If the airlift is been done in Sudan .then you can carry anybody who claims to be Nigerian on a plane to Nigeria and let Nigeria deal with the repercussions of an illegal person.
But it is different in this case.egypt is offering itself as a point of transit and unidentified persons can disappear in between transit which it doesn't want.
The easiest for Egypt is to capture persons with valid id so it is trackable that such persons are not lost but are on the plane leaving Egypt
