Honestly,some states have exhausted their prayer quota.
I don't understand how change would come to Nigeria if in an entire state of about 3million or more people,every person just bears suffering without a practical resistance.
For God's sake,in many ordinary Arab countries,once they start experiencing the kind of hardship people in some states in Nigeria are passing through,all hell would have been let lose.
Imagine,Op even said his dad was owed for 14months and endured all through that,till his unfortunate death, without any notable,public disapproval of the suffering he was passing through in the hands of the government.

Hello!, son, they have paid us, I was happy when I heard the news , from my mom that she has been paid her salary, I was about asking for money to buy foodstuffs, I am a student in one the federal universities, something in me pushed me to ask this question; "Mommy how much were you paid ?".
the answer I got left in total shock; "hmm the man gave me 31k". I became sad, I felt pain in her voice, I lacked the courage to ask for money from her, something surprised me in one of her lines of sentence and that is; "they gave me 31k", for someone who did her work diligently to see her salary as a previledge and not entitlement speak a whole lot of what civil servant are going through in the state.
why are Nigerian Governors this wicked and inhumane, I know few are trying but majority of them are disgrace to governance.
this same Governor owed my dad for fourteen months, and I am sure it was one of the reasons my Dad died of a heart attack, my looked at me one day and said to me; " look son, look at me, I am a graduate , looking like someone that didn't go to school at all, no matter what and time it will take in life, look for something outside civil service, don't be like me".
my Dad was left frustrated till his death, why is the government this bad?, in kogi state the civil servant are going through a lot, I don't know how a state Governor got so much power to do and undo, I think is something Nigeria have to be worried about, you won't understand this until it gets to you.
