It is easy to check. For e.g

City took (6) from Tot, CFC and Ars, Newcastle whereas United and LFC only take at most 3 from each team. That is at least 12pts ahead.

When we consider that City also took 3 from United and LFC then we can tell that by game 29 they would have already won the league.

As for %completeness, 87 and 85 are not different. Just that 87 is more impressive. Both had 5 games left.
