Subsidy beneficiaries financed Jonathan’s election, says el-Rufai

Former Minister of the Federal Capital Territory (FCT), Mallam Nasir El-Rufai has said “untouchables who financed Goodluck Jonathan’s election are the beneficiaries of fuel subsidy”.

The former minister spoke on a televised programme, Matters Arising.

He said governors were in support “of the withdrawal of subsidy so that they will have money and less deductions from the Federation Account Allocation Committee (FAAC)”.

He said: “They (governors) are the driving force behind Goodluck Jonathan and half of the blame should go to governors.”

Petroleum subsidy, he noted, “is a charge on the Federation Account; so, it is deducted first before money is shared”.

Last year, el-Rufai said “the average deduction from the Federation Account was about N22 billion per month; after the elections, it rose to over N100 billion a month”.

He argued that because of the deductions, the Federal Government is broke, adding: “If you remove this N1.3 trillion subsidy fund that the government is expecting from the budget, there is no fund because capital expenditure for 2012 is N1.3 trillion.”

Evidence that the government is broke, he said, could be seen from the fact that the economy is growing but it is illiquid.

el-Rufai said: “We are broke, but not bankrupt. We have assets, but we don’t have cash. We sold crude at $100 per barrel, yet we do not have cash.”

The former minister said the Jonathan administration “has been borrowing $1 billion a month since he became President almost two years ago. What are they doing with the money borrowed? They are borrowing to fuel consumption instead of borrowing to do real projects”.

By withdrawing subsidy, el-Rufai said the Jonathan administration is taxing every Nigerian – man, woman and child – N8,000 while N1.4 trillion has gone into some people’s pockets.

The former minister said the cost of producing one litre of petroleum in Nigeria is N40; so, the N25 difference in the pump price of N65 is an undeclared tax.

He said: “The government has not done enough to cut down its own wastes. The Federal Government has to cut its budget drastically: 25 per cent of Jonathan’s salary is N800,000 in 2012. What he should cut should be his allowances.”

El-Rufai noted that the Federal Government has increased in size with its expenses because the number of ministries and ministers has increased. He said they have no limits or boundaries, adding that all of them are on the government’s payroll.

The former minister lamented that the monetisation programme of the Olusegun Obasanjo administration has been abandoned as ministers now stay in government houses and have cars fuelled by the government.

Highlighting government’s wasteful expenses el-Rufai said he learnt that the Minister of Agriculture recently “bought 150 Toyota Hilux vans for monitoring projects.

He asked: “What are they for? A few years ago, the Minister of Agriculture bought the same type of cars for monitoring. They should stop all these useless spending it will not add value. The federal government has no land, agriculture is basically a state government and private sector affairs these are expenses that don’t make sense.”

To deregulate the petroleum sector, El-Rufai maintains that there should be a review of the existing policy, new legislation, independent regulators and competitive industry all of which are needed before the deregulation of petroleum industry. He described the Petroleum Products Pricing Regulatory Agency (PPPRA) as “not a regulator but a price facilitator.”

The former FCT minister criticised the government of Goodluck Jonathan of not making efforts to repair refineries and having failed to bring those who ripped the country off to book.

With regards to the proposed Subsidy Reinvestment and Empowerment Programme (SURE) El-Rufai maintained that there was “no money anywhere to execute SURE programme because all accruals to the Federal Government has already been captured in 2012 budget which assumes there is no subsidy.”

He described the Kolade committee which would monitor the execution of the SURE programme as an indictment on government’s ability to monitor projects insisting that there is no fiscal surplus anywhere.

The Yar Ardua /Jonathan administration he revealed has earned more than N200 billion so far and he wondered where the money has all gone to.

He noted that the SURE projects being peddled by the government was approved during the Obasanjo administration.

Reuben Abati, born November 7, 1965 in Abeokuta, Ogun State, Nigeria, is a newspaper columnist. He was a first class honours graduate of Theater Arts from the University of Calabar where he won the Vice-Chancellor’s prize for the best overall graduating student and presently the chairman of the editorial board of the Nigerian newspaper The Guardian. He has won a number of awards including The Cecil King Memorial Prize for Print Journalist of the Year in 1998, The Diamond Award for Media Excellence for Informed Commentary in 1998, Fletcher Challenge Commonwealth Prize for Opinion Writing in 2000, and the Diamond Award for Media Excellence for Informed Commentary, 2000.

In the recent times,he has been fantastically doing the jobs he is paid to do.I used to respect him,his views and contributions on national issues.But ever since,he has become the spokeman,his opinion,perspectives etc on national issues have drastically changed and turned to anti-democracy crusader considering his stance on 6-year single term and other issues.

Hi NL,

Pls how does a check engine light look like in a 1997 Mazda?On my dashboard,a light(amber colour) comes on/off.It is like a circle with a car inside it.And a zigzag in front of the car(all within the circle).So far, I have not observed any abnormal sound or jerk etc.

It seems you have no other important thing to think about.Hence,the unnecessary thought of unveiling the misery of the bishop's wealth.

I have taken time to read some of the comments,some meaningful while some are meaningless and absolute non sense.To start with,are the members complaining of exploitation?I do not know why people like to poke nose into others affairs.Leave the man of God and others alone.Let God judge.

I am so sure most of the people writing silly comments about tithes and offerings are either nominal christians or belong to any other religions.These are spiritual matters which are too complex to carnally understand.



As we all know,to virtually all genuine objects,there are fakes.So in the kingdom of God too.Remember the story of Simon the Sorcerer in the Bible.Acts,Chapter 8 Verses 9 to End.It reads:

Afterall,the church members are not complaining.For record purpose,I am member of the Commission,a winning Winner,I have never be forced or compelled to part away with cash or whatever in the name of tithe,offering,pledge or whatsoever.Any Kingdom investment by any genuine Winner is not imposed.Let anyone come out to say otherwise from experience.

I have been a member for years now,and to God be the glory,He(God) is forever faithful.Most guys say a lot of negative things becos they are spiritual blind and deaf.Hence,they lack understanding.And except,their eyes and ears are opened,they remain in the dark.It is my prayer that your eyes and ears be opened to see,hear and receive from Him.

CELEBRITIES David and Victoria Beckham have made 14 of their 50 employees redundant around the world after a horrified accountant warned: ”You‘re pouring money down the drain,” the Sun newspaper reported on Friday.



Singer and fashion designer Victoria called in a money expert to overhaul their finances because she feared the high-spending lifestyle was inappropriate at a time when ordinary people are tightening their belts, the tabloid daily said.



The report cited a friend as saying: ”This very no-nonsense accountant gave it to Vic straight and said, ‘You CAN afford to employ all of these people. But why the hell DO you?‘”



Sizeable cuts were proposed at their main home in Hertfordshire, England, while six out of seven gardeners have been laid off at their huge estate in Bargemon in the south of France, the Sun said.



The friend told the newspaper: ”There has been a large downsize. David and Victoria are multi-millionaires but that doesn‘t mean they have to waste money -- and they were haemorrhaging it.”



The Beckhams spend much of their time in California, where David plays for Los Angeles Galaxy soccer team.



Other places where they have properties include Dubai.

K’naan: From Somalia to Canada to the World

Watching the slim figure on the stage, swaying to the rhythm of his now-trademark anthem “Wavin’ Flag,” it is hard to see the inner strength that has carried him to this place. To say K’naan has overcome some difficulties on the way to international stardom seems an understatement almost to the point of insult.

K’naan’s life began in Mogadishu, Somalia, in 1978, the son of an intellectual father and a musically gifted mother, but a happy childhood in a comfortable suburban home overlooking the Indian Ocean soon gave way to the frighteningly surreal as Somalia fell ever deeper into civil war. As he told an interviewer for London’s Daily Telegraph, “I remember tanks being lined up along the street of the neighbourhood … One day, a group of us were hanging around and someone threw a rock at a passing technical [an open car with a heavy gun mounted on it]. The technical opened fire and killed three of my friends.”

Amid the growing anarchy, K’naan’s father left for the United States, but it would take months of daily pleas to the U.S. embassy by his mother before the rest of the family could get away. In 1991, permission was finally granted and the family escaped on what K’naan believes may have been the last scheduled flight Somali Airlines ever flew.

After a brief stay in New York City, the family moved on to Toronto’s Rexdale neighbourhood, joining one of the biggest Somali communities in Canada. As with so many newcomers, K’naan says the adjustment was not easy. However, as he told the Chicago Tribune, “Even in the confusion and the algebra of our new life in North America, it was coloured with gratitude. I think sincere gratitude, for life made the weather and language barriers tolerable.”

Tolerable perhaps, but still difficult: in his teenage years, K’naan struggled with floods of anxiety attacks, depression, insomnia and more. It was during this time that he began to explore and find some comfort in poetry and music. In a blog for the Huffington Post, he says he realizes now that, for him, music was “much more of a need than a want: [it was] an antidote to a poison.”

The antidote did not work immediately. He left school in grade 10, and admits to “getting into trouble” in a neighbourhood where trouble was not hard to find. Seeing the toll gang-related violence was taking on his friends, he began a self-imposed exile, travelling the U.S. and Europe alone for several years, working on his poetry and music.

In 2002, now back in Canada, he was “discovered” by a member of Nelly Furtado’s production team and the rest, as they say, is history: two top-selling albums, three Juno awards, and a song—Wavin’ Flag—that is on the lips of hundreds of millions of people around the world, thanks to its adoption as the official song for the World Cup soccer tournament in South Africa by headline sponsor Coca-Cola.

Although his lyrics speak so clearly of the plight of his homeland, K’naan also has strong feelings for his adopted home. After winning twice at the 2010 Juno Awards, he told the National Post of his success that, “For it to happen in Canada was a specific joy to me. It could have happened at the Grammys and that would have been nice, but it wouldn’t have been the same as in Canada.”

Still, Somalia is close to his heart. As he wrote in a blog post, “I do hope that, in some way, my music opens an eye or two to a great continent of both immeasurable beauty and struggle. And to my own life, written as a country disguised as a person.”

Day house of prayer became house of war in Abeokuta

Traditionally, at St. Paul’s Anglican Church, Sodubi Onikolobo, Abeokuta, the first Sunday in January is set aside for thanksgiving. It is a day the congregation is expected to show gratitude to God for enabling them to witness a new year.

That also was the setting at the church last Sunday. The Vicar, Venerable Olumuyiwa Ilekoya, was expected to preside over the thanksgiving service, the first since he became the vicar of the church in July, 2009.

But that was not to be. A disagreement between him and some elders of the church disrupted the Sunday service.

With the church almost filled to capacity, Ilekoya had prepared to make a grand entry into the church’s auditorium when the unexpected happened. Six mean-looking men stood at the entrance to prevent the vicar from going in.

Two of the strangers were armed with guns to underscore the seriousness of their mission. The vicar’s procession crumbled like a pack of cards while a stampede ensued among the congregation as shocked church members struggled to escape from the church’s premises.

But a few members waited to see the people behind the ‘celestial coup’. And they did not wait for long before the Baba Ijo (Father of the Church), Senator Femi Okurounmu got up and directed the church’s Lay Reader, Mr. J. A. Fatade, to conduct the thanksgiving service for the handful of members that waited behind after the vicar had left with some elders of the church.

It then became clear that the Parish Church Council had become polarised between the loyalists of Okurounmu and those of the vicar. It was learnt that Okurounmu, who is also the Secretary

General of the Pan Yoruba Socio Cultural group, Afenifere, had become uncomfortable with Ilekoya’s sermons. The Harvard University-trained engineer was said to have openly complained that the vicar had become too blunt and was fond of raining curses, particularly on the nation’s political leaders, during his sermons.

Okurounmu was also said to have alleged that the cleric had a week before then directed his sermon at him.

While Ilekoya would not entertain questions from journalists who learnt about the unusual development in the church, Okurounmu spitted what was left of his anger. The former Alliance for Democracy chieftain said, “How did you get to know what is happening here? Who told you, and who told you to come? This is a church affair and not a press affair. I don’t want to comment further.” A few hours later, he also responded to a text message sent to him by our correspondent, saying, “The matter is purely for the hierarchy of the church to deal with, and not yet for the press.”

The Bishop of the Egba Diocese of the Church of Nigeria, Anglican Communion, Rt. Revd. Emmanuel Adekunle, confirmed the development but said the detail of the incident was still sketchy. Our correspondent learnt, however, that the diocese was not taking the matter lightly as Adekunle, who started attending the annual one week retreat of Anglican bishops in Delta State on Monday, was said to have contacted the church’s Legal and Ecclesiastical committees to begin preliminary probe of the incident before his arrival from the retreat on Sunday.

A reliable source in the diocese, who spoke with our correspondent on

condition of anonymity in Abeokuta on Thursday, said the committees would probe the ugly development and recommend appropriate sanctions for the erring parties.

The source said, “Such incidents don’t happen every time. But this is not the first time. We have had such occasions before, and this time, the Diocese will direct the Ecclesiastical Committee to look into the development and see how such crisis could be resolved. We will ensure that justice is done because we have order here and everybody must follow laid down rules.”

The source, however, explained that in most cases, the vicar would be transferred if it was established that the relationship between the PCC and the cleric had broken down irretrievably.

The Administrative Secretary of the Diocese, Venerable Adekunle Masominu, who had worked intermittently in the Diocese since 1999, admitted that the church had received a “verbal report” of the impasse but denied receiving any report or petition from the church before Sunday’s face-off.

“No, there was no report on the incident before then. But we have received verbal reports of the disruption of service and I have also read it in a newspaper like everybody. The Bishop, under whose prerogative the matter falls, is not in town. We will welcome further enquiries when the bishop comes around next week,” he said.

Another highly placed source in the Diocese, who craved anonymity, told our correspondent in Abeokuta on Thursday that the face-off would be the third involving the Baba Ijo and the vicars posted to the church within a few years. The source, who believed that such incident had persisted in the parish because the earlier ones were not addressed, added that the hierarchy of the church was determined to put a stop to the idea of people revolting against vicars that are posted to the church.

“The vicar that was in the church before Ilukoya was demoted and transferred because of a disagreement with Okurounmu. The one before that vicar was transferred to another parish because of another disagreement with the same person. This time around, we

must put a stop to this scenario, and I can tell you that this vicar will not be

transferred,” he said.
