It's Called artificial flooding, it's a strategy use as environmental weapon during warfare, it was used by the Soviets during WW2 when they blew up a hydroelectric dam in the city of Zaporizhzhya to slow the Nazis, this resulted to the submerging of hundreds of Russian villages and thousands of civilians died.

In 1938 the Chinese also used it to halt the rapid advance of Japanes troops, resulting to a colossal damage and death of more than 400,00 people.

The Germans used it to obstruct allied forces in order to protect their troops in Italy in 1943. The use of biological weapons usually comes with a price of a higher magnitude.
