As President Goodluck Jonathan winds down the present administration, the various ongoing power projects in the country under the National Integrated Power Projects (NIPPs) will deliver only 843 megawatts (mw) of electricity by the end of May 2011, out of the 1,266 megawatts envisaged under the Power Sector Roadmap which he launched on August 26, 2010.

Under the roadmap, 1,266mw was targeted from the NIPPs in the short-term - that is, the period up to May 2011.

Investigations by THISDAY revealed that those who designed the roadmap are not involved in the execution of the power projects and the controversy surrounding the suspension of the NIPPs by late President Umaru Musa Yar’Adua’s administration for over two years had also affected the plans by the present administration to revive the projects.

But the NIPPs will from next month be delivering additional capacities at the end of every quarter, as part of the renewed commitment of Jonathan to revamp the projects.

Confirming the quarterly increase in generating capacities to THISDAY Monday night, Managing Director of Niger Delta Power Holding Company, Mr. James Olotu, said the NIPPs were now making progress and would have since delivered 4,774mw of electricity if they were not interrupted for two and a half years by the previous administration.

He said two out of six units of Olorunsogo Power Station, a 750-megawatt-capacity generating plant in Okitipupa Local Government area of Ondo State, were already

generating electricity, while the remaining four units would come on stream in the next quarter.

Olotu also disclosed that two out of the six units of Alaoji Power Station, a 1,074-megawatt NIPP in Ugwunagbo Local Government area of Abia State would be delivered by the end of next month.

According to him, two out of the four units of the 450-megawatt-capacity Sapele Power Station would be ready by next month, while the two remaining units would be delivered by the next quarter.

“Essentially, what we are saying is that henceforth, the NIPPs will be delivering additional capacities at the end of every quarter. The NIPPs were originally designed to generate 4,774 megawatts, if things had gone right, without the two and a half year’s disturbance.

“But let us not look back at the dark history but concentrate on what President Goodluck Jonathan is doing to put things right and improve the power situation in the country. The president is determined to add more generating capacities as quickly as possible and we are collaborating with the Nigerian Gas Company (NGC) to ensure uninterrupted supply of gas. We are also working together with the Comptroller-General of Customs (CGC) and he has been helping us to ensure that our goods are cleared without delay. There is massive movement of power equipment from the ports to the various sites where projects are on-going and we must thank the CGC for his assistance,” he said.

Olotu said a 300 MVA substation in Abuja had been increased by additional 150 MVA under the NIPP and technically commissioned.

He said another 150 MVA substation in Ibadan had also been expanded to 300 MVA, adding that many distribution projects were ongoing.

However, despite the threat by the National Electricity Regulatory Commission (NERC) to withdraw the licences of non-performing Independent Power Producers (IPPs), it pointed out at the weekend that such action would only be taken as a last resort, if they fail to meet up with requirements of their contracts, after all options had been exhausted.

In fact, the commission said licence withdrawal would be “counter-productive”, especially at this period when the Federal Government was looking for ways to add more megawatts to the national grid.

NERC had threatened to withdraw licences of IPPs that had failed to perform in accordance with the terms of their licences and had subsequently written them to either show commitment to their projects or risk losing their operating licences.

It had issued licences to 44 IPPs to build power plants that could add over 10,000 megawatts to the national grid but investigations revealed more than half of these licensees had not demonstrated the capacity and willingness to execute the projects.

THISDAY checks revealed that most of the entities granted licences to build power plants have not done anything meaningful years after obtaining the licences. Some of the operators were said to have complained that they were finding it difficult to secure loans from both foreign and local banks, due to the current electricity tariffs, which they considered too low to attract investments into the sector.

Chairman of NERC, Dr. Sam Amadi, told THISDAY weekend that the commission was continually reviewing activities of the IPPs and would not be hasty to withdraw their licence, if they only have shortcomings that could be addressed.

According to him, after the threat issued by NERC, many of them had come up with their challenges- mostly in terms of gas supply, among others and the commission had been assisting them to overcome the identified challenges.

He, however, pointed out that those who were complacent and had been encouraged to perform better but were still found to be unable to meet up with stipulated requirements and deadlines, would have their licences withdrawn.

“We will not be too hasty to withdraw their licences but will assist them to address their concerns- that is, challenges- especially, in terms of gas supply. However, if there are some that have been encouraged and given long-time frame to meet deadlines but still could not make visible improvement, we will revoke their licences. That would a last resort,” he explained.

Nevertheless, Amadi confirmed that many of them were now performing well and were expected to generate capacities and add appreciable megawatts to the national grid within the next one to two years.

in spending our funds, he is not slow but when the contracts funds have been paid, he become slow and sure. is jonathan the contractor? this is nothing but what we used to get. only in nigeria do u see federal govt give out contract and make full payment to ghosts. how much did jonathan's father(obasanjo) spent on electricity and what is the output? as long as such criminal is free and relevant, i don't trust anyone.
ghana had to delete some criminals for the country to move forward. china always kill public criminals like obasanjo and bode george for intending criminals top be discouraged. what do u get here? celebrated thieves turn fathers of the country. when a country(nigeria) has settled for criminals as their fathers, why won't all of us turn to criminals? like father, like children.
wether u like it or not, tony annenih, bode george, obasanjo, mrs etteh, iyabo obasanjo and their likes, can only multiply the number criminals in this country in the name of children and there is nothing u can do about it.
look at our first lady is on the criminal list and u expect such family to give nigerians responsible leadership. na lie. thieves begets thieves as snake can only give birth to snakes.
nigerians are criminals especially the ruling class.
no wonder, no nigerian politician is poor. here in this side of lagos where i live now, landlord want to deal only with politicians and not even oil company workers as it used to be.

We wasted two years probing the project and another 6mnths probing the probe comitee, that wasnt progress,
gej slowly but surely yes, U sound like a BB supporter, i know u would like another 3 yrs of probe whilst the equipments rotten in the ports with demurrages and fines on loans taken and a big loss to tthe country.

How, were they part of the cabal removed over two years ago? You launch a new Roadmap with new projections in November/December 2010, you now blame you failures on previous administrations which you were part of

Power has not improved nothing, I am writing this on an inverter system, no electricity in the last 18 hours.

More like 2 months later BTW. Look at the date again it was May 26 2011 not 2010.

Nevertheless it is still late - it is more than a month already. Let's pray your "prophecy" doesn't come to pass.
