With the high level of insecurity in Nigeria it will be right if the NYSC is either scraped or the participating Youth Corpers should serve in their own States or Neigbouring State.

The level of insecurity is the major reason for which this idea of yours is top notch.

Otherwise, serving in one's state is unlikely to encourage selflessness, nor foster tolerance amongst the diverse Nigerian culture.
