Patience my dear. However, I will advise that you check his tongue if the lines under it is well cut or you have them checked at the hospital to be sure it's well cut. Cos its better to have it checked and cut properly when they are still a baby. Good luck

There is confusion among many of the 200,000 candidates selected for the Federal Government’s N-Power programme concerning their place of assignment as the scheme officially takes off today, Daily Trust’s findings show.

The Presidency had about two weeks ago said that 200,000 graduates employed under the N-Power would resume work on December 1.

“Between now and the end of the month, the states and the FCT would be engaged in deploying the graduates who would formally start working and earning their stipends on December 1, 2016,” the Senior Special Assistant to the Vice President on Media and Publicity, Laolu Akande, had said in a statement.

On the complaints by many of the selected applicants that they were yet to receive letters of deployment, Akande told Daily Trust yesterday that states were responsible for the placement of participants.

The vice president’s spokesman said that those selected would get their first salary in December. “Everything is set. The money is already available,” he said.

“The states will deploy them to their places of primary assignments. It is not a permanent job. Rather, it is a two-year intervention programme for unemployed graduates.

“All the states have keyed into the programme. The states are responsible for the deployment of the selected applicants. The states are already contacting them. The deployment started about a week ago. Some states are already doing this and others will follow suit. After the states have deployed them to their places of primary assignments, they (the selected applicants) will get letters on information about where they will work.”

We don’t know our fate

However, checks by Daily Trust last night revealed that many of the shortlisted participants were in the dark as to where and when they will be working.

As at last night, checks by Daily Trust also showed that there are no liaison offices for the programme in most states.

One of the successful applicants, who only gave his second name as Suleiman, said he and many of his colleagues were confused.

“I was successful but nobody told me anything yet, either through letter confirming the placement or even a text message or phone call,” he said.

Suleiman, who had been unemployed since graduating from the university 12 years ago, said his initial joy of making the shortlist of successful candidates was gradually fading because of the seeming uncertainty.

Another successful candidate called Kyari said he was also confused.

“They said our work starts tomorrow but I don’t know where to go and report. I was selected for the teaching component, but which school would I go?

“I’m really getting agitated about the whole thing. I wish the federal government will get this thing right so that we would not get frustrated at the end of the day.

“I don’t want free money, I want to be posted somewhere to work and earn the N30, 000 stipend, not to just sleep at home and go to the bank at the end of the month,” he said.

“There is no communication about our deployment as at today (last night). We haven’t received a text message as promised,” one of the beneficiaries, Mohammed Lawal of Jos-North, Plateau State, said.

In Kaduna State also, beneficiaries are yet to be posted to their various stations, our investigations have revealed.

Some of the beneficiaries who spoke with our correspondents, said though their names appeared on the list of successful candidates from the state, there were no details about the posting.

A top government official in Kaduna State, when contacted, said the state government had plans to engage the beneficiaries in future but that the details had to be worked out first by relevant ministries in the state.

Samuel Aruwan, media aide to Governor Nasir El-Rufai could not be reached for comments as his line was not available at the time of filing this report.

States differ in arrangements

In Gombe State, the beneficiaries were still undergoing verification and screening yesterday ahead of their posting to their various places of work. Hajiya Maryam Isa Mele, the Special Adviser on Social Investment to Gombe State Governor Ibrahim Hassan Dankwambo, said the participants would be posted to teach in Primary and Junior Secondary Schools, Agricultural Extension Services and Primary Healthcare Centres.

She said the beneficiaries would be posted to place of work close to their residence.

However, Jigawa State N-Power Coordinator, Bala Chamo, said placement of beneficiaries had begun and the exercise was expected to be completed by Friday.

In Kebbi State, a meeting is expected to hold for the state government to decide when and where the participants would be posted.

The State Chairman of the National Youth Council of Nigeria, Comrade Aliyu Bunza told our correspondent on phone that “The State Government is liaising with the Federal Government on the modality of the programme and we would be having a meeting with government today (Thursday) to know when those who benefitted will be posted to their place of work.”

In Kogi State, the government, through the Special Adviser to the Governor on Multilateral, Donor Agencies and Special Projects/Focal Person on Social Investment Program, Mr Adoga Ibrahim, said Governor Yahaya Bello would officially flag off the Programme today (Thursday) in Lokoja.

He said the government was working in partnership with the State Universal Basic Education Board (SUBEB), Kogi State Agricultural Development Project (ADP) and Primary Health Care Development Agency to ensure smooth deployment of the beneficiaries to their various place of assignment.

In Kano, most of the applicants interviewed told Daily Trust that although they were aware of today’s arrangement but were unsure of where and when they would be posted.

When contacted, Rivers State Commissioner for Information, Dr Austin Tam George, said he had no information about the project.

Lagos State Commissioner for Wealth Creation and Employment, Mr. Babatunde Durosinmi-Etti, told the Daily Trust, he had not been briefed and wouldn’t want to speculate on the programme.

In Imo State, the Commissioner for Information, Youths and Public Utilities Engr. Obinna Nshirim, said that he was not sure if the state would start today as expected.

He however said he would like to make inquiries on the issue.

How N-Power will work

The N-Power Programme, according to the Federal Government, is to reduce youth unemployment by providing “young graduates and non-graduates with the skills, tools and livelihood to enable them advance from unemployment to employment, entrepreneurship and innovation.”

In this first batch, 150,000 of the graduates will teach, 30,000 will work in the agricultural sector and 20,000 in healthcare delivery.

Beneficiaries of the scheme are to be paid N30, 000 monthly stipend.

Chief Registrar: I’ve no role in running account

Detectives have uncovered huge cash payments to Supreme Court Justices, members of the management and staff of the apex court.

Some of the payments, which were effected through a secret/ Operation Account, are alleged to be outrageous and outside the allowances approved by the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).

The allowances include cash for justices and management staff during festivities, especially Easter, Christmas, Ramadan and Eid-el Kabir.

Detectives are probing why the apex court paid cash instead of remittance of such payments to the accounts of the beneficiaries.

The Presidency is said to be in dilemma on what to do because all the former Chief Justices of Nigeria (CJN) and Justices of the Supreme Court were paid the jumbo allowances in cash from the unauthorised secret/ Operation Account.

Some documents attached to the charge sheets of some of the suspects on trial by the Department of State Service (DSS) provide insights into the cash payments.

The breakdown of what the past and present CJN and Justices have been receiving since 2009 is as follows: Salary—N750,000 (paid into account of each Justice); N750,000 monthly subsidy—(payment in cash); N950,000 quarterly subsidy (payment in cash); £10,000 (estacode) for trips (payment in cash); $25,000 (medical fees yearly (payment in cash); Unspecified payment for Business Class to them and spouses in cash depending on airline; $750 per night for number of days abroad in cash; N350,000 cash as welfare for each of the festivities (Easter, Christmas, Ramadan, Eid-el-Kabir); Chief Registrar—N700,000 as robe allowance; N200,000 for each of the festivities (in cash); and other lawyers—N500,000 as yearly dress allowance (In cash).

A top security source, who spoke in confidence, said: “Detectives have unearthed all manner of allowances which were paid and still being paid to Supreme Court Justices since 2009 from a Secret/Illegal/ Operation Account.

Some of these allowances are outside those ones approved by RMAFC. Our investigation confirmed the RMAFC approvals for CJN and the Justices as including regular salary and allowances: Monthly Basic Salary; Vehicle Maintenance/Fuelling; Personal Assistant; Domestic Staff; Entertainment; Utilities; Outfit; and Newspapers/Periodicals.

“Their Non-Regular Salary and allowances include: Accommodation (once annually); furniture (once in four years); annual leave bonus; severance/gratuity (after successful tenure); vehicle loan (optional); Duty Tour Allowance per night (where applicable) and Estacode per night (where applicable).

“In fact, one of the arrested Justices was in December 2014 paid N2million as a mark of welfare from the court to support him for his daughter’s wedding.

“So, we discovered a lot of discrepancies in the allowances being paid to the past Chief Justices of Nigeria and Justices of the Supreme Court since 2009. Even four of the Justices who are beneficiaries of the monetisation policy still earned double allowances.

“Technically, everyone was paid all these unauthorised allowances from the operation account based on the computation of the management. Nobody knows how the allowances were arrived at.

“And the situation has not changed. We have documents showing that all the Justices were paid N910, 000 in April and N710, 000 in May as allowances.”

On the status of the Operation Account, a document confirmed that one of the officials of the Supreme Court told DSS interrogators: “All these payments, except the salary, are paid in cash to the Justices which they signed for collection. I am aware that has been the tradition but I am not sure of any written authority backing the payment.

“None of the Justices has ever, to my knowledge, refused payment of medical fees given to them.”

But another source said the Operation Account was legally opened in 2009 after the e-payment policy was introduced.

The source cited a memo, dated March 3, 2009 by a former Deputy Director (Finance and Accounts).

The memo has also been tendered in the court by the DSS as part of its evidence against some suspects.

He said the memo was explicit that the Justices be paid in cash.

The memo, signed by M. B. Tambawal and sent to the then Chief Registrar of the Supreme Court, said: “You may recall that we had a management meeting last week where we discussed the way forward on e-payment. We had various suggestions on how to have an Operation Account that would ease the operations of this Honourable Court.

“In view of this, I humbly wish to suggest that a non-COT Operation Account be opened for the cashier (Ahmed Fagbenro).

“The account would accommodate payment for their Lordships and staff. The cashier will be responsible in cashing these payments and pay to the beneficiaries. He would keep a Petty Cash Book in order to record the payment plus a register that would be signed by the payees.”

The source added: “You can see that all the former CJN, present CJN and Justices of the Supreme Court were made to collect the allowances in cash by the management. This is not their making at all; they have committed no infractions.

“I think it is a system problem which the present Chief Registrar, Ahmed Gambo Saleh is trying to reform since 2014.”

The Presidency is weighing options because everyone has collected unauthorised allowances unknowingly. They are also unexpected to collect payment in cash – in line with financial regulations. I think they are victims of bureaucratic trap, but ignorance is no excuse in law.

“What the government is doing is to address the issue of corruption first before looking into other accountability problems besetting the Supreme Court.

“Certainly, the management of the Supreme Court needs to be overhauled. This is part of the agenda for the incoming CJN in collaboration with the Presidency.”

The Chief Registrar of the Supreme Court, Ahmed Gambo Saleh has denied involvement in any fraud or sharp practices in the apex court.

He also said he was never involved in any bribe deal or in the management of Operation Account.

Saleh, who made the clarifications in his testimony to the DSS, said he has introduced reforms, including stoppage of cash payment, since he took over in 2014.

He said: “I have never directed anyone to pay the sum of either N12million or N18million to any Justice of the Supreme Court.

“”I am aware the practice of cash payment is not in line with financial regulations but that has been the tradition I met in the court.

“But on assuming office, I stopped cash payments to staff; all payments are now paid into their accounts.

“The Operation Account is in Ahmed Fagbenro’s name (the Cashier); I don’t know how much is the balance in the account.”

The recruitment of the 500,000

Day speech starts on Sunday.
According to a statement on

the recruitment would be done online.
Akande said the 500,000 Teacher
Corps, nicknamed N-Power Teach on
the portal, is one of the three direct job
creation and training schemes
Nigerians can start applying for from
Sunday.
Others, according to him, are N-Power
Knowledge which will train 25,000
Nigerians in technology, and N-Power
Build, which will train another 75,000
in building services, construction,
utilities, hospitality and catering,
automotive vocations, aluminium and
gas services.
He said all trainees would be paid for
the duration of their training.
He added, “The N-Power Teacher Corps
initiative which will engage and train
500,000 young unemployed graduates,
is a paid volunteer programme of a 2-
year duration.
“Unemployed Nigerians selected and
trained will play teaching, instructional,
and advisory roles in primary, and
secondary schools, agricultural
extension systems across the country,
public health and community
education-covering civic and adult
education.
“Besides their monthly take home pay
estimated at about N23,000, the

get computer devices that will contain
information necessary for their specific
engagement, as well as information for
their continuous training and
development.
“They get to keep the devices even
after exiting from the programme.”
