Their's no issue with property at all. The owner wants money for business investment.
Come see the property then go back to the area on your own and ask around if the property as got issue

Property as got surveyor documents and previous owner's receipts.
Come view the property and talk with the landlord one on one to make your offer.

Like I've always tell others, the landlord wants to raise capital for his business with one of his property and I think it is only wise to sell an uncompleted one than to sell a completed building. Their's no problems whatsoever with the property.

The landlord might knock out a couple of hundred grands for any serious buyer
