That part of the constitution is ambiguous. The prof. is wrong in another perspective. It is either the supreme court makes a definitive interpretion or there is need for a clear amendment. The amendment can be: '...score at least 25% in at least two-third of the states of the federation, with FCT as one of the states' or '...score at least 25% in at least two-third of the states of the federation and at least 25% in FCT.
