Kemi Adeosun, the minister of finance, has come under intense pressure to deny blocking the dubious payment of $16.5 million to Nigerian lawyers over the recovery of Abacha Loot, sources in her office have told TheCable.

“There have been calls from all over the country putting her under pressure and suggesting that she is fighting the president,” an aide to the minister told TheCable on Tuesday morning.

He said the office would issue a statement to deny the story.

However, TheCable had a private WhatsApp message exchange with Adeosun before publishing the story.

She confirmed not approving the payment and sending the request back to the ministry of justice.

The management of TheCable has decided to make the screenshot of the conversation public “if it has to come to that”

The case was contracted in 1999 to a Swiss lawyer by our govt. The lawyer had already done his job and case settled in last administration.
In 2016, Malami decides to recruit lawyers for $16bn to undertake an already settled case.

Did you read the article? those lawyers were only brought in 2016 by Malami. The case had been settled since Mohammed Adoke was AGF by a Swiss lawyer contracted by govt in 1999.

Those Lawyers might have signed an agreement with Previous Presidents to get a 5% cut on any recovered loot. If there is such an agreement i doubt if Buhari can stop this percentage cut

If you have sound macro-economic fundamentals (low inflation, high GDP growth, export growth and high FDI inflows), then forex reserves are a sign of strength. However, in Nigeria's case, the increasing forex reserves are largely to do with the recovery in oil prices and, more importantly, the depreciation of the Naira from circa N155 to $1 to N360 to $1. The latter acted as a curb on imports by reducing the purchasing power of the average Nigerian, whilst the recovery in oil prices allowed the CBN to replenish the reserves. This is why the comparison between now and the GEJ era is ignorant - you are comparing levels of forex reserves at vastly different exchange rates.

The example I have often cited before is the Abacha era when forex reserves increased from $500m to $7bn at one point (an increase of 1300%). This wasn't because of sound economic policies. This was largely due to the collapse in the Naira as we went from N22 to $1 to N85 to $1. This curbed imports and helped replenish the reserves. Put simply, you can save money by starving yourself (arguably starvation to death saves money) but that is not living. Policies which cause the collapse of the Naira and significantly reduce living standards do not become vindicated because of an uninformed fixation with forex reserves.

It's debates like these that illustrate that the Nigeria's problem isn't solely about the quality of political leadership but is also about a hopelessly uninformed electorate. To celebrate forex reserves against a backdrop of collapse in both living standards and the purchasing power of the average Nigerian is a celebration of abject ignorance.

The discrepancies that have emerged over the exact figures of funds and worth of assets recovered so far by the anti-graft agencies, especially the Economic and Financial Crimes Commission, EFCC, are becoming worrisome. The EFCC under its Acting Chairman, Mr Ibrahim Magu, is in the habit of reporting its fund recoveries in the media. For instance, in November 2017, Magu peddled the sum of N739 billion (over two billion US Dollars) as the amount recovered in the first two years of his stewardship. In February this year, it claimed that it recovered over N500 billion in 2017 alone.
But in a letter issued on February 9, 2018, the Minister of Finance, Mrs. Kemi Adeosun, said records available to the Office of the Accountant-General of the Federation, OAGF, had only N91.4 billion as amounts recovered since 2015. In that letter, Adeosun requested the EFCC to clarify where the cash recoveries were deposited, with documentary evidence.

It is totally unacceptable that the Federal Ministry of Finance, FMoF, is in the dark about amounts recovered from those who allegedly pillaged the nation’s treasury. It is also baffling that two departments of the same government should have different figures as recovered amounts. It could be an indication that something funny might be going on in between.

The Cable Newspaper Journalism Foundation, CNJF, a partner organisation to TheCable, then sent a Freedom of Information, FOI, request to Malami for a copy of the agreements reached with Monfrini for the recovery. TheCable understands that the terms in the agreement were clearly spelt out, such that no other lawyer would be needed for the return of the money to Nigeria. Malami refused to accede to the FOI request, but the Cable Foundation is currently in court to seek an order of mandamus to compel the attorney-general to make the documents public.

Minister of Finance, Mrs Kemi Adeosun, has refused to approve the payment of $16.9 million fees to two lawyers for the recovery of Abacha loot worth $321 million. Adeosun also wrote a strongly-worded letter to President Muhammadu Buhari, raising objections to the payment.

TheCable had reported that Enrico Monfrini, a Swiss lawyer hired by the Federal Government since 1999 to work on recovering Abacha loot, had finished the Luxembourg leg of the job since 2014 when Mohammed Bello Adoke was Attorney-General of the Federation. Monfrini had also been paid his fees by the Federal Government. The recovered money was then domiciled with the attorney-general of Switzerland, pending the signing of an MoU with Nigeria to avoid the issues of accountability around previous recoveries.
All that was left after the signing of the MoU was a government-to-government communication for the money to be repatriated to Nigeria. However, Abubakar Malami, Minister of Justice and Attorney-General of the Federation, had engaged the services of another set of lawyers in 2016 for a fee of about N6 billion.

Odilim Enwagbara, an economist, told PREMIUM TIMES the administration’s admission that only N175 billion had gone into the policy was typical.

“This is similar to what they did with the fuel subsidy matter. They lied that fuel subsidy had been abolished, but when its expenses became too much and they could no longer cover it up, they opened up to Nigerians that the subsidy is still in place,” Mr. Enwagbara said. “There’s absolutely no accountability or transparency in this government.”

The analyst called on the National Assembly to immediately conduct a public hearing on the matter in order to unravel potential sharp practices that might have characterised the scheme.

“The government has been giving Nigerians the impression that N500 billion was being spent annually on their welfare, but clearly that turned out to be false and I appeal to the House of Representatives and the Senate committees on social policies to conduct a public hearing without delay,” he said.

The Buhari administration has not spent N500 billion annually on social investment programmes for Nigerians as it has led the public to believe, as that claim has not been cash-backed, the government has confirmed.

The government announced the initiative in 2015 as it came into office, and in last week’s response to American billionaire, Bill Gate’s criticism of the government’s low spending on human capital, Vice President Yemi Osinbajo said the yearly N500 billion social investment package was the biggest in sub-saharan Africa, and unprecedented in Nigeria.

“…We also decided to put in place an audacious Social Investment Programme to the tune of N500 billion, the largest pro-poor programme in our nation’s history, and the largest social safety net, at least in Sub-Saharan Africa,” Mr Osinbajo said at the Bola Tinubu Colloquium in Lagos March 29.

The government claims more than 7.4 million primary school pupils in 22 states have been fed, while almost 300,000 poor Nigerians are also receiving N5000 monthly cash transfer. It said almost 300,000 Nigerians benefited from micro-credit loans of between N10, 000 to N100,000.

The figures have not been independently verified.

But if implemented as it repeatedly claims, at least N1 trillion would have been expended between 2016 and 2017 when the government fully administered the national budget. The amount would be more if a part of 2015, when the SIP started, is considered. In announcing this purported achievement, administration officials often cite the government’s ability to do so despite low oil receipts and generally dwindling revenues.

But the administration has been economical with the truth, and failed to clarify that only a comparatively small chunk of the amount was released.

By this week, the government has spent only N175 billion in three years as against N1.5 trillion many Nigerians are led to believe.

I think the nairalander base his opinion of Ayade on the statement Ayade made praising Buhari when he said Cross River State has benefitted the Most under Buhari than under other Past PDP govt. I think it is a logical evaluation or conclusion. But I ignored all this fact in my assumptions to predict the worst case scenario for Buhari. That is Buhari got only 20% votes in South South in Case A and only 30% votes in South South in Case B in my my analysis even though I think he may get more than that in reality.

I have asked you to stop the deception. We are back to subsidy facilitated by corrupt NNPC. Have you been reading NEITI's reports? NNPC continues to be the corruption headquarters of Nigeria!

Let us be factual on this please, PMB doesn't want any citizen to pay more on PMS due to little boom the economy is enjoying. However, he doesn't also want to revert to very corrupt subsidy regime hence the decision to allow NNPC take full responsibility.

Only three options were available then
1. To completely deregulate and allow market forces to determine price which will be bore by citizens 100%
2. To fully start subsidy and allow elites who already have a sealed relationship with DPR, NNPC,PPMC and NAVY to fully come back and continue to milk our slim economy.
3. To shield the cost completely from the populace and allow fractions of our crude oil profit earned by NNPC to also be used for the differential cost.

PMB only opted for the best on our interest. Let be appreciative of his humane effort.

I am sure if they had told you before rerun in Rivers state that APC will produce 2 senators, Some house of rep and assembly members you will say I will swear with my life that it can't happen.
2) If they had told you before Anambra election that PDP will come behind APC in Anambra election and APC pulling over 100,000 votes you will say I rather die than see it happen.
3) If they had told you that Timipre Silva almost defeated Dickson in Bayelsa election if INEC had not cancelled that Southern Ijaw Local Government votes that election held at night you would have said it's impossible.
4) If they had told you before 2015 election that Okorocha will win Imo you would have said if it happens I will go on exile.
5) If they had told you that 2 PDP governors Umahi of Ebonyi and Ben Ayade of Cross River openly declared that their states will vote Buhari massively you would have said it's propaganda. At least you can see the romance of these two governors with Buhari and how they praise his achievement in returns Buhari gives them national assignment, Umahi just concluded one and chaired the Fulani and farmers clash committee set up by Buhari. Leave sentiment alone and study how politics work in Rivers and SS at zone at large.
