elrufiason:Thank you for constructive feedback @Elrufiason. The answer is simple. Let me start by asking "why does Delta State receive almost 5 times the monthly allocation of Osun State?" Why does Lagos State receive higher allocations than Zamfara State? The answer is obvious, right?! Without trying to downplay or undermine the crucial role of the police force and the armed forces, but how much do these security agencies contribute to the national treasury vis-a-vis the Nigeria Customs Service? If you don't properly incentivize the staff of these mega revenue general agencies, there will be less motivation to meet revenue targets and infact, corruption will become more justified. Of course, there are still a lot of corrupt officers in Customs and FIRS but at least, they are sensible enough to ensure that their revenues do not decline (instead it has increased significantly) over the years. Now, imagine if they were not adequately remunerated. There are too many bureaucratic bottlenecks in public service. Keeping a percentage of revenue collected means that these agencies have funds readily available to take care of the welfare of its staff, and also upgrade existing infrastructures that will aid in meeting up to their mandate and set targets without all the delays usually associated with obtaining approvals in the public service system. Instead of sponsoring media attacks on these elite GOEs, the State governors should go back and think of how to maximise the potential of their states. In the 70s, the North contributed more to the Federal Government purse than every other geopolitical zone through agriculture and commerce alone. Why is everyone now lazy and depending on oil revenue, VAT and other taxes alone? Then further vilifying the agencies that are religiously working to bring the funds that they come to Abuja to share monthly. It's instructive to note there are other agencies that generate huge revenues like NCC, NMDPRA, NIMASA, NPA and NDIC. They all keep 4% or higher. It's the law guiding their creation and in turn, government has no business funding them. So they are an asset to the government and not a liability. NIPOST is also a revenue generating agency that should have been in the league of these elite agencies but there's a reason why it never reached it's full potential. Same with NTA. Islie: Before you post nonsense next time be informed that FIRS provide 90% of the entire country budgeted funds for both federal, states and LGs, their staff strength is more than most of the states, offices all over the country in some state more than 30 offices, they pay there salaries, build buildings, pay rent, buy diesel etc what are the states doing if not pocketing funds. 1 Like |

Whatever revenue they accrue should not be expanded by them arbitrarily or they have sole administration of it! Government machineries work hand in hand to produce and there's no monopoly of revenue generation! DSS protects the borders too and nuprc relies on navy for protection of the sea and oil infrastructures, it's a web of dependency and handshake! Am aware they quote virements fine! But and they share these monies indiscriminately amongst their selves! This is corruption !! Reason why ppl jostle to be in this rich agency and bribery in their recruitment process is rife! They are to be regulated, monitored and every penny return to national coffers and not reserve or embezzle under any guise |

tctrills:What is corrupt in adhering to the law guiding you? Most of these RGAs are permitted by law to keep 4% of their total revenues. This encourages them to go all out to increase the drive, because a lower revenue means a lower 4%. You sincerely expect NUPRC staff to be earning same as National Arts and Gallery staff? You lots are deluded. You hate to see any rich public servant. It must be tagged corruption. |

Vulcan24:I love your submission albeit flawed. The news article has achieved its aim of vilifying these RGAs. The reality however is that they keep only 4% of the total generated with exception of NCS that keeps 7% because of its staff strength. These percentages look huge (maybe they actually are) because what they generate is also huge and it's what the entire federation depends on. Without these revenues, there will be no money to pay the DSS and Navy you mentioned. Go and read about NIPOST, NTA and few other revenue generating agencies that are doing very poorly in terms of revenue generation. Find out why they are almost comatose and then you will understand why it is important to allow these GOEs retain a small percentage of their revenue collection. The corruption you are shouting will be worse if you poorly remunerate these workers of the elite RGAs. You sincerely expect FIRS staff and National Orientation Agency staff to be on the same salary structure? That's a joke! |
