Free and fair elections are the minimum requirements and in the case of Edo state, they have been guaranteed by the people not the President, if Oshiomole had marginal popularity, the elections would have been massively and comprehensively rigged, the 2011 elections were only "free and fair" in the SW, other regions had enough Ojoro, SS and SE did not make noise about rigging as the rigging was done for their candidates, the NW and NE boiled because the rigging was done against their candidates.
