But why was she not in hospital (in a burn unit)?

A standard hospital would have wrapped the burnt skin with antibiotic gauze and dressed it in bandages not expose it to infections. She most likely died from infections not the burns itself. I can just imagine the excruciating pains she passed through before her demise. May God rest her soul
