Nigeria is fast to initiate programs that are not sustainable.

Sure-P, T-Max, Trader-monie, N-Power.... Even Ex-Militant, Ex-Bokoharam.

You keep giving stipends. That's not how a Nation grows.
Train people into innovative skills and business and give them huge money for establishment.... Put monitoring team from their supervising ministries. Every business or establishment has a ministry it falls into. On the long run, these businesses will train and employ the labour force.
Issues of unemployment would be reduced and become a thing of the past.

In this country we see a nation that never contributed to growth and establishment of businesses taxing them heavily.

I got to learn of late that the Chinese Government fund many of the businesses established in other Nations and that money made in those Nations are repatriated back to China and the labour forces of China working abroad are paid in Chinese Currency. They work in their host nation, but receive the pay and welfare package back home. This helps maintain balance in the economy of China.
