Who is more culpable in Nigerian corruption?

1. The legislators who bring in laws to enable them get away with it and refuse to legislate effectively as the case may be?

2. The law enforcement agencies for failing to enforce the rule of law and selling their souls to the highest bidder?

3. The judiciary for refusing or be morally upright and uphold the law, especially in political matters?
