Yes that is for church leaders to confront because they have such voice at such level but not for ordinary church goers

It is citizens right to condemn their leaders when they are not meeting up to expectations..

But only in a mature way... It shouldn't be condemnation all the time, suggestions should also follow suit

The whole earth is under the influence of Satan the devil (1John 5:19; John 14:30) but any King sitting on the throne of Israel supposed to be a representative of God because God has given them what could help them to lead as righteous rulers "the laws of God". All other nations of the earth are using human wisdom to form their laws. That is why God's prophets are like watchmen for kings ruling his people.
But when Jesus began his ministry, it was evident that the nation has been condemned so there is no need thinking of how to correct them again, that is why we can see that neither Jesus nor his his followers said anything against the rulers of their people. John the baptist did it and was killed! Matthew 14:3-12

Jesus is the greatest critic of worldly rulers, but his form of criticism is not direct. He preach and teach people to hope in God's kingdom (God's government) telling them there is nothing this worldly rulers can do to make any real improvement! So complaining about how they failed is unscriptural since we're waiting and praying for God's own government! Matthew 6:10
