The Post reads: 5. An initial fund of 1 billion USD has been set aside for the clean-up and environmental remediation of Ogoniland. A sum of USD 200 million will be disbursed yearly for the first five years and work on the project will be conducted in line with international best practices.
A recent statement by PANDEF showed that nothing pertaining to clean-up has been done. Going by your post, $200million should have been disbursed by now, and there should be evidence of what the money has done. Sir, this isn't adding up.

Those who are building new universities aren't borrowing the money from you, rather they are helping the academic environment of the country, so you don't need to argue about its relevance.

Millions of Nigerians are in Ghana, Benin Republic etc studying at worse universities that don't have structures just because they want to graduate and there's not enough space in Nigerian universities. They come back here to do NYSC and you think all is well just because people arent complaining.

I don't like arguing with people who don't see things from a global perspective. Do you know how many people are forced to change their career choices annually because schools are not enough... Don't even start.

I don't like discussing with people that sees things from only one angle. it's not a matter of doing the maths. This is a matter of working on the quality of education; working on the quality of education bestowed upon over 5million university graduates. Is that too difficult to do. Just in case you don't know, some firms pick HND holders over Bsc holders.
Reason: Because of the practicals done in our Polytechnics, which is evidently missing in our universities.

I thinks it's best we first make political positions less attractive. You can't be spending millions or billions of Naira (party ticket, primaries campaign, main campaign and all other settlings) to get to power and end up not embezzling.

The Senate should pass a law that will place a cap on the maximum amount that can spent for campaigning.

Unless the Federal Government solves the insecurity challenges in the country, it may not achieve its food security target by 2025.

The ActionAid Country Director, Ojobo Atuluku gave the warning yesterday, in Abuja at an event organised by the Small Scale Women Farmers Organisation in Nigeria (SWOFON).

She lamented that insecurity has created a problem in food production in different parts of the country.According to her, there is the need for a sustainable solution to the communal crises between the herdsmen ad farmers.

She said no government efforts would yield positive result, unless workable policies are made to tackle the insecurity challenges.She said: “Insecurity has affected food security in not only the northeast, but also among farmers and herdsmen across the country.

Atuluku commended the Federal Government for repositioning the agriculture sector, adding that beyond conflicts and communal clashes, it should also address the impact of climate change in the sector.

She urged government to resolve these conflicts to avoid a gradual drift towards food shortage.The country director identified the lack of access to farmland, credit and market as some of the major setbacks facing the women farmers

While commending the Federal Government efforts at reviewing the Malabo declaration, she called for a major policy in access to land and government’s investment in small-scale women farmers.

SWOFON President, Mary Afan said the organisation has been engaging government officials and other stakeholders to support women farmers in the rural communities.

She narrated how four women were killed in their farms due to insecurity, which had forced them to engage local security guards to secure them in rotations while in their farms. She urged government to facilitate easy access to fertilisers and other inputs as part of its intervention in the sector.

This is a step in the right direction.
My thought: Instead of removing the scheme (which will definitely lead to massive unemployment), they should make it strictly voluntary. Whoever wants to go, should go. Those that are not interested, should be given a certificate. Or to save cost, employers of Labour and post graduate schools should stop asking for NYSC Certificate.

The Ministry of Petroleum Resources says the new National Petroleum Policy will ultimately remove barriers affecting investment and development of the oil and gas sector in Nigeria.

A statement in Abuja on Wednesday by the Director of Press in the ministry, Mr Idang Alibi, said that the policy articulated the vision of the Federal Government for improving the petroleum sector.

The Federal Executive Council (FEC) had on July 19, approved the policy.

The Minister of Petroleum Resources, Dr Ibe Kachikwu, had explained that the 100-page document was very comprehensive on all aspects of the oil industry.
Kachikwu had also reiterated that the ministry was pushing for a refining processing environment to move away from exporting to refining petroleum products, given the volatility in crude oil price regime.

Alibi said that the set goals and strategies inherent in the new policy would promote a level-playing field between state owned-enterprises and the private operators in the sector.
“The policy defines the strategy of the Federal Government on Nigeria’s oil resources.
“It establishes the medium to long-term targets for oil reserves growth, utilisation and strategies to be pursued to ensure the successful implementation of the policy in accordance with Nigeria’s national socio-economic development priorities.”

He said that the policy also proposed for a fundamental reforms to improve the operational efficiency and performance of Nigerian National Petroleum Corporation (NNPC).
He said that the document proposed the long-needed overhaul and modernisation of the existing petroleum industry legislation.

According to him, the policy will be reviewed and updated periodically to ensure consistency in government policy objectives at all times.

He listed the main components of the policy to include governance, comprising legal and regulatory framework; industry structure, with proposal for establishment of a new National Oil Company of Nigeria (NOCN) and restructuring of NNPC into autonomous business units.

Other components of the policy included strategies to develop resources in the upstream sub-sector, development of the midstream operations, and downstream subsectors of the industry.
He said the policy also proposed measures to develop the national human resources, the sector with emphasis on local content and export skills development.

“The policy also highlights internal and external communications strategies and roadmap for its implementation,” he said.

Acting President Yemi Osinbajo will on Thursday, inaugurate a new world-class fertilizer plant built by Indorama Eleme Fertilizer and Chemicals Limited in Port Harcourt.

Mr Laolu Akande, the Senior Special Assistant to the Acting President on Media and Publicity, made the announcement in a statement issued in Abuja on Wednesday.

According to the presidential aide, the plant with production capacity of 1.5 million metric tons of Urea fertilizer is considered the world’s largest single-train Urea plant.

Eleme Petrochemicals Company Ltd, now Indorama Eleme Fertilizer and Chemicals Limited, was privatised in 2006 after the sale of Federal Government’s 75 per cent shares to a core investor through competitive bidding process.

The statement said that the plant, with production capacity of 4,000 metric tons of nitrogenous fertilizer per day, was built with 1.5 billion dollars.

It said that the construction of the plant would lead to green revolution in the agriculture sector in Nigeria other parts of Africa and beyond, in line with the economic diversification policy of the Buhari administration.

The statement said that besides making fertilizer available to farmers nationwide at affordable cost, the plant will boost crop yield for farmers and help in minimizing food grain deficit in Nigeria.

The Senate will tomorrow conclude the clause-by-clause consideration of proposed amendments to the 1999 Constitution and refer them to State Houses of Assembly for concurrence.

The same is expected to be done in the House of Representatives with hopes that the document would sail through as it had been agreed upon by both chambers at a retreat held in Lagos few days ago.

The Senate President, Bukola Saraki, has, however, applauded the dedication of the lawmakers in both chambers of the parliament to the production of the document, which is about to be adopted as the reviewed constitution for the Federal Republic of Nigeria.

In a statement issued by his media office yesterday, Saraki described the process that led to the production of the document as “another promise kept” by the Eighth National Assembly.

The statement said, among others: “You will recall that when we first came into office, I made a promise that we will amend the constitution to reflect new realities that have arisen. Now, we are doing just that. With just under two years left for this tenure, we are wrapping up this process, which will then be transmitted to the State Assemblies for concurrence.

“We will continue to ensure that all the promises that we have made to the Nigerian people will be kept. It is also our hope that we can get this amendments sent to the state assemblies quickly so that the new amendments can take effect by the New Year and well-clear of the political electioneering season.

“This is the first time ever that we are concluding the constitution amendment process long before the election year so that people can objectively participate in the process without looking at the partisan benefits.”

The Chairman of Heirs Holdings, Tony O. Elumelu has urged African leaders and development institutions to address the deepening unemployment crisis in the continent.

Elumelu, who is the Founder of the Tony Elumelu Foundation (TEF) made the call yesterday at the Youth Connekt Africa Summit in Rwanda.

He spoke on the theme “How do we create 10 million jobs by 2020?”

According to him, access to electricity and increased focus on the agricultural sector would enhance entrepreneurship and tackle the challenge of unemployment.

He explained that the private sector has the responsibility to play the lead role in contributing to job creation in Africa.

He cited the TEF, which has contributed to various investments in these key areas, adding that this is visible from the $100million commitment over the years, towards supporting African entrepreneurs.

He said: “Today we have businesses in 20 African countries and employ 30,000 people directly and 50,000 people indirectly. Agriculture, access to electricity and entrepreneurship have the potential to create more jobs in Africa.”

Elumelu said Africa could be self-reliant and self-dependent if the right infrastructure and government support were put in place to boost these sectors.

He commended the effort of President Paul Kagame for his brilliant initiatives in the areas of entrepreneurship and attracting key investments to the African continent.

The President of the African Development Bank (AfDB), Akinwumi Adesina, who supported Elumelu’s position, acknowledged that agriculture could create jobs for the teeming African population if youths approached the sector, not just as a way of life, but also as a business.

Adesina commended Elumelu for his work in entrepreneurship and promised to support his foundation in the creation of jobs.

The Rwandan Development Board and the Founder of Alibaba Group, Jack Ma, also held a meeting with Elumelu to discuss investment opportunities in Africa.

The youth summit, which was hosted by the President of Rwanda, Paul Kagame, had over 2,500 invited guests from both private and public sectors.

Adeyemi Babington Ashaye, who is the Head, Global Shapers Community of the World Economic Forum, moderated the opening plenary session.

Other panelists include: Adesina, who is the President, African Development Bank, Executive Secretary, Economic Commission for Africa, Vera Songwe and the Chief Executive Officer, Bank of Kigali, Diane Karusisi.

The Federal Ministry of Mines and Steel Development has said it will invest N2.5 billion in development finance institutions (DFIs) as a pilot project to support small-scale miners to transit into more established miners.

The minister, Dr. Kayode Fayemi, who spoke at the sixth Sustainability in the Extractive Industries (SITEI) conference in Abuja, said the investment would help provide loans to the miners at a low interest rate.

He said DFIs would finalise modalities and ensure that potential beneficiaries have access to the money to boost their capacity to participate in the development of the sector.

“We are working with the Nigerian Stock Exchange (NSE) to introduce mining bonds. We are also working with the Sovereign Wealth Fund (SWF) to develop an investment vehicle for mining,” he said.

According to him, this would cost $500 million so that investors around the world can invest and support the industry, especially small-scale projects with long gestation period and the huge likelihood of success.

Fayemi, who stated that mining industry was not contributing what it should to the country’s Gross Domestic Product (GDP), said: “The bulk of the miners, about 80 per cent, are small-scale miners, many of which are illegal operators. Prior to the present administration, mining contributed 0.3 per cent GDP, but now, it has improved to about 0.5 per cent.”

He, therefore, said to create the environment that would attract international investment, investors coming into the business must be ready to meet international standards.

“You need verifiable geological data, and have knowledge of the nature and commercial viability of the minerals, in terms of quality and quantity. Geological prospecting is an international key element.”

He encouraged investors from the private sector to invest in the mining industry, pledging to support private sector initiatives that met the approved operational standards.

Fayemi, who said the Nigerian mining sector had the best incentives worldwide, with mining equipment importation attracting duty-free rates and a tax holiday for between three to five years for firms just setting up, said the ministry had resolved to make the sector less risky for those in commercial environments.

The minister said although the 10-year-old laws were in line with global standards, the ministry had not been able to effectively enforce them.

He added that all regulatory bodies would be collapsed into one central unit to build the sector as well as partner with Nigerian Customs Service (NCS) to discourage raw exportation of minerals, and re-establish the miner’s police to ensure law enforcement.

Besides, he lamented the dearth of mining desks in commercial banks across the country, except First City Monument Bank (FCMB) and Stanbic IBTC, noting that commercial banks would have mining desks in all their branches.

The Organisation of Petroleum Exporting Countries (OPEC) is planning to cap Nigeria’s crude oil production at 1.8 million barrels per day (mbpd) as a way to boost prices in the market.

The Joint OPEC-Non-OPEC Ministerial Monitoring Committee (JMMC), which met in St. Petersburg for its fourth meeting yesterday, has called on several members to boost compliance with production cuts to help clear excessive global stocks and support prices.


By the OPEC’s decision, Nigeria, which pegged its crude oil production at 2.2 million barrels per day to finance the 2017 budget, would have to struggle with a shortfall of 400,000bpd.

At the current market price of $47 per barrel, the country would be losing about $188 million (N57.528 billion) daily, which would have been part of the revenue needed to finance the 2017 budget.

OPEC and 11 other producers, including Russia, had agreed in December to reduce their combined output by almost 1.8 million barrels per day (bpd) in the first half of this year, to support prices and curb oversupply.

But Nigeria and Libya were exempted from output freeze due to domestic challenges already limiting the countries from producing to a maximum level.

The committee, in a report obtained by Polinomy News from OPEC website on Monday, said that it would continue to monitor Nigeria’s production patterns in the next weeks to determine when to implement the output.

The ministerial committee of OPEC and non-OPEC, said at the meeting that it had agreed Nigeria would join the deal by capping or even cutting its output once it stabilises at that level from 1.8 million bpd.

Nigeria’s current production output as at June 2017 stood at 1.733 million bpd, according to the statistics from the OPEC monthly report.

The committee met yesterday to review the June 2017 report as well as the first six months of the Declaration of Cooperation, as submitted by the Joint OPEC-Non-OPEC Technical Committee (JTC).

OPEC explained that the JMMC further welcomed the flexibility of Nigeria in this regard, which, despite its commitment to recover its pre-crisis production level, voluntarily agreed to implement similar OPEC production adjustments as soon as its recovery reaches a sustainable production volume of 1.8 mbpd.

At the event, OPEC Secretary-General, Mohammad Barkindo, said Nigeria had no intention of going beyond its oil production target of 1.8 million barrels per day (bpd) until the end of March 2018.

The Director-General, Lagos Chamber of Commerce and Industry (LCCI), Muda Yusuf, said the market had faced pressure in recent weeks due to weaker OPEC compliance with cuts and rising production from Libya and Nigeria, which have been exempted from the reductions.

On the implication for Nigeria’s economy, Yusuf, said it would put more pressure on domestic financial system. According to him, it would increase the country’s debt service burden and capacity to fund budget. “There is a limit to what we can actually borrow as a country, especially when our borrowing is almost reaching a saturation point. It is going to impose a lot of strain on the economy,” he said.

Yusuf urged the Federal Government to build an economy that is not too reliant on oil. “We can only do that by putting policy in place to attract investment. We should concentrate on creating the right environment to boost investment in non-oil sector. Apart from the output cut, we are also suffering from low oil prices.”

Though Nigeria has been struggling to increase crude oil production, Head, Energy Research Ecobank Group, Dolapo Oni, said technically, Nigeria could achieve the 1.8 mbpd level. “We can, what we’ll need to do is spend money on joint ventures to achieve that,” he said.

Oni believes the country’s production recovery is “sustainable” and that there is more “flexibility in the system now.”

As crude exports become increasingly unpredictable, other options may start to open up.

Professor of Energy Economics, University of Ibadan, Adeola Adenikinju, stressed the need for the country to focus on domestic use of its crude oil resources.

“Nigeria is left with a sector that emphasizes revenue generation rather than economic development. Hence, we have a sector that exports crude oil rather than processing the crude for the use/need of the economy.

“We export Liquefied Natural Gas (LPG) while we have no gas to fuel our electricity sector to power our homes, industries and businesses and yet still import LPG for domestic cooking.”

He said that Nigeria’s public policy choices must prioritise investment over consumption, “fuelling our economy first before producing oil and gas to grow other economies.”

Meanwhile, Acting President Yemi Osinbajo has raised the alarm that the oil proceeds not accounted for are being used to fund terrorism activities across the world.

At the opening of the extra-ordinary meeting of the Council of Ministers session of the African Petroleum Producers Organization (APPO) in Abuja yesterday, Osinbajo said concerted efforts must be made to account for all crude oil that is produced so as to prevent the misuse of the funds.

“Around the world today, we are increasingly seeing crude oil, often of untraceable origins, funding the activities of terrorist groups and other purveyors of violence and conflicts. Many of these groups constitute a threat or a potential threat to the safety and security in our member states. APPO, therefore, needs to build the capacity to maintain a reliable statistical database and to deploy technology to track every molecule of crude oil extracted from our territories. This is an important step, not only for global security, but also for fiscal transparency, accountability and of course, the required levels of international collaboration and cooperation that an organisation like APPO is well-placed to muster,” he said.

Osinbajo hinted that the fall in the prices of oil has forced many governments around the world into rethinking the mode of inventing development models that do not rely heavily on crude oil.

“The volatility has triggered much soul-searching and governments are compelled to ask themselves difficult but necessary questions about the present and the future. Besides, the reality of the future, where demands for and revenues from oil drop sharply is already upon us; and almost every major oil importing country today has embarked on an aggressive non-fossil fuel alternative programme. China, Japan and some Scandinavian states have already set dates within the next 10 to 15 years, to produce and use only electric vehicles,” he said.

Osinbajo posited that for oil producing countries to exit recession and other economic challenges foisted by drop in oil prices, they needed the whole range of the petrochemical enterprise and other untapped options for growing industrial opportunities, creating jobs and increasing chances of delivering on national and continental commitment for inclusive growth.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, warned that the world oil community was nearing extinction. “With the current trends in technology and environmental concerns, it is clear that over the next 20 to 30 years, oil would become a fading, if not a faded, product. The thing is that most countries that still harbour oil and are getting into oil exploration, have only about a 30-year span to harness, explore, find, carry and enjoy the full benefits of oil, because after that, most of the consumers of oil would have moved on to a cleaner source of energy.”

The Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Dr Maikanti Baru, disclosed at the meeting yesterday that Nigeria had lost 150,000 barrels per day to the nefarious activities of vandals as attacks were launched on the Trans Niger Pipeline in Ogoni land on Monday.
