With all the opportunity Igbos had under GEJ govt. All these infrastructure could have been built if they truly wanted it. The truth is like every other part of Nigeria the political class are the most wicked. Since 1999 no single state or LGA in Igboland has ever been denied allocation. Not even did the leadership of that side proposed a seaport and was it rejected. Enugu got an international airport under GEJ. Let's face it, our local leaders are the problem not any imaginary enemies. |

That is why people like you reinforce the statement that to hide anything from a black man put it in a book. Summary of decree 34 is that regions will be called group of provinces(which is what the regions are) now military governor cannotnincur expenditure without approval. Note that statement, decree 34 didn't take away the revenue sharing powers of the regions. Decree 34 centralised the federal and regional civil service to be subject to the military Council or the permanent secretary. The only lacuna there is the merging of the civil service. In hindsight decree 34 still kept the revenue framework of the regions and truly there was nothing wrong with decree 34 in hindsight. The structure we have today is far different from decree 34, but rather it was modifications of decree8 made by Gowon which broke regions into states and also consolidated the regional revenue to the center for distribution and sharing to the regions. Please you guys should see that propaganda no dey sell again. |

Now let us summarise decree 34. The regions were abolished and put into territories known as group of provinces. Please tell me are regions not group of provinces? You are not a smart person walahi. He also stated that provincial governors will have no say over incuring expenditure without approval which is how the military works take note he said expenditures, he never altered the revenue framework of the regions. He consolidated both federal and regional civil service to be subject to the military Council pr the permanent secretary. Note again that the regional frameworks were never altered, the person who destroyed regionalism was Gowon with decree 8, where he stated that revenues will be consolidated in the center and shared to all States according to a sharing formula. He did this to prevent Ojukwu who was the military governor of Eastern region to have proceed of crude oil sales which ordinarily will accrue to the Eastern region. That formula and decree 8 has been altered all these years to what we have now. So it was never Ironsi or decree 34, stop lies and propaganda. 1 Like |
