Both parties should have a synergy when events like this occur. However, the state governor is more of an authority. This is because if he doesn’t grant the relevant bodies the right to enter such land for exploration or mining as the case may be, nothing will happen.

Whatever you have in the Land Use Act will never include a governor of a particular state, having expert knowledge of the gas resources in all the states of Nigeria. His powers will be limited to his state. Delta state does not possess 100% of Nigeria's gas resources, so Delta governor's opinions on the Nigerian gas resources is superbly inferior to that of the federal minister of state of the Petroleum ministry, whose sphere of influence, also includes all the gas deposits of Nigeria, including those in Delta state.

My friend from taraba arrived Onitsha in 2004 and when he saw those buildings he echoed same sentiments as you and asked why are igbos shouting marginalization when government did all these. I told him those houses belonged to individuals not government that the only visible federal government presence in SE was the old post office, police station, army barracks and federal highways like Enugu - Onitsha highway etc which has been dilapidated since Shagari built it in 1981 .
