is this law fishy or what?

A TENDER BALLOT

As indicated in Subsection (1) of Section 60, it is issued in a situation where someone applies for a ballot paper to vote, whereas records indicate that another person has voted in the name given by the claimant.
ITS SUBSEQUENT RELEVANCE:

Subsection (4) of Section 60 states: “The Presiding Officer shall, when he tenders a ballot paper under this section, enter the name of the voter and his number in the register of voters on the list to be called tendered vote list and the tendered vote list shall be produced in any legal proceedings arising out of the election.”

what's the point of the biometric registration?
how do differentiate a phony ballot from the main thing?
what if voters are actually given fake ballots to vote with instead of the real thing?
were Nigerian lawyers sleeping when this law was made?
am i the only one who sees this law as a dangerous tool in the hand of the ruling party?
how come it took the arrest of the printer in abuja for us to know about it?
does the opposition know about it?
why was the 1 million phony ballot destined for Buhari's stronghold?
