bad belle was the reason Oshibunjo overrided the contract. cos it doesnt matter if the company was a one man company, the question was if they were competent. the BPE gave them a clean bill and that was all that was required. over sabi-sabi and bad belle was the only reason for Oshibunjo refusal to accede to the contract.

Both Osibanjo and Buhari are to be blamed for this tragedy.

As the president, Buhari should be made aware of FEC decisions, especially in situations where he is still the president. Traveling abroad is not an excuse worthy of mentioning, in situations of this nature.

If decisions have been taken that contravene the inner convictions of Buhari, such issues can be looked at again, in future FEC meetings.

So while Osibanjo is neck deep in this tragedy, as he was the person that presided over a meeting where pointless concerns were being raised about the brand of equipment (a technical concern that should be handled by BPP) in spite of the fact that the contract proposal also had BPP certification.

Buhari gets the lion share of blame though, as the head of this incompetent bunch

I blame the presiding officer for this.

Fec members don't sign memos, it's the presiding chairman that does it, osinbajo presided osinbajo refused to sign

He rejected it while presiding over the fec meeting, his reason being that the contractor the project was being offered to was a family where the father, mother and child are the board of directors. Secondly they have never carried out any project that is close to the proposed amount. Finally the contractor or contracting firm has never undertaken any project on surveillance or security related.
The above are the reason Osibanjo denied the approval of the project.

These Train Lines also require clear spaces on either side and interlinked fencing or barriers (attractive ones) that run parallel. You need to place as much obstacle as possible in front of those hellbent on maiming, killing and destroying infrastructure through terrorists acts .

Having heard a minister or one of the railway employee interviewed after the terrorists attack mention that the train often mowed down cattle loitering on the line, I've come to believe that consideration for cattle headers and locals wanting to cross these train lines and not cost consideration are possibly the mitigating factors why fencing is not on the ground. But if we want modernity as well as the health and safety considerations that are part of modernity, we need to make these difficult choices. The modern state is not sentimental.

Anyway, the intended suvaylance system need to cover all lines and not just the Kaduna section.

My dad used to do contracts back in the days for local government, as a small startup he didn't have the capacity and history that his pairs would have simply because those ones have been opportuned to roll with numerous politicians to get contract history

When my dad started getting his friends as chairmen it didn't mean he didn't have capacity he still did the job

Most times na connect dey needed to build business history and osinbajo knows this

His concern would have been putting a mechanism in place to ensure the job is done by the group and using the contract price agents to see that it's not overbloated

He left all this and threw the baby and bathwater because of politics

If this is how the surveillance system works, then it has failed already

1. The terrorists used mines according what we heard. Mines will not break any rail line until the train coach gets to its spot. So the detector can't see anything

2. Let's even assume the detector senses a mine and alerts the train driver some km away. The best he will do is to stop the train. This is exactly what the bandits want to achieve. So when you stop, they start firing and can come in

This country, we will leave the root of a problem and be blaming the leaves.
I know the reason this contract is urgently awarded is so they can restart that train so it can stop putting a dent on their image. That's all. Not that they cared. They will force that train to resume in some days time. Watch out

All in the name of politics, you go about spewing inanities! It is pathetic how low you guys can go!

FEC asked very germane questions and those questions are still valid till date:

1. Why award a rail track surveillance contract to a company without proven record in that specialized field?

2. Why award a contract worth above 3 billion Naira to a company whose annual turnover is less than 100 million Naira?

3. Why award such a contract without a public tender and no public advert for invitation to bid?

4. Why award such a contract to a company that was incorporated less than 2 years before the award of contract?

5. Why award such a contract with a 100% down payment?

Even though, I have been an admirer of Amaechi since his days in governance in Rivers state, he lost me on this one and the FEC presided by Prof was right to have thrown this contract out.

Buhari can go on signing anything and everything if he likes. At least, we have seen the effects of all his approvals for military expenditures: more people are being killed daily!
