NEPA or electricity, what are the results? In simple language, you can only reduce corruption when you decentralised and therefore those arrangements that centralised operations of universities are bound to fail and dead on arrival.
