IF I WERE A PRESIDENT TODAY, I will declare emergency on power generation and security of lives and property, for the federal government to tackle and I will ask state government to focus on large scale agriculture development forget other things they are doing at the moment (except maybe Lagos)... (i.e states should build silos and cold storage facilities hooked up to solar panels that the rent out at subsidised rate to large scale farmers in Nigeria, also ensure each local government have access to mechanised farming equipments that rented out at a subsidized rate, then adding value to those food produce i.e large factories and plants that can package those products.). states who fail to show a tangible agricultural produce by 6 to 8 months will see the FG allocations slashed and given to states more willing to comply. in no time we will be feed the whole on Nigeria and West Africa.

I will also remove subsidy and give free malaria and typhoid treatments to all Nigerians. (so you will register at the nearest approved clinic in your area and go in there with you Nigerian ID card for treatment of typhoid and malaria for free).

I will create a national scholarship fund for the best Nigerian graduates to study in any country abroad and comeback and work within Nigeria. with the aim of train 10,000 of such people over 4 -6 years... so, infact i will open the scholarship to other West African countries but they all have to comeback and work for Nigerian schools for atleast five years.

For other projects that doesn't fall in my focus area's I will seek foreign investors, like build a train network to across Nigeria, build seaport on every major coastline in Nigeria and creating inland water ways and canals for transport as and alternative to rails.

Put stuff you will do to improve Nigeria and elaborate a little... don't write a textbook for us and don't say you will steal money.

Why was the tribunal moved from Rivers State to Abuja where they can be ‘remote controlled’ by the centre power and watched closely.

Why was Justice Pindigi who was the first tribunal judge hurriedly kicked out, which set the pace for the onslaught that removed Wike.

As soon as Pindigi was shown the way out, a judge close to President Muhammadu Buhari was shopped for, to be the Chairman of the Rivers State Election Tribunal, and the lot fell on Aisha Buhari younger sister’s Husband, Justice Suleiman Ambursa, from Kaduna State.

Justice Ambursa and President Buhari married from the same family. He was the Tribunal judge assigned to annulled the election of Governor Wike, even when an Appeal court have ruled on a similar case in Lagos.

The Court of Appeal sitting in Lagos upheld the election of Lagos State Governor, Akinwunmi Ambode stating that the non-use of the card readers or the dysfunctional nature of the card readers cannot invalidate the Lagos State Governorship Election.

But in Rivers State, a different conclusion was reached.

Buhari and his APC should however beware!

President Muhammadu Buhari is leading this country down a very dark path, but let no one think they have the antidote in Abuja. He has been itching to let loose his dogs of war on Rivers State. From the moment he was declared elected, he has focused on Rivers State and now we know how he wants to go about this. No one is deceived!

Ordinarily, I wouldn’t bother with the antics of politicians, but this is different. This could take the whole nation down and it is quite unnecessary! If the APC wants to take Rivers State, it’s well positioned to do so in another election cycle, but to go about it so desperately and drag the whole national edifice down in that mission must be the unkindest cut!

Oh, I know there are many blinded partisans who’d be singing and dancing at the prospect of taking over Rivers State, but they need to understand that this is a fool’s gold! There is time for partisanship; but, at all times, you must be a patriot! This is not politics; this is sacrificing Nigeria for the greed of a few. Call these bastards to order now!

Prominent Northern leaders, Tuesday, rejected the implementation of the 2014 report of the National Conference convoked by former President Goodluck Jonathan, saying that it did not address the key issues affecting them.

In its place, the northern leaders are asking President Muhammadu Buhari to convene a fresh conference that would take into cognisance the challenges facing them and proffer solutions to them.

The northern leaders who are mostly former political office holders under the aegis of Northern Reawakening Forum (NRF) and headed by a former member of the House of Representatives, Mohammed Kumalia, said it would be wrong for Buhari to implement the report of the conference called by the former leader.

The group, which met in Abuja on Tuesday, issued a strong view on the last conference, and asked for the dumping of the report in the interest of Nigeria.

A sculpture created as a memorial to Nigerian environmentalist Ken Saro-Wiwa and eight other activists has been denied entry to Nigeria, where it had been sent as a gift to mark the 20th anniversary of their execution by the military government.

Customs officials impounded Sokari Douglas Camp’s sculpture, in the form of a steel bus, when it arrived at Lagos port on 8 September, on grounds of its “political value”. Leaflets and reports sent by courier to commemorate Saro-Wiwa’s life and death were also seized.

Subsequent efforts by the Movement for the Survival of the Ogoni People, Social Action and other pressure groups have failed to secure the work’s release and a memorial vigil in Bori-Ogoni may have to go ahead without it.

Celestine AkpoBari, national coordinator for the Ogoni Solidarity Forum-Nigeria, has spent the past two months working to secure the release of the sculpture, called The Bus - Living Memorial, from a secure area of Lagos port and remains determined to get it to Ogoniland, nine hours’ drive from Lagos, next week.

“I have been fortunate to see the bus in London but it will be so exciting to see it in Nigeria, I don’t know if I might faint,” he told the Guardian. “It will give so much happiness and strength and every Ogoni will want to come home and see it. We are still looking forward to hearing the good news, we need the bus because it is the symbol of our struggle now that Ken is not with us. We will use the presence of the bus to begin another era of our campaign for justice.”

The Bus was commissioned following a competition to mark the 10th anniversary of the executions and first exhibited outside the Guardian’s London offices in 2006. The artist described her work as a “spectacle” and symbol of the importance of transport to environmental debate.



It was given to the Ogoni people by UK campaign group Platform, to show solidarity with continuing efforts to get oil giant Shell to repair damage caused by spills in Ogoniland over many years.

Saro-Wiwa’s hanging on 10 November 1995 sparked international outrage and led to the country’s suspension from the Commonwealth for four years, until the military handed control back to a civilian government in 1999. In 2009 Shell agreed to pay $15.5m (£9.6m) to settle a claim brought by relatives of the Ogoni nine, after it was accused of having collaborated in the violation of their human rights.

The Bus spent four days at the bottom of the Thames in August, after it was dropped while being loaded on to a ship at the Port of Tilbury in Kent, and was repaired before leaving the UK for Lagos on 19 August. The plan was for it to make several stops in Nigeria en route to its final destination in Ogoniland.

US President Barack Obama has threatened to impose trade sanctions on South Africa for blocking imports of meat from the US.

Obama said on Thursday that he will suspend South Africa's right to ship farm products to the US duty-free unless it begins to dismantle barriers to American pork, poultry, and beef within 60 days.

"I am taking this step because South Africa continues to impose several long-standing barriers to US trade, including barriers affecting certain US agricultural exports," he said in a letter to Congress.

At stake are trade benefits South Africa receives under the African Growth and Opportunity Act (AGOA) which is meant to encourage African countries to open their economies to trade.

The US says South Africa has been blocking US chicken imports for 15 years and has used "unwarranted sanitary restrictions" to keep out US pork and beef.



Mike Brown, president of the US National Chicken Council, backed the move and said it made no sense for the US to give special preferences to countries that treated it unfairly.

"This should send a clear message to South Africa and their poultry industry that they will not be given a 'Get out of jail free' card every time AGOA rounds the turn," he said.

South Africa exported $176m in agricultural products to the US under AGOA in 2014 and potential lost benefits are estimated to total $4m to $7m.

South Africa missed an October 15 deadline to agree to new rules for imports of US poultry and meat products.

The country has banned US poultry imports since last December after an outbreak of bird flu

“I want to point out that be­fore independence, we had three regions, Western, Northern and Eastern Nigeria. That was how we started. After independence, those who could not win elections on their own began talk about, I am Igbo, I am Hausa, I am Yoru­ba, I am this and that. NADECO led us to where we are today. The military tried to set these things but the politicians as we all know returned us to the era of I am Igbo, I am Yoruba and so on and so forth. It is now the responsi­bility of the youth. I join you in saying that our generation must have failed, our generation failed you. We tried as individuals but collectively our generation failed. So, for those of you who are com­ing behind us now, you must cor­rect those mistakes, and move our country forward”, he stated.

He made the remarks at a lec­ture delivered Tuesday by the for­mer Minister of External Affairs, and Deputy Chairman for 2014 National Conference, Profes­sor Bolaji Akinyemi on African Countries: Politices, Democracy and Ethnicity at Agip Hall, Mu­son, Lagos. The programme was attended by two other discus­sants; Dr. Sa’idu Ahmad Du­kawa, a Senior Lecturer, Depart­ment of Political Science Bayero University, Kano and Ms. Yemi Adamolekun, Executive Direc­tor, Enough is Enough (EIE), among other eminent Nigerians from different professions. Nwa­chukwu who was chairman of the occasion remarked while summarizing the lecture that since his generation has failed Nigerians, and it is, now the re­sponsibility of the youth to move the nation forward, and not to dwell on their past mistakes.

He said Nigeria today is struc­turally defective while he called for a true federal system. Ac­cording to him, “We do not have a balanced Nigeria and until we have a balanced Nigeria, we will continue to have problems like we have now. This was what the National Conference addressed and I attended that conference. I thought it would give me an opportunity to present my case before a balanced Nigeria.

“Where do I really belong? I am Ike Nwachukwu from an Igbo father, I am Umaru from a Northern Hausa Fulani mother from Kastina, I am married to a Yoruba woman who is from Egba. So who do I belong to? The National Conference gave me an opportunity and luckily I had to lead the South Eastern delegates. We went through the conference, night over night. I was with all the delegates at the conference, trying to find solu­tion to Nigeria’s problem and we believe that we did.”

He added that “It is not neces­sary to continue making refer­ence to past National Confer­ences, which includes Jonathan conference or Obasanjo confer­ence or Babaginda conference or Murtala Muhammed conference and others in the name of gov­ernment of Nigeria. When shall we come down to take the bull by the horn and save ourself less pain and create a strong united Nigeria? You must be a Yoruba or Igbo or Hausa before you are who you are. But when you be­gin to translate who you are, eth­nicity leads to ethnicism that is where the problem is and Nigeria cannot play more of ethnicism than really being a Nigerian.”

Elders and major stakeholders of Peoples Democratic Party, PDP, in Akwa Ibom State have accused the All Progressives Congress, APC, of plans to forcefully take over the state and Rivers State in the re-run elections.

Senator Anietie Okon, who spoke on behalf of the group in Uyo, was reacting to comments credited to Imo State governor, Owelle Rochas Okorocha, that “Rivers and Akwa Ibom states are very strategic to APC”.

The elders said such could meant that APC was planning to subvert the collective will of the Rivers, Akwa Ibom people, warning that any attempt to engage in any form of illegality would be resisted.

His words: “When the APC talks about Akwa Ibom and Rivers states as being strategic to their objectives, it appears it is their ravenous and ghoulish intent to take over Akwa Ibom State by force.

“That implies that there is a determination by them to break all the rules and break all the laws and through subjugation, conquer the Akwa Ibom people. It will not happen.

“We are not surprised given the document that is credited to the APC where they detailed their plans to trample upon the express will of the people by their chaotic, riotous and contradictory process that have been handed down through the tribunal.”

Mr Jighere Wellington of Nigeria on Sunday morning emerged the new Scrabble champion of the world after defeating Lewis Mackay 4-0 in a Best of Seven series in Perth Australia.

The duel which was monitored online kicked off at 2 a.m. Nigerian time with the winner set to emerge after coming tops in seven games.


But Wellington, who had already finished first in a 32-Game Scrabble marathon to qualify for the two-man finals and defeated his English opponent in just four games and thus becomes the new World Scrabble Champion.

NAN recalls that Wellington also placed 3rd at the World Scrabble Championship in 2007.

Nigeria also emerged as the best team of the championship as five of its six representatives finished in top 50 players of the tournament with Ayorinde Saidu and Emmanuel Umujose placing 16th and 17th, respectively.

With this victory Nigeria will gain more slots in terms of representations at subsequent world tournaments.

The President of the Nigeria Scrabble Federation (NSF), Suleiman Garba, in a phone interview with NAN, attributed the victory to hard work and dedication.

“It is a testimony of the potential of Nigeria as a country and the sacrifice and hard work of the board under my leadership.

“We started preparation about a year ago with seven camps which we christened Scrabble Meets to put our team in shape for the world championship and it has paid off.

“I am very proud of the Nigerian team and very proud to be Nigerian.

Nigeria Drops Bribery Charges Against Former US Vice President Dick Cheney -2010

The Nigerian government has dropped bribery charges against former Vice President Dick Cheney after Halliburton agreed to pay Nigeria $250 million dollars in fines.

The charges were filed Dec. 7 and center around Cheney's activities as the chief executive of Halliburton and its one-time subsidiary KBR before he became the vice president in 2001. Last year both companies pleaded guilty in a U.S. court to violating the Foreign Corrupt Practices act by paying more than $180 million in bribes to Nigerian officials prior to 2007. The companies were fined $579 million, the largest fine ever paid under the act.

A spokesman for Nigeria's Economic and Financial Crimes Commission, Femi Babafemi, told ABC News that the charges were dropped after the company agreed to the settlement, which includes the company forfeiting some of the $130 million dollars currently frozen in Swiss accounts.

The head of Nigeria's anti-corruption body says the country charged Cheney with bribery to send the message: "Nobody is above the laws of the land."

Farida Mzamber Waziri, the executive chairman of Nigeria's Economic Financial Crimes Commission told ABC News that the country will never end its culture of corruption and impunity until it starts prosecuting everyone guilty of breaking the law, even if it means charging a former vice president of the United States.

"It's not about profile," says Waziri. "It's about breaching the laws of the land."

Though the U.S. Department of Justice and the Security and Exchange Commission conducted an extensive investigation, Nigerian officials had been conducting their own and wanted the case prosecuted in the country where the crimes were committed.

"Monies were taken to offshore accounts at the expense of the poor masses of Nigeria," says Waziri. "The monies meant for development projects are the ones that are carted away, so we are the victims."

Cheney's lawyer, Terrence O'Donnell had issued a statement calling the charges "baseless." O'Donnell points to the fact that the U.S. investigation "found no suggestion of any impropriety by Dick Cheney in his role of CEO of Halliburton."

Nigeria Drops Bribery Charges Against Cheney

Nigeria has a global reputation for corruption. In 2010 the anti-corruption watchdog group Transparency International ranked Nigeria as one of the 50 most corrupt countries in the world. Multinational corporations and small businessmen operating in Nigeria often say the same thing, that it is impossible to conduct business in a completely transparent and legitimate way.

The latest Wikileaks cables about Nigeria seem to confirm this notion. Pharmaceutical giant Pfizer, which recently paid over $75 million in compensation for testing a meningitis drug on Nigerian children without parental consent, is portrayed in one cable as wanting to find incriminating evidence against Nigeria's attorney general to pressure him to drop the case.

"Pfizer had hired investigators to uncover corruption links to Federal Attorney General Michael Aondoakaa to expose him and put pressure on him to drop the federal cases," read the cable dated April 9, 2009 and published by the Guardian newspaper.

More cables detail oil giant Shell's dealings with the Nigerian government including an admission that the company had infiltrated every level of government and knew all of its inner-workings, as well as offering to share intelligence with U.S. officials about the troubled oil-rich Niger Delta region.

Waziri said Nigerians are aware that their country has an "endemic" problem with corruption, but that the actions of multinational corporations are only helping to fuel it.

"Big firms doing business in Nigeria, coming to Nigeria with the mindset that this is a corrupt country, everybody is so corrupt, anything goes. They won't follow rules and procedures. They just go to corrupt individuals and institutions offering bribes and then doing a shoddy job or not doing it at all," says Waziri. "This is what we are not going to accept anymore."

Speaking at the weekend, in a town hall meeting with journalists and other stake­holders in Uyo, the gover­nor said he rejected bailout because he did not want to mortgage the future of Akwa Ibom people.

Governor Emmanuel said he would not borrow money he does not need and by so doing, leave a huge debt for future governors to pay.

He also denied spending N3.7 billion to celebrate the 28th anniversary of the state last September.

Addressing newsmen for the first since he was sworn in as governor on May 29, Udom said he never had such an amount to spend on the celebration; and that the 28th anniversary was the cheapest of similar events ever cel­ebrated in the state.

“The money was not there. For the first time, we did an­niversary without a state ban­quet in the evening because we were moving with the time. If I had N3.7 billion, I would use it to flood the state with industries. I didn’t have even N.7 billion; not even N.5 billion was spent,” Udom said. He lamented the negative media focus on his administration and appealed to journalists not to at all times be adversarial; rather they should applaud govern­ment when they do good and constructively criticise when they veer off the course. I am not saying that you should applaud everything we are doing; we welcome construc­tive criticism, criticism that is done without malice. Let us start a new narrative of con­structive engagement devoid of the negative impulse to pull each other down, for when we pull our people down, we in­variably pull ourselves down.

The Akwa Ibom State Government has dismissed as false and misleading, the performance rating of Governor Udom Emmanuel by a Lagos-based group, Centre for International Advanced and Professional Studies (CIAPS), which rated him among the lowly performed governors in October 2015.

In a statement by the state Commissioner for Information and Communications, Mr. Aniekan Umanah, said the purported comparative analysis of the governors’ performance in Nigeria, as reported in some newspapers and published online, was a spurious fabrication that insults the sensibilities of Akwa Ibom people, who are witnesses and beneficiaries of the good governance brought to bear by Emmanuel.

According to the commissioner, the governor was perhaps “the best performing governor in his set” and evidences abound to prove this contrary to the fabrication by CIAPS, noting that as reported, CIAPS simply targeted PDP governors.

Umanah said: “Even if one was to go by the CIAPS claimed criteria: payment of salaries, new projects, education, security and leadership by example, Emmanuel will score excellent in all”. For the avoidance of doubt, the commissioner stated: “Akwa Ibom State Government has paid all its workers’ salaries to date, has the most robust project rollout as shown in the 100 days score card of the governor. The state is implementing the Free and Compulsory Education Programme and in October 2015 paid subventions to heads of Primary and Secondary Schools for the administration of school children. Akwa Ibom is one of the safest states in the country and governor Udom Emmanuel has remained exemplary and focused in his pursuit of the wellbeing of the people.

He outlined some of the achievements of Emmanuel to include; ongoing construction and dualisation of about 140 km of roads with nine bridges across the state, the Ibom Deep Seaport development drive, the on-going construction of the second runway, massive electrification projects, the ground-breaking for the establishment of different industries; the construction and rehabilitation of blocks at the St. Luke’s Hospital, Anua; training of 1,000 youths in Oracle Database; emergency intervention in threatening erosions along Calabar-Itu Federal Highway and School of Nursing, Anua; he said the governor has so far worked tirelessly to keep faith with the covenant he made, when he was sworn-in on May 29.

Other laudable achievements for which Mr. Umanah said Emmanuel deserves commendations are, the payment of the 10 years arrears pensions and gratuities to primary school teachers and local government employees; re-commissioning of Peacock Paints Industries.

Umanah maintained that in just over five months of his administration, the governor had spiced up the story of Akwa Ibom as over 50 foreign investors are currently discussing with the government on modalities for setting up businesses in the state.
He expressed the belief that if CIAPS had sent its members to visit the state for a firsthand feel of the situation on ground, they would not have released their faulty findings.

The commissioner advised CIAPS not to engage in armchair concoctions to mislead unsuspecting members of the public, but should rather conduct proper findings so as to provide unbiased reports to the generality of the people.

He urged members of the public to discountenance the reports and be wary of politically motivated reports, so as not to fall victims of the antics of agents of disaffection.

WikiLeaks cables: Shell's grip on Nigerian state revealed


The oil giant Shell claimed it had inserted staff into all the main ministries of the Nigerian government, giving it access to politicians' every move in the oil-rich Niger Delta, according to a leaked US diplomatic cable.

The company's top executive in Nigeria told US diplomats that Shell had seconded employees to every relevant department and so knew "everything that was being done in those ministries". She boasted that the Nigerian government had "forgotten" about the extent of Shell's infiltration and was unaware of how much the company knew about its deliberations.

The cache of secret dispatches from Washington's embassies in Africa also revealed that the Anglo-Dutch oil firm swapped intelligence with the US, in one case providing US diplomats with the names of Nigerian politicians it suspected of supporting militant activity, and requesting information from the US on whether the militants had acquired anti-aircraft missiles.

The latest revelations came on a day that saw hackers sympathetic to WikiLeaks target MasterCard and Visa over their decision to block payments to the whistleblowers' website.

The website's founder, Julian Assange, spent a second night in jail after a judge refused him bail prior to an extradition hearing to face questioning over sexual assault charges in Sweden.

Campaigners tonight said the revelation about Shell in Nigeria demonstrated the tangled links between the oil firm and politicians in the country where, despite billions of dollars in oil revenue, 70% of people live below the poverty line.



Cables from Nigeria show how Ann Pickard, then Shell's vice-president for sub-Saharan Africa, sought to share intelligence with the US government on militant activity and business competition in the contested Niger Delta – and how, with some prescience, she seemed reluctant to open up because of a suspicion the US government was "leaky".

But that did not prevent Pickard disclosing the company's reach into the Nigerian government when she met US ambassador Robin Renee Sanders, as recorded in a confidential memo from the US embassy in Abuja on 20 October 2009.

At the meeting, Pickard related how the company had obtained a letter showing that the Nigerian government had invited bids for oil concessions from China. She said the minister of state for petroleum resources, Odein Ajumogobia, had denied the letter had been sent but Shell knew similar correspondence had taken place with China and Russia.

The ambassador reported: "She said the GON [government of Nigeria] had forgotten that Shell had seconded people to all the relevant ministries and that Shell consequently had access to everything that was being done in those ministries."

Nigeria is Africa's leading oil producer and the eighth biggest exporter in the world, accounting for 8% of US oil imports. Although a recent UN report largely exonerated the company, critics accuse Shell, the biggest operator in the delta, and other companies, of causing widespread pollution and environmental damage in the region. Militant groups engaged in hostage-taking and sabotage have proliferated.


The WikiLeaks disclosure was today seized on by campaigners as evidence of Shell's vice-like grip on the country's oil wealth. "Shell and the government of Nigeria are two sides of the same coin," said Celestine AkpoBari, of Social Action Nigeria. "Shell is everywhere. They have an eye and an ear in every ministry of Nigeria. They have people on the payroll in every community, which is why they get away with everything. They are more powerful than the Nigerian government."

The criticism was echoed by Ben Amunwa of the London-based oil watchdog Platform. "Shell claims to have nothing to do with Nigerian politics," he said. "In reality, Shell works deep inside the system, and has long exploited political channels in Nigeria to its own advantage."

Nigeria tonight strenuously denied the claim. Levi Ajuonoma, a spokesman for the state-owned Nigerian National Petroleum Corporation, said: "Shell does not control the government of Nigeria and has never controlled the government of Nigeria. This cable is the mere interpretation of one individual. It is absolutely untrue, an absolute falsehood and utterly misleading. It is an attempt to demean the government and we will not stand for that. I don't think anybody will lose sleep over it."

Another cable released today, from the US consulate in Lagos and dated 19 September 2008, claims that Pickard told US diplomats that two named regional politicians were behind unrest in the Rivers state. She also asked if the American diplomats had any intelligence on shipments of surface to air missiles (SAMs) to militants in the Niger Delta.

"She claimed Shell has 'intelligence' that one to three SAMs may have been shipped to Nigerian militant groups, although she seemed somewhat sceptical of that information and wondered if such sensitive systems would last long in the harsh environment of the Niger Delta," the cable said.

Pickard also said Shell had learned from the British government details of Russian energy company Gazprom's ambitions to enter the Nigerian market. In June last year, Gazprom signed a $2.5bn (£1.5bn) deal with the Nigerian National Petroleum Corporation to build refineries, pipelines and gas power stations.

Shell put a request to the US consulate for potentially sensitive intelligence about Gazprom, a possible rival, which she said had secured a promise from the Nigerian government of access to 17trn cubic feet of natural gas – roughly a tenth of Nigeria's entire reserves. "Pickard said that amount of gas was only available if the GON were to take concessions currently assigned to other oil companies and give them to Gazprom. She assumed Shell would be the GON's prime target." Pickard alleged that a conversation with a Nigerian government minister had been secretly recorded by the Russians. Shortly after the meeting in the minister's office she received a verbatim transcript of the meeting "from Russia", according to the memo.

The cable concludes with the observation that the oil executive had tended to be guarded in discussion with US officials. "Pickard has repeatedly told us she does not like to talk to USG [US government] officials because the USG is 'leaky'." She may be concerned that ... bad news about Shell's Nigerian operations will leak out."

Shell declined to comment on the allegations, saying: "You are seeking our views on a leaked cable allegedly containing information about a private conversation involving a Shell representative, but have declined to share this cable or to permit us sufficient time to obtain information from the person you say took part in the conversation on the part of Shell. In view of this, we cannot comment on the alleged contents of the cable, including the correctness or incorrectness of any statements you say it contains."

Police in Nigeria's oil hub of Port Harcourt on Tuesday fired shots and teargas to disperse hundreds of pro-Biafra supporters as they marched for the release of a key activist, residents said.

Shots were fired into the air to scare away the protesters in the southern city, while air force helicopters were deployed for surveillance, they added.

The police spokesman for Rivers state, of which Port Harcourt is the capital, confirmed the protest but denied the use of either teargas or gunshots.


"Measures have been put in place to handle the situation in such a way that public peace is not disrupted and to ensure life and property are protected," Ahmad Muhammad told AFP, without elaborating.

The protest, involving the Indigenous People of Biafra (IPOB) group, comes after a series of similar marches in state capitals in southern Nigeria in the last week, despite a police ban.

The groups support the creation of a breakaway state of Biafra in the southeast and want the release of Nnamdi Kanu, who is believed to be a major IPOB sponsor and director of the pirate radio station Radio Biafra.

He was arrested in October, several months after Nigeria's government ordered Radio Biafra to be taken off air for allegedly broadcasting "unsavoury hate messages".

A previous unilateral declaration of secession to create the Republic of Biafra sparked a brutal civil war in Nigeria from 1967 to 1970.

Federal police said last week security had been increased across the country and measures put in place "to ensure security and nobody will be allowed to disturb the peace of the nation".

The demand for Kanu's release has stirred up more protests across states in the region in the past days.

Since the end of the civil war, which left more than one million dead, many from starvation and disease, there have been sporadic attempts to revive the Biafra movement.

The Igbo people who dominate the southeast region claim they have been unfairly treated -- even punished -- since the fighting stopped.

Infrastructure such as roads, water and electricity is lacking along with medical care and education, while Igbos say they have been denied senior political posts.

The Federal Government may have spent about N5.8bn on the 10-aircraft Presidential Air Fleet it inherited from the former President Goodluck Jonathan’s administration, findings by Saturday PUNCH have shown.

The PAF is the third largest fleet in the country, coming after Arik Air and Aerocontractors Airlines which have 23 and 12 aircraft in their fleets respectively.

Other domestic airlines including FirstNation, MedView Airlines, Dana Air, Air Peace and Overland Airways have less than 10 aircraft each in their fleets.

According to calculations done from estimated data obtained from aviation parastatals and domestic airline operators in the country, President Muhammadu Buhari’s administration will have spent about $58.58m (N11.598bn) on running and maintaining the 10-aicraft presidential fleet by May 29 next year when it turns one year in office.

This means that the half of this amount, $29.29m (N5.799bn), is expected to have been spent in principle on the large fleet when administration turns six months in office by November 29.

According to findings, the PAF contains two Falcon 7X jets, two Falcon 900 jets, one Gulfstream 550, one Boeing 737 BBJ (Nigerian Air Force 001 or Eagle One), and Gulfstream IVSP.

Others are one Gulfstream V, Cessna Citation 2 and Hawker Siddley 125-800 jet.

Each of the two Falcon 7X jets were purchased in 2010 by the Federal Government for $51.1m, while the Gulfstream 550 costs $53.3m, a former Minister of Information, the late Professor, Dora Akunyili, had said.

The factory price of other aircraft in the fleet could not be obtained online. However, airline CEOs put the average price of Falcon 900 at $35m, Gulfstream IVSP at $40m, Gulfstream V at $45m, Boeing 737-800 (Boeing Business Jet) at $58m, Cessna Citation at $7m and Hawker Siddley 125-800 at $15m.

This brings a combined estimated value of Nigeria’s PAF to $390.5m (N77.319bn).

According to airline chief executives and industry experts, airlines spend between 15 and 20 per cent of the cost of an aircraft on its operation yearly. They say that averagely, a little less than one-fifth of the cost of the plane is spent every year on insurance, flight and cabin crew, maintenance, fuelling, catering and training.

Using the least figure of 15 per cent, it means that about $58.58m (N11.598bn) will be spent on the presidential fleet (which is valued at $390.5m or N77.319bn) when the new administration turns one year by May 29 next year.

Apparently, by November 29 when it turns six months in office, about half of this amount ($29.29m or N5.799bn) should have been budgeted for the running and maintenance of the planes.

According to the Nigerian Air Force’s website, the PAF’s current staff strength consists of 47 NAF officers, 173 airmen/airwomen and 96 technical and administrative civilians.

“The operational headquarters of the fleet is located at the presidential wing of the Nnamdi Azikiwe International Airport, Abuja, while the administrative personnel are at the federal secretariat. The fleet has a liaison office at the Presidential Villa. Flight operations, training, aircraft maintenance and general running of the fleet are funded by the Presidency,” according to the website.

Nigeria happens to be one of few countries of the world with a large PAF.

Most major countries in Europe and Asia maintain two aircraft in their PAF, according to Wikipedia.

According to the online portal, Japan maintains only two Boeing 747-400 planes in its PAF.

The two aircraft, mostly for the prime minister, the emperor and his wife, and other members of the Imperial Family, is operated by the Japan Air Self-Defence Force.

The aircraft were constructed at the Boeing factory at the same time as the United States’ Air Force One. Both Japanese aircraft were delivered in 1990.

Wikipedia also states that the Netherlands government operates only two aircraft, a Fokker 70 and Gulfstream IV to transport the Dutch Royal family and government officials such as the Prime Minister and other ministers.

They are also used for international conferences and for private trips by the Queen and the Prince of Orange. For long haul trips, the Royal Dutch Airline is used. Often the upper deck of a Boeing 747 is used.

The Queen of England and the Prime Minister, David Cameron, often go on British Airways chartered flights for long trips. Cameron was recently criticised by the United Kingdom media for chartering a foreign plane instead of a British.

According to Wikipedia, the Royal Squadron of the Royal Air Force maintains a fleet of Agusta A109 helicopters, BAE-125 mid-sized business jet and BAE-146 regional airliner to support short travel by the Royal Family, the Prime Minister and senior members of the British Government.

Countries like Ghana, Algeria and a host of others in Europe maintain only one aircraft in their PAF.

A few weeks after his inauguration, Buhari had reportedly ordered the immediate disposal of some of the planes in the PAF.

However, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, later denied knowledge of such directive.

“The story of the order for the sale of aircraft in the Presidential Fleet, about which so much interest is being expressed, is not known to us,” Shehu said.

The exact size of the PAF is treated as classified information and aviation sources believe the aircraft in the fleet is about 16.

Chief of the planes in the fleet is the Boeing 738 BBJ, NAF 001 or Eagle One, used by the president for his travels.

With its luxury configuration comprising a master bedroom, washrooms and showers, a conference and dinning area, and a living area, the plane seats 25 to 50 passengers and would cost at least $100m to replace.

Eagle One can spend 12 hours in the air, covering 11,489 kilomtres or 6,200 nautical miles.

Apart from the Eagle One, the fleet boasts of Gulfstream 550 jet. The Gulfstream 550 can seat eight to 18 passengers, depending on the configuration, and has a cruiser range of 12,501 kilometres or 6,750 nautical miles.

There are reports that Buhari may also order the sale of about 25 aircraft owned by ministries, departments and agencies.

These include Nigeria Customs Service, which has four aircraft namely two Bell helicopters, one Dornier 228 and one Cessna Citation private jet; the Nigerian Police Force, which has 10 helicopters and one Cessna Sovereign private jet; and the Nigeria Immigration Service, which has six aircraft that are being used for border patrol.

Others are the National Emergency Management Agency, which has four helicopters and one Cessna Encorprivate jet; the Ministry of Aviation, which has a Hawker Siddley calibration jet that is not being used; and the defunct Power Holding Company of Nigeria which has six German-made helicopters that are no longer serviceable.

Aviation experts said there was need for Buhari to reduce the size of the PAF.

The General Secretary, Aviation Round Table, an industry pressure group, Group Captain John Ojikutu, said Buhari needed to reduce the PAF and sell aircraft belonging to most of the MDAs.

A former Assistant General Secretary, Airline Operators of Nigeria, Mr. Muhammed Tukur, also said the aircraft could be sold to both airline operators and private individuals who could use them for commercial purposes.

He said that this could generate more revenue and create jobs.

In just six months, the government’s anti-corruption policy has gone off the rail. During the election, candidate Buhari made this pledge: “Whoever that is indicted of corruption between 1999 to the time of swearing-in, would be pardoned. I am going to draw a line, anybody who involved himself in corruption after I assume office, will face the music.”

At the time, cynical observers insisted this was designed to reassure corrupt members of his APC party who were campaigning for him that he would not come after them after the election but would let sleeping dogs lie.

But once in office, the president dropped this pledge the same way he and his party have conveniently jettisoned a number of their campaign promises. Speaking on his official trip to the United States, the president declared he would arrest and prosecute past ministers and other officials who stole Nigeria’s oil and diverted government money into personal accounts.

CNN iReport maintains Buhari’s new position to probe and prosecute his predecessors prompted a tete-a-tete among Nigeria’s former military rulers, Ibrahim Babangida, Abdulsalami Abubakar and Olusegun Obasanjo. The outcome of this was the warning that it would not be in the president’s interest to pursue that line of action. Prince Kassim Afegbua, Babangida’s media adviser, released a statement on behalf of his boss that reads:

On General Buhari, it is not in IBB’s tradition to take up issues with his colleague former President. But for the purpose of record, we are conversant with General Buhari’s so-called holier-than-thou attitude. He is a one-time Minister of Petroleum and we have good records of his tenure as minister. Secondly, he also presided over the Petroleum Trust Fund (PTF) which records we also have.”

“We challenge him to come out with clean hands in those two portfolios he headed. Or, we will help him to expose his records of performance during those periods. Those who live in glass houses do not throw stones. General Buhari should be properly guided.”

Immediately thereafter Femi Adesina, President Buhari’s Special Adviser on Media and Publicity, hastened to declare that the government’s probes would be limited to the Jonathan administration. He claimed it would be “a waste of time” to go beyond that.

This was the first curious exclusion in the government’s anti-corruption policy: former generals who became heads of state are untouchables. As a result, the CNN maintained the American government concluded the Nigerian government is not serious about anti-corruption. American businessmen who bribed Nigerian officials in the Halliburton scandal have been sent to jail in the United States. However, the more culpable Nigerian politicians who demanded and received the bribes are allowed to go scot-free in Nigeria.

Excluding APC Kingpins

Another exclusion from prosecution in the government’s anti-corruption policy is APC big-guns. Even when they are substantively accused of corruption, they are seemingly immune from EFCC harassment and prosecution. On the contrary, some of them are even rewarded with APC governorship nominations and ministerial positions. However, PDP members accused of corruption are harassed, grilled by the EFCC and excoriated by government officials in the press.

A judicial commission of enquiry set up by the Rivers State government maintained that, under former governor Rotimi Amaechi, a whopping N53 billion disappeared from the Rivers State Reserve Fund. Similarly, Babatunde Fashola was accused of spending N78 million of government money upgrading his personal website. Among other allegations, Fashola was said to have inflated the cost of the Lekki-Ikoyi link-bridge from N6 billion to N25 billion.

Nevertheless, the EFCC has not picked up the gauntlet on any of these allegations. Neither have Amaechi and Fashola even been summoned for questioning. Instead, Amaechi has been awarded the “juicy” new super-ministry of Transport which now includes road, rail, maritime and aviation. Fashola, on the other hand, has been awarded with the “juicy” new super-ministry of Power, Works and Housing.

Since the two states most able to provide funding for the APC’s election campaign were Amaechi’s Rivers and Fashola’s Lagos, it would appear that their governors are now being provided the opportunity to recoup under the guise of merged “super-ministries.”

This kind of conclusion might seem unfair, except that while the government is preaching anti-corruption, APC legislators are fighting over “juicy” committee positions in the House and Senate. “Juicy” legislative committees are anathema to anti-corruption. What makes a committee “juicy” is precisely its scope for providing the avenues for corrupt enrichment.

Double-standards

While the APC in the Senate insists Amaechi and Fashola must be presumed innocent until proven guilty, the government has declared PDP ministers accused of corruption guilty until proven innocent. For example, without taking Diezani Alison-Madueke, the former Minister of Petroleum Resources, to court and prosecuting her, the government has made itself judge and jury and declared her guilty on the pages of newspapers.

Repeatedly, government officials cast aspersions on her integrity, so much so that it can be argued that it will be well-nigh impossible for her to have a free and fair trial again in Nigeria. The Nigerian press has not helped matters but has gone ahead to write all kinds of sensational things against her without proof. As a result, she has practically become the most hated woman in Nigeria. Many even refused to believe she is suffering from cancer.

She was reported to have been arrested in London, whereas she was not. Neither was her passport seized, as reported in the press. Her family has come out to contest a number of the allegations made against her. She has also come out to insist on her innocence and to challenge the government to prosecute her.

But instead, the government has declared Diezani guilty without trial, while declaring Amaechi and Fashola innocent without trial. This double-standard does not bode well for the administration of justice in Nigeria.

Violation of Human Rights

The case of retired Colonel Sambo Dasuki, the former National Security Adviser to President Jonathan, is also cause for worry by all freedom-loving Nigerians. When General Buhari was overthrown in a military coup in 1985, it is claimed that Colonel Dasuki was one of those sent to arrest him. It was also Dasuki’s security report that led to the postponement of the February 2015 presidential election, buying valuable time for the PDP.

This makes the persecution of Dasuki immediately President Buhari came to power seem very much like vendetta and payback. It is difficult to convince Nigerians that within a matter of months of the Buhari administration, the former National Security Adviser was already guilty of the treasonable felony and conspiracy as the government is now alleging. Even more baffling is the request of the government that he should be tried in a secret kangaroo court with witnesses whose identities are to be hidden.

Dasuki claims to be suffering from cancer. He appealed to the court to be allowed to travel abroad for medical treatment. Surprisingly, this appeal was granted and the court ruled that Dasuki’s passport should be released to him. However, he was required to bring a surety who will stand for him and suffer the consequences should he abscond.

Nevertheless, the government has flouted the court ruling by preventing Dasuki from traveling and placing him again under house arrest. In effect, the same government that has been making a case against impunity is now clearly guilty of the same. The right of Dasuki to receive urgent attention is being denied government agents. This violation of Dasuki’s rights is a violation of the rights of all Nigerians.

We must be careful that history should not be allowed to repeat itself here. In the president’s first coming between 1984 and 1985, similar rights of some Nigerians were infringed, sometimes to fatal effects. Ayo Oyewunmi was not allowed to get medical treatment while in detention, with the result that he became blind and died soon after his release. Busari Adelakun developed chronic ulcer complications after he was arrested by the Buhari regime and was not allowed to get treatment. The ailment eventually killed him.

The president promised in his Chatham House speech that the protocols of a military regime are inappropriate under civilian administrations. He needs to be reminded of this pledge.

The contempt of DSS operatives for the rule of law was further laid bare when they harassed and tried to arrest former Adamawa governor, Boni Haruna, who had gone to court to stand surety for Dasuki. Haruna, a former minister in the cabinet of President Goodluck Jonathan, was reportedly questioned on how he knew that Dasuki would be granted bail and why he went to the court as a surety. This is preposterous. Going to court as a surety is not against the law.

Settling Scores

The case of Godsday Orubebe is equally worrisome. Orubebe disrupted INEC’s official declaration of the results of the presidential elections in favour of President Buhari, alleging that Attahiru Jega, chairman of INEC, was biased. It took the intervention of President Jonathan for him to give up his protest. It is therefore curious that while many cases are yet to be attended to by the Code of Conduct Bureau, Orubebe has been singled out and charged to court for false declaration of assets and for receiving bribes.

When the case came to court for hearing, the judge was constrained to berate the government prosecution for failure to produce a single witness to back up its allegations against Orubebe. This lends itself to the conclusion that Orubebe is merely being prosecuted as a vendetta for the action he took during the election. If the case against Orubebe had not been fully established, why bring him to court prematurely. What is the hurry all about?

In short, what we have today is a situation where the government is becoming a law unto itself. Under the guise of fighting corruption, the rule of law is negated and security agents act with impunity; even ignoring court orders. Jonathan administration officials are hounded, harassed and molested, sometimes to untimely death, as happened with Diepreye Alamieseigha. They are tried in the press and declared guilty without the benefit of prosecution or trial.

This must not be allowed to continue. It certainly does not represent the change Nigerians were promised by the APC during the election. Neither can it be excused in the name of anti-corruption. The persecution and violation of the fundamental rights of APC’s political opponents is itself evidence of corruption.

Managing Director of the Akwa Ibom Power Plant, Dr. Victor Udoh was like the lizard that jumped from the high Iroko tree and beat his chest in adulation as the state celebrated 100 days of constant power supply recently. The CEO spoke with NDOMA RICHARD

Congratulations, you just celebrated 100 days without forced outage, what does this mean to you?

Thank you very much. First, let me thank His Excellency,Mr. udom Emmanuel, the leader of our state, the superior performer as we call him, for giving us the opportunity, as AkwaIbom people, to turn this place around.

What we are celebrating today is about a hundred and eight (108) days of what we call continuous operation without forced outage. Every machine sometimes has to be taken down to be maintained, if you count out planned maintenance, we’ve run this plant for a hundred and something days without any mistake from our operators or failure on any part.

This is what we call “forced outage”. That’s something we felt like we should celebrate among ourselves, as you can see, the staff and employees are very excited about it. It’s a common measure or metric for plant availability because if you are going to run a good power plant, you will have to make sure it is always available by minimizing forced outages. This is a very good accomplishment for us. It is something that has never happened before.

A year ago, the plant hardly ran for some days or even a week without outage. Therefore, to have it running for more than 100 days without forced outage is something we are very grateful to God for.

We are very grateful to His Excellency, the Executive Governor, the leaders of the State, the community, the paramount ruler, clan heads, everybody that is a stakeholder, even the people in Abuja and so on.

We are very grateful for the opportunity to make this happen. Hopefully, if all the power plants in the country can do the same run for many days without outages, then the entire country will move towards what everybody has been dreaming of which is steady power supply.

When you have feats like this, there must be lots of underlined things behind that brought this to the fore, what were the things that you did that enabled this to happen?

When His Excellency was the Secretary to the State Government (SSG), he actually collaborated with the former Governor now Senate Minority Leader, Chief Godswill Akpabio, he encouraged him and persuaded him to send me to Ibom Power Company, to be the Managing Director and Chief Executive Officer, even though in an acting capacity.

There were three things that he expected me to do; one was to make sure the plant is stabilized because it was always down due to one problem or the other.The transmission lines were not operating at full capacity, along with so many other problems. When I came in, the first thing I did was to make sure the employees are well taken care of because they were owed. Good enough, they were mostly AkwaIbomites. I came in and made sure that those debts were paid.

I boosted their morale, made them happy; made them feel good. Before then, people were coming from other power plants to recruit our staff. So we made sure that the employees were happy. Thereafter, we made sure that the immediate technical and commercial activities that needed to be done in the plant were implemented so that we can minimize forced outages.

The second thing that His Excellency, then SSG, expected me to do was to build capacity because he is very strong in capacity building. What we’ve done is to make sure that we encourage people that would have been pulled by other power plants to stay with us by giving them reasonable incentives.

We also instituted an apprenticeship and internship program. The third thing His Excellency asked me to do was to implement good Corporate Governance. To make sure that the company is run as a corporation, not as a parastatal, ministry, or a project. We implemented good corporate governance. We’re not a parastatal and we are not a ministry; we are running as a business.

We set clear performance goals. We developed a business plan and got the employees to understand the goals. We track these metrics on a monthly basis. We share with the employees, so we made the employees part of it. We also made investments in some critical technologies, like what we call the “dead bus” technology.

It is very important because before now, whenever the national grid was down, we were down for as long as the grid is down. When we put the “dead bus” even when the national grid is down, our plant still runs and we can feed the entire Akwa Ibom State sometimes even up to Calabar, Cross River State, when the rest of the national grid is down.

These are some of the things we’ve done since we came in here. When I came in, we used to depend on foreigners as technical advisers, yet the problems persisted. Today, I am very proud to tell Nigerians that Akwa Ibom people are running this plant 100 per cent.

The money we were spending to bring the so called “experts” is now being saved to do other things. We are very proud of what is happening. The result speaks for itself. With all the expenditure that we were making and all the people we were bringing in, the plant hadn’t worked for a week, two weeks or even a month without forced outage. Now we are talking about 100 days and still counting, it is something we are very proud of.

From what you’ve said, it looks like the key investments you made were non-technical, is that correct?

No, no, they were both technical and non-technical. You have to make the people happy first. You can have the best machine but if it is not properly operated by people, it’s not going to give you the best result. For me, making the people operating the plant happy is very, very key.

Secondly, we had to invest money in new technologies, like I said, the “dead bus” technology, we had to rehabilitate the “black start” generator. At a point, we had to import some filters which is something the previous manager should have planned. These kind of spare parts need to be planned for ahead.

We had to import some of the spare parts from the US by air to reduce downtime. We invested in the people, which is capacity building, and the technical aspect, so it’s a good balance of both.

So, at this time, how many of your turbines are up and what capacity are you generating right now?

Well, the plant was licensed for 191MW. There are three units. The biggest one, which is rated at 115MW, is running now. When Port Harcourt Electricity Company (PHEDC) takes load, we can do between 110MW and 113MW. One of the remaining two units has never been commissioned. By God’s grace, in the next two months or less, we are going to commission it (unit 2) and get it running.

Once that is done, our total capacity will be 150MW. By God’s grace, when more money begins to come in, we will rehabilitate unit 1. By the time we finish with units 1 & 2, we will be operating at 191MW full installed capacity. To answer your question specifically, only one unit is running now and that one unit is more than 50% of our installed capacity.

What’s the timing for the completion for the three units?

Well, it is actually driven by finances. As I said, in the next two months or less, we should be able to get unit 2 running. When that is running we should be able to make more money that can get unit 1 also running. If we have the money, it is something that we can do in the next six months. It is a matter of money. I have personally informed the Government that this thing has to survive by itself.

Therefore, I am not going to the government to ask for money. I’m expecting to use our revenue from what we produce to solve the problem. Unfortunately, we are not being paid for all that we generate. If we were being paid, I can plan a little bit better. I will be able to tell you that in six months or less;I will give you a specific time. There are so many constraints but as money comes in, we try to use it in making sure we restore the full 191MW capacity.

Everybody complains that you are generating power, you are selling power to the national grid but you are getting less than what should be paid for the power, what is the situation with the power sector?

Well, it is the market, it is the industry. All the CEOs of the generation, distribution and transmission companies meet once a month. I just returned from Abuja where we had a meeting. There are some market deficiencies, for instance tariff is an issue.

The Nigeria Electricity Regulatory Commission (NERC) is encouraging the distribution companies to set prudent tariffs. It is the distribution companies that interface with the consumers. Therefore, they should introduce cost reflective tariffs.

Once the tariff is right and the distribution companies collect the revenue they will be able to pay us (generation companies). Their argument is that even when they sell the electricity to consumers, they are not able to collect the revenue.

But how can you collect revenue when you don’t have a cash register? When you go to a store in advanced countries to buy something they give a receipt and you pay the amount on the receipt. Most people don’t have meters, so the distribution companies use estimated billing which is sometimes outrageous. People have complained, so as long as people are not paying, they are not collecting and they are unable to pay us.

We sell our output to NBET which is a Federal Government institution that signed contracts with power generating companies. NBET is supposed to pay us but they won’t have the money unless the distribution companies collect revenue from the consumers. That’s the problem we’re having right now. The distribution companies, including the one that is serving us here in Akwa Ibom State, have decided not to allow the people get the power.

When people don’t get the power, there’s no way that they are going to pay. If you don’t consume, you don’t pay, and that’s a big problem. When we produce, if you can’t deliver it in Akwa Ibom, it may not really matter who gets the power as long as we get our money. But from a patriotic Akwa Ibom perspective, you want most of the power you generate here to be consumed here.

For the 100 days that we have been running without forced outage, I would have wanted that to be reflected in a typical customer in Akwa Ibom having steady power supply for 100 days. But it would eventually happen with the vision His Excellency, the Executive Governor, Mr. Udom Emmanuel.

We have the basic building blocks – we have gas, we have a functional generating plant, we have transmission capacity for 191MW. It is just for the distribution company to take the load and collect the revenue and that is the problem we have in Akwa Ibom today.

The issue again has been that, I don’t know if this has been corrected but the bulk trader has been paying you less than it ought to, so in terms of the ratio, what are they owing you right now?

In fairness to NBET, even though they were capitalized by the World Bank and the Federal Government to some extent, they cannot give what they don’t have. What they do is they expect the distribution company to pay. For instance if the distribution company delivers 100MW and only collect 50MWworth or revenue, that is what NBET will pay to the generating companies. This varies from one month to another.

Is there any hope that this money will be paid or is the money lost until the system stabilizes?

It’s a difficult challenge. If you watch the news and you are aware at some point, the Central Bank had to intervene. Key players in components of the power value chain (gas, generation and distribution) were owed. There was no way that money would have been paid by collecting revenue from the customers. That’s why CBN intervened and made some money available for those debts to be paid off. It takes government intervention like that to pay some of the debts.

There were so many issues such as people who need electricity but cannot afford to pay. Sometimes, Government has to step in and subsidize. There was some subsidy promised to distribution companies that did not materialize. It’s very complicated but as an industry, we are working together because Nigerians cannot continue without steady power supply. However, electricity is not free, people borrowed money, for instance Akwa Ibom State Government borrowed money to build Ibom Power Plant.

We have to pay this money back. People that invested in distribution companies borrowed money and they have to pay the money back. If they don’t get this money back, it becomes a very big liquidity problem.

That’s why CBN stepped in to reduce the liquidity problem. Once the liquidity problem is solved and there is enough money flowing, then we will see significant improvements. The State and Federal Government are taking the issue of liquidity serious and once it’s cleaned up, we would see better results.

So how much has been paid?

It depends on who you are. What I will say as the MD of Ibom power will differ from what the market operator and NBET will say. Therefore, throwing outnumbers is not really the best thing. We are working to reconcile and make sure we agree, and maybe sometimes compromise.

One thing must be very clear, people saw it on TV, it was not hidden we were paid N1.7billion debt that was owed us. That’s how we were able to implement some of the projects that are currently ongoing at the plant.

How did you deal with the gas issue?

Most people don’t know that gas is not a problem in Akwa Ibom State. The previous administration did something thatI believe the Federal Government should have done. When gas was selling at 40 cents, former Akwa Ibom State Governor, now distinguished Senator Godswill Akpabio paid for gas at $2. Today, the value of that gas is about $3.30.That encouraged the private sector companies to invest. Gas is not an issue in Akwa Ibom State even though other parts of the country have challenges with gas. Therefore, when you hear people talk about “uncommon performer” or “superior performer” as the new administration is branded, it is because people have foresight. Our leaders have foresight. Godswill Akpabio had the foresight to make sure there was gas supply. Before then we depended on Nigeria Gas Company (NGC)based on what we called “best endeavor”. This means if they have gas, they give us, if they don’t supply gas, our plant will not operate.

But we now have a gas supply contract that is called “take or pay” which is also a challenge. It means whether we use the gas or not, we have to pay for it. However, thank God we have gas. We have a pipeline and a gas processing plant that is supplying gas to us here in Ibom power. We are working on the challenges in the commercial aspect in collaboration with Seven Energy to reach a good mutually agreeable framework going forward.

Is it so threatening that they can shut down the plant?

I won’t say they will do that. They’ve spoken to us, they’ve spoken to His Excellency and discussions are ongoing. There are some reconciliations but I don’t think it will come to the point of them shutting down the plant. If we owe, they too owe because they had to borrow money to do what they are doing.

This is the reason we are pleading with the Federal Government and other stakeholders to understand our struggle and help wherever they can. We want to run this business as a profitable private sector business not depending on subvention.

This is the reason people have to pay their bills. That’s why the distribution companies have to run their systems right so that people consume electricity and pay. Once we solve the commercial and technical issues, I believe things will get better.

But it is said that even at your full capacity, until you get into Phase 2 which adds about 500MW, Ibom Power is not really viable?

No, that’s not true, that’s not true at all. If it’s true, we wouldn’t be having the number of investors who are showing interest. We have so many people who want to invest; companies from Brazil, USA and Europe.

The issue of viability is not a big deal as far as I am concerned. The good news is that most of the investments were already made by the State Government. If we were trying to build a new infrastructure and we needed to go raise money in commercial banks or investment banks then that will be an issue. But this is an asset that is already existing.

It needed to be stabilized and today we have stabilized it. If we were being paid what we produce, we would have started paying dividend to the Government. Phase 2 is a big strategic asset, it’s a big opportunity because we have gas, we have a 330kV transmission investment that the Federal Government is constructing near our phase 2 site. We are now clearing the site.

Therefore, Phase 2 is a big opportunity. Most investors are very happy and interested. When you combine what we’ve done in phase 1 and phase 2, it becomes a very, very attractive asset for people that want to invest. The only issues are around the market structure, the tariff, the collection, and the payment, once that is done, we will have a steady income flow for the investor.

Does your generating license cover the anticipated Phase 2?

No, it doesn’t. We just received a preliminary approval from NERC. Within the next two months or less, we should be able to get the license for Phase 2. We’ve submitted all the documents required to expand the license from 191MW to 685MW. We have published “no objection” advertisement and are awaiting a final approval.

Media advisors and chief press secretaries of the 17 state governors in southern Nigeria, Monday, began a four-day training workshop organized by the United States government in Lagos.
‎Dehab Ghebreab, Acting US Consul-General, said the training is aimed at enhancing their skills to better serve Nigerians.
“These types of workshops and US based training opportunities that we offer through the International Visitor Leadership Program and other programs demonstrate our commitment to the deep partnership that we have long enjoyed with Nigeria,” said Ms. Ghebreab in her opening remarks.
“These trainings, funded by the people of the United States, come in response to President Buhari’s request for help training spokespersons, at both the federal and state level, in effective press office operations.
“A particular emphasis will be placed on countering radical narratives‎ and helping you to create a strong network of colleagues throughout the government of Nigeria.”
Two similar workshops had been held in Abuja and ‎Kaduna for presidential advisers and spokespersons of the 19 northern governors respectively.
Ms. Ghebreab said effective government press operations are critical at the federal, state and local level (to) communicating clear and timely information to the public.
“Your ‎ability to deliver President Buhari’s messages about counterterrorism, ending corruption, and furthering economic development are important to the future of Nigeria. It is also important for you to convey the state governors’ priorities to the citizens of the state.”
The media aides are expected to be taught the critical components of an effective press office operation, how to develop inter-governmental talking points, as well as techniques to enhance relationships with the media.
Eduardo Cue, a US media consultant, said the training would involve a lot of interactions, including interviews.
“As the week goes on, we’ll be doing some interviews on tape with a number of you,” said Mr. Cue, a former spokesperson for the United Nations, who will facilitate the workshop.
“I’m going to ask you very very difficult questions, trying to make you as uncomfortable as possible to see how you’ll deal with real life situations.”
Mr. Cue advised the media aides to “be on top of the crisis situation in Paris” to monitor the media coverage and the government response.
Folarin Adeyemi, the Permanent Secretary of the Lagos State Ministry of Information and Strategy, ‎highlighted the importance of effective communication of government programmes and policies by spokespersons.
“I’m so happy that most, if not all, that are sitting here are journalists par excellence in their own rights,” said Mr. Adeyemi, who represented Steve Ayorinde, the Lagos State Commissioner for Information and Strategy.
“‎So my own little advise as a communication person, for communication to be effective… there will be cultural challenges, political interference, even our own colleagues who also pose a serious challenge to us.”
Mr. Adeyemi urged the participants to be IT-compliant and have a broad knowledge of social media platforms.
“The trend of information management has now changed since the world has become a global village,” he said.
“We are moving from the traditional media to the online media and that’s where the people are.”

Boko Haram has overtaken Isis as the world’s most deadly terrorist organisation, according to a new report.

The Nigerian-based terror group, also known as Islamic State’s West’s Africa province (ISWAP), was responsible for 6,644 deaths in 2014.

In comparison, Isis is believed to have killed 6,073 people in the same period. Boko Haram pledged allegiance to the group, also known as the Islamic State, in March of this year.

Over the past year Nigerian witnessed a 300 per cent rise in fatalities from terror acts to 7,512. This is the largest increase in terrorist-caused deaths ever recorded by any country, and is predominantly down to Boko Haram’s expansion.

In 2013, Nigeria ranked fifth in terms of the highest levels of deaths, but moved to second last year.

While increased use of explosives and bombs – thanks to training from other terrorist outfits – has characterised more recent Boko Haram attacks, the majority of attacks remain armed assaults using machine guns.

The data, published in the third edition of the Global Terrorism Index, was produced by the Institute for Economic and Peace, and drawn from data collected by the Global Terrorism Database (GTD), collated by the National Consortium for the Study of Terrorism and Responses to Terrorism.
