The New Covenant is a separate covenant from the Old Covenant. Where the Old Covenant is the Law for the Kingdom of Canaan, here in this world, and the Israelites, the New Covenant is the Law for the Kingdom of God, a kingdom that is not of this world, and individual man.

Your head in symbolic terms means your superior or Lord over you, nature itself teaches that you can't stand before a king in his palace with a covering on your head. The Crown on the king's head signifies Supreme authority so no male should put anything on their heads before the king.
On the other hand females are not supposed to appear before the king with their heads shaved unless if it's just a child but once a woman gets to adulthood her head must be covered before the King.
So Paul is saying "while we are in the presence of the Almighty God we shouldn't forget that all males must remove any covering while females must cover their heads and if they (females) have long hairs it's enough as a covering for them"
