Cant it be possible to allocate him crude oil in certain quantity next to nothing in price or allocate oil block for him under agreement, and let him do the refine ring and the distribution through major players with depot, then FG monitor the logistics to avoid the diversion, do it for a certain time until the country is independent to have other multiple modular refineries. I dont know how hard it is.
It's a win-win for the government, the company, and the citizen because it will crash the price. But hell no, they want to be importing, then fix price, and keep collecting free dollars for their selfish interest. That Farouk guy has never been happy in recent times for once.
