The civil servants are responsible for the politicians corruption. When a polician is elected or appointed. The civil servants (parmsec, directors e.t.c.) teach the newly elected or appointed politician how to loot becouse he is a j.j.c in his new office. And they'll both share the looted funds. A politian can never loot without help from a civil servant. |
