According to wikipedia, Lagos state are currently the lowest in terms of land areas out of 36 states in Nigeria.

Plateau State is bigger than a whole South East region .
Delta is bigger than 3 Eastern States ,Anambra, Imo and Ebonyi combined

The smaller the state, the easier it is to govern

Those states in Lagos category should be everything Lagos is, but i guess they've always had terrible Governors

Population not landmass. The more the population, the more complex it is to govern.

E.g. It is easier to govern Montana or North Dakota than New York. With higher population, the demand and maintenance on public infrastructure is intense. Health and education is over subscribed too. And you need investment to keep all these maintained.
