No it can't. Double up your hustle and save more. Forget Canada and look at cheaper european countries that offer both job and accomodation.

700,000NGN as at today's exchange rate is approximately about 1700USD.

Your flight ticket alone would potentially consume 80% - 85% (if not more or all of it entirely) of that amount especially in this covid era.

Now that's just one part of the whole process... you get the point right?

I mean if I am your brother or friend and willing to let you stay in my house for at least a year, feed you and help put you through things, you will probably need no single dollar to travel abroad except the amount you spend preparing the papers and your plane ticket.

It's not impossible, people do it for family, friends and even strangers.

If you want to travel abroad, try to make contacts in the country you intend to travel to even before you start processing the papers. If someone is willing to pick you up at the airport and help you with at least free shelter, you'll have it easy abroad otherwise, you'll find it hard to survive.
