He is a rating(junior staff).The mode of dressing you mentioned belongs to the commissioned officers' cadre. That's from midshipman which is equivalent to one star(second lieutenant) in the army.

In Nigeria any armed uniformed personnel is an officer, commission or no commission, private or Major General.

Naval Ratings can be very lousy.
