the heart beat of economic activity in a city or location depends mostly on the enterprise and zeal of the people to develop themselves not government intervention,Minna is has been mentioned as a worthy contender for the least developed city despite the fact that some Nigerian heads of state came from the place yet it reminds undeveloped,for example I went to abeokuta and stayed for a couple of weeks touring the surrounding villages and hamlets and what I noticed was that 90% of all motorcycles on the road are Bajaj that is used for commercial transport but if you go to imo,anambra,rivers,you will see that 40% of the cycles on the road is okada,the remaining 60% are owned privately and are assorted brands from Honda,Suzuki,Yamaha,etc,even small scooters costing almost #200k are everywhere but strangely I didn't came across any single Honda cub,Yamaha mate or Honda Dio scooter in abeokuta,mind you a good Honda cub is now over #500k now,
So the point is development is powered by an empowered people,if you look closely at that lokoja pic you will see a lone duplex raising from a carpet of shacks and shanties.it means the individual that owns it has empowered him or herself.but if look at that lokoja pic you will readily agree with me that anybody that is selling building materials there will be sleeping and playing draft all day.

Others

I have visited all those places
Kaduna & even Maiduguri is more developed than Jos

SE remains underrepresented in the NASS because of non creation of Njaba state.
With una small land mass?
If they do that, then the state will be as small as a local government in the north

Lokoja, among all the states I've visited- and they're a lot. No single clean city in the state. I've been through the Igala Ebira area and the other part - Yoruba speaking side

Awka is in the same league as Uyo and owerri,, while minna,yenegoa, lokoja,osogbo,dutse shares same league
