Clearance comes first. It is after u might av been successfully examined in d clearance process and U are certified to be qualified as a Student of UI dat d skul will give u d "AUTHORITY TO PAY" slip which permits u 2 pay ur skool fees. Dat is also wen u will know how much 2 pay. U can neva pay if u don't av dat skip. Goodluck

Infact it's only when you don't hav a birth certificate dat u nid a sworn declaration of age or when u nid 2 change ur date of birth. So both serve d same purpose nd U.I acepts any of d two.
