It is obvious fact that, despite the governor's approval of the Standard Operating Procedures for the Oyo State Security Network Agency and Amotekun Corps, the administration is getting worst, simply because following unprofessional practices in the Agency.
The failure of the Oyo State Amotekun board of governance and the management team to make use of the approved Standard Operating Procedures (SOP), reluctantly submitted to the Oyo State government in 2023, still indicate that the Agency lack Standard Operation Procedures, which is highly imperative whenever professional practice is being discussed. I want to congratulate you for emerging as the new Chairman for the Oyo State Security Network Agency and Amotekun Corps Board of governance. I want to believe that fate has been kind to you, by coming first in the criteria used in appointing the new Oyo State Amotekun Board Chairman. The feelers around are also confirming that your appointment is well deserved considering your experience and competence. Please accept my hearty congratulations once again.
Let me also use this medium to commend our service men and women of the Oyo State Amotekun Corps for ensuring the protection of lives and properties in Oyo State, in fact the Oyo citizens appreciate your service. Also, I commend the effort of the Oyo State governor, his Excellency Engineer Oluseyi Makinde and other stake-holders, for giving the duo a great opportunity to serve. Like I always say, no matter the reservation or sentiment anyone has for the Oyo State Amotekun Corps, without any of Amotekun operatives in our local government on ground, lives will be brutish, nasty and short.
Sir, you have taken over the goodwill and liability of the Oyo State Security Network Agency and Amotekun Corps. I can only wish you an emphatic success in office as your success or otherwise will have a serious impact on the ordinary people on the street, local government council and the state as a whole, even in the South West region.

Being a concerned Oyo State citizen, I have been pleading for professional administration in the Oyo State Security Network Agency and Amotekun Corps, which I believe, you as a retired Assistant Inspector General of Police (AIG) shall bring the Nigeria police professional structure to the Oyo State Security Network Agency and Amotekun corps, to ease the administrative problems in the Agency and to enable the Oyo State Amotekun operatives experience a good working condition as the Ondo State Amotekun are doing.
The Oyo State citizens and Oyo State Amotekun operatives are yearning for the right Oyo State indigene who shall lead the Oyo State Amotekun Board of governance to formulate a professional regulations in line with section 39 (1) of the Oyo State Security Network Agency Law 2020, which shall transform the Agency to professional security outfit before the arrival of expected "State Police" (if the state police will come, but before its arrival, professionalism should be put in place for the Oyo State Amotekun). Sir, act excellently on the;
1. Regulation that shall make departments of the Agency to function in line with section 4.
2.Regulations that shall create zones for the Agency. (Section 17 (1)
regulation that shall lead to appointment of deputy commanders to be in charge operations unit and monitoring unit of each zone (section 17 1&2)
3. Regulation which shall give Oyo State Amotekun complaints committee other functions. (Section 24 e)
4. Regulation which shall gives the Oyo State Amotekun operatives an appointment letter stating terms and condition of service to the operatives and officers pensionable (section 37; 1&2).
5. Regulation which shall gives the Oyo State Amotekun operatives and officers a paramilitary code of conduct or guideline and operational manual (section 8 a-c)
Sir, make regulations generally for carrying into effect the provisions of the Oyo State Security Network Agency Law 2020 (section 39 1 a-c)
The Oyo State Amotekun operatives earnestly hope you can be the one they have been patiently waiting to celebrate locally and globally.
Sir, Segun Adebowale might have been painted black by some miscreants in the Oyo State Security Network Agency and Amotekun corps who have paddled the canoe of Oyo State Security Network Agency and Amotekun corps for the past three years without professionalism.
Permit me to call your attention to more pertinent areas that make-up unprofessional administration since 2020 till date.
Training and retraining exercise: Training is very vital in all human activities. If the Oyo State Amotekun operatives are better trained, they will serve the public better and Oyo State citizens will have confidence in them. Since year 2020 the Oyo State Amotekun operatives were just given two session of impromptu training that were prompted by consistent request of Segun Adebowale.

Graded command structure / Rank structure: Contrary to section (8e and f) of the Oyo State Security Network Agency Law 2020, Sir, it is highly disheartening to inform you that the Oyo State Security Network Agency and Amotekun Corps Board of governance and management team failed to rank or provide graded command structure for the Oyo State Amotekun operatives since year 2020. The over 2000 Amotekun operatives recruited in the year 2020 and the newly recruited in 2022 are rankless and gradeless. Lack of graded command structure is making the Oyo State Amotekun operatives to misbehave within themselves, and even in the present of civilians. This confirm the saying that "where there is no hierarchy, anarchy rules".
More often than not, the Oyo State Amotekun operatives make use of religion criterion to select participants for any official program at the Corps headquarters, and this create chaos and unhealthy rivalry within the Amotekun operatives in all 33 LGs, the immediate causes of this is that there is no definite criteria in selection of Oyo State Amotekun operatives, the coordinator and admin were just hand-picked, either as result of being an Odua People Congress (OPC) member or a well known taut, this lead to having 90% of Oyo State Amotekun coordinators who can neither read nor write. Sir, let it pleases you as the Oyo State Amotekun Board Chairman to make academic qualifications a definite yard-stick for selecting Oyo State Amotekun operatives for any available post in the Oyo State Security Network Agency and Amotekun Corps.
Sir, I am begging for your prompt action in the Oyo State Security Network Agency and Amotekun Corps. It would be great in your own tenure, if you can look at issue of academic qualifications and implement this for professionalism to arrive the Oyo State Security Network Agency and Amotekun Corps.
To adequately tame the behavior of the Oyo State Amotekun operatives professionally, there is need for you to bring in the Nigeria Police operational manual or adaptation of the Nigeria Police code of conduct and regulations to be used for the Oyo State Amotekun operatives. It is pertinent to bring to your notice that since year 2020, none of the Oyo State Amotekun operatives were promoted, (section 8 h) and no career progression. Please sir, you may kindly relate with the Ondo State Security Network Agency and Amotekun Corps to confirm some personnel development program that is using to boost the morale of the Ondo State Amotekun operatives. Precisely, June/July 2023 the Ondo State Amotekun operatives were given 3rd phase of promotion. (section 8 (j) of the Oyo State Security Network Agency Law 2020)
The appointment letter that will State terms and conditions of service to facilitate this promotion were not even given to the Oyo State Amotekun operatives. As this contribute to poor working condition experience by the Oyo State Amotekun operatives.
Some of the Oyo State Amotekun operatives were even dismissed unjustifiably and unlawfully.
Please sir, kindly address the issue of on-going replacement in which only ibadan zones were involved, the other zones are not considered. This makes the Oyo State Amotekun commandant to practice favoritism and nepotism. The fact that Ibadan is the largest and capital of Oyo State cannot adequately denies others there right, going by the principal of federal character, whenever the federal government of Nigeria want to recruit it is done equally, it is only in work force distribution that the areas with high population and high crime rate shall be posted more personnel.
Summarily sir, the members and administrators of maiden board of governance of the Oyo State Security Network Agency and Amotekun Corps is characterized with favoritism and nepotism, though all of them have been re-appointed except the Chairman who is highly appreciated for his efforts but was antagonized by majority of the Oyo State Amotekun Board members
The erudite Board Chairman of the Oyo State Security Network Agency and Amotekun Corps, AIG Sikiru Kayode Akande (rtd) Sir, as you can see that the above requests, apart from being essential agent of professionalism in any establishment, all and others that are not mentioned are contained in the Oyo State Security Network Agency Law 2020, which was signed into law by his Excellency Engineer Oluseyi Makinde. With due respect Sir, I pray you, as AIG Sikiru Kayode Akande (rtd) to carefully implement all the recommendations on professionalism accordingly, so as to bring a new Oyo State Security Network Agency and Amotekun Corps to our dearest State of pace-setter.
In conclusion sir, I wish you a successful tenure as the Oyo State Amotekun Board of governance Chairman and pray that God shall lays his hand of repentance on the re-appointed members of the Oyo State Amotekun Board of Governance and the seconded civil servants of the Oyo State Security Network Agency and Amotekun Corps who I pray for that the spirit and instrument of "divide-and-rule" used in the past shall have no power over them henceforth.

I am highly delighted to be among the well wishers that congratulate the Oyo State Amotekun Commandant Col. (retd) Olayinka Olayanju on his re-appointment, it is your discipline, knowledge, skills, and indeed your very essence, which acquired while in Nigerian Army, have garnered your re-appointment, (though not yet manifest in the administration of the Oyo State Security Network Agency and Amotekun Corps) and also facilitate with you on your Chieftaincy title of “Ajagungbade of Arewa” bestow on you by Hausa / Fulani groups in Oyo State. Moreover, I shall not leave stone on turn to reiterate the need for you to use this second given chance to you by the Executive Governor of Oyo State Engineer Oluseyi Makinde to put records straight on the administrative substandard used during your first tenure as the Oyo State Amotekun corps Commandant by bringing in the standard military / para-military administration(Code of Conduct/SOP) into the administration of the Oyo State Security Network Agency and Amotekun Corps. I will also like to advice Col. (retd) Olayinka Olayanju to go and learn from Ondo State Amotekun Corps commandant Chief Adetunji Adeleye how he was able to professionalized Ondo State Amotekun Corps.

Believe this or not, all these constructive criticism on the unprofessional administration of the affairs of the Oyo State Security Network Agency and Amotekun corps have brought some changes and attention of well meaning dignitaries in the state through God's help which eventually facilitate two recent training exercise which play a vital role in your re-appointment.
Sir, my criticism is not aim at reducing you nor to take up Amotekun commandant post because I am too far from the post but to challenge you and the Oyo State government the reasons and need for standardisation and the structuralization of the administration of the Oyo State Security Network Agency and Amotekun corps in line with the security architecture of the world and or in line with the Oyo State Civil Service Commission regulations.
Training and retraining of the Oyo State Amotekun is incomplete without professional administration and there should be no arrogance to solving administration problems of the Oyo State Security Network Agency and Amotekun corps, as the Oyo State Amotekun Governing Board
are working seriously in formulating regulations as contain in section 39 and section 15(2-e)of the Oyo State Security Network Agency Law 2020 or implement the section 23 of same established law, 2020 to guide the activity of the Oyo State Security Network Agency and Amotekun corps.

Lo and behold, the phase of your second term as the Oyo State Amotekun commandant is starting on the platform of favouritism and nepotism, in the sense that the Oyo zone, ogbomoso, ibarapa and oke ogun zones Amotekun are not been considered in your plan to replace those that have left the service of the Oyo State Amotekun, and those that are unlawfully dismissed why are these area not considered? Had it been the Oyo State Amotekun operatives had gotten the attention of his Excellency Engineer Oluseyi Makinde, and the agony of working without professionalism was understood by the Oyo State government, the concerned citizens of Oyo State would have had advised the governor to immediately replace the Amotekun Corps commandant with a more well meaning Oyo State citizen, or better still, if a voting system that would involved all the Oyo State Amotekun operatives was used before reapponting Col. Olayinka Olayanju, a his Excellency nominated his preferred two candidates for the post, none of the Oyo State Amotekun operatives would voted Col. (rtd) Olayinka Olayanju who shall continue with his unprofessional administration.
In conclusion, the Oyo State government is strongly advise to, as matter of exigency, professionalize the administration of the Oyo State Security Network Agency and Amotekun corps to enable the Amotekun operatives to perform more excellently than ever.

It gladdens my heart to once again congratulate and welcome his Excellency Engineer Oluseyi Makinde to the stewardship of another four years of second term in office as the Executive Governor of Oyo State, may this your second term as the Oyo State governor brings good fortune to all and sundry of Oyo State. And also to reiterate so as to draw your attention to pertinent reasons the need to professionalize and standardize the administration of the Oyo State Security Network Agency and Amotekun Corps should be considered as matter of necessity.
Sir, the recent action that follows the dissolution of the Oyo State Park Management headed by Alhaji Mukaila Lamidi (aka Auxiliary) reminds me of a Yoruba adage that says " a se alapa loso kofe, a se ohun gbogbo fun igi oko o yegi" literally means no matter how you try for person that is doom for destruction, such person can never yield. "Aja to o ma sonu koni fere ode" this is typical case of the Oyo State Park Management Service boss Alhaji Mukaila Lamidi, who was jailed for the eight years governance of late Sen. Ajimobi and this action and lot more gave his administration no breathing space for thugs and tauts in Oyo State. Anyway, the inclusion of person like Alhaji Mukaila Lamidi (Auxiliary) into the administration of Engineer Oluseyi Makinde is not a crime but a hand of friendship and the spirit that everyone can be useful in one way or the other, but Mr Auxiliary proved to His Excellency Engineer Oluseyi Makinde, the executive governor of Oyo State and good people of Oyo State that "no matter how you process pepper, such processing does not change its behavior" and "no amount of rain can wash away the spottish skin of leopard" Governor Oluseyi Makinde is not to blame for including Alhaji Mukaila Lamidi (Auxiliary) in his first four years of his administration, is only that no regulations was made available for the Park Management Service of Oyo State and post given to Alhaji Mukaila Lamidi aka Auxiliary is too sensitive and higher than his caliber. Apperently, God forbid bad thing, what happened following the dissolution of the Oyo State Park Management Service committee may be dogging the administration of the Oyo State Security Network Agency and Amotekun corps because most of the Oyo State Amotekun operatives holding one post or the other have assumed the post that is too sensitive and higher than their qualifications, in which if the professionalism expecting through the arrival of expected State Police should come, this may cause serious crisis of insecurity, because those that have wrongly placed during the era of unprofessional administration in the Oyo State Security Network Agency and Amotekun Corps, may, by all means, want to prove that "they" are more capable than those with academic qualifications.
Your Excellency sir, there is a good intent behind the establishment of the Oyo State Security Network Agency and Amotekun Corps by your administration in the year 2020, reading through the objectives and the functions of the Agency in sections 5 and 6 of the Oyo State Security Network Agency Law, 2020. Above all there is established law for the Agency, but the Oyo State Amotekun Board of governance and the management team failed woefully to use the established law and also to exercise its constitutional function of " setting general policy guidelines for the management of the Agency". Setting the administrative guidelines for the conditions and welfare of the staff of the Agency." Making recommendations to the Governor on the terms and conditions of employment and renumeration of staff of the Agency. Approving programmes of training for members and other staff of the Agency for effectiveness and efficiency in the performance of their functions under the established law. Providing a grade Command structure for the Amotekun Corps. Designing and approving the uniform of the different grades of the Amotekun Corps, and lot more, as contain in the Oyo State Security Network Agency Law, 2020.
The Oyo State Security Network Agency and Amotekun Corps is gradually clocking three years of operation under the failure of the Oyo State Amotekun Board of governance and the management team to achieve any of the above good and progressive constitutional functions.
This month of June, make a year of forceful traditional oaths taken organised by the Col. (Retd) Olayinka Olayanju, this forceful traditional oaths and security fund looting with unprofessional administration is better and easily achieved by Col. (Rt) Olayinka Olayanju, rather than professional administration that was difficult to achieve for almost three years of his commandant in the Oyo State Security Network Agency and Amotekun corps.
Sir, noting that lack of professional regulations in the Oyo State Security Network Agency and Amotekun corps gives no benefit to the Oyo State government and the good people of the State, because, the fund using to maintain the Oyo State Amotekun operatives under unstructured administration in the Oyo State Security Network Agency and Amotekun Corps, which mostly misappropriate and un-acountable for, will be better maintained and account for when professionalism is established in the Agency. And all maladaptive operations and administration in the Agency shall definitely be things of past.

Amotekun a regional security outfit focus on complimenting the Conventional Security in Nigeria, we have seen success of Amotekun in Osun, Ekiti, Ondo and Ogun States respectively but despite the fact that there is Amotekun in Oyo state there are serious concerns about the way the security outfit handles it's operation. Hence the discrete investigation was done on Amotekun in Oyo State.

Oyo state Government officially kick start Amotekun in Oyo state November 18,2020. The agency have been a shadow of itself in trying to curb the issue of insecurity it was established for as the agency in Oyo State. The agency since it's establishment does not have an organization structure, neither does it have a code of conduct, do's and don't in Oyo state. The Oyo State Amotekun Corps keep operating as OPC under the Command of Rtd Col Olayinka and he's 2ic who is a full member of OPC.

In 33 local government command Amotekun Corps has, I discovered that 70% percent of them are OPC members, their level of illiterates recruited by Oyo State Government is like 90 percent which is unhealthy for the security outfit, because many of them can neither read nor write. For example from Ogbomoso LGA to Kisi in Oke Ogun, the Amotekun office are installed with shrine were most suspects are taken there to make them take oath under duress, another place is Akunlemu in Atiba LGA, Oyo State had Ogun shrine in their office.

The Kisi Amotekun office is also known to be place where suspects are tortured and also coerced to get confeasionary statement with Ogun oath. A Twitter user called the attention of the Oyo State Govt to the incident on 12th day of Sept, 2021 but there was no positive response. Oyo state Amotekun Corps is a State Government job with no grading system no ranks, no appointment letter, no pension nothing all Amotekun operatives are all equal which is very bad for the security outfit, the bedrock of every successful security organization should be discipline Oyo State Amotekun Corps Operatives are not discipline at all they smoke weeds in public, drinking alcohol while on duties, collecting bribes, violation of human rights, illegal detection, and using the uniform of Amotekun to commit all sorts of blue collar crimes.

Oyo state Amotekun Corps have no organizational structure no ranking system no hierarchy no Operational manual no code of conduct this prompt me to make some finding and I discovered that the educated Amotekun operatives are placed under uneducated Amotekun operative which most of them are OPC members who can not read or write.

The board members of Amotekun does not have idea of this problems or they have but tend not to pay critical attention to it, here is the establishment act guiding Amotekun:
Oyo State Amotekun also have a Board which the chairman is Rtd Gen Togun which they are toothless dog. Some interesting fact I saw in the Oyo state Amotekun law 2020.

Section 8 The powers of the Board shall include-
a) setting general policy guidelines for the management of the Agency.

b) setting the administrative guidelines for the conditions and welfare of staff of the Agency.

(c) making recommendations to the Governor on the terms and conditions of employment and remuneration of staff of the Agency

(d) approving programmes of training for members and other staff of the Agency for effectiveness and efficiency in the performance of their functions under this Law.

(e) providing a graded Command structure for the Amotekun Corps.

(f) designing and approving the uniform of the different grades of the Amotekun Corps.

(g) appointing suitable persons as members of the Amotekun Corps.

(h) promoting and disciplining the staff of the Agency.

i) removing or deleting from the register, the name of an Amotekun Corps member if-
(i) the member is unfit to discharge the functions of the Amotekun Corps by reason of infirmity or misconduct; or
(ii) he withdraws in writing, from being a member of the Amotekun Corps.

Section 37 talked about pensions

(1) The Pensions Law, 2007 shall, in its application to any office under Pensions Law. this Law, have effect as if the office were in the Civil Service of the State.

(2) Nothing in this section shall prevent the appointment of a person to any office on terms, which preclude the grant of a pension or gratuity in respect of service in that office.

Section 39 also give the Board to make regulations

1) The Board may make regulations generally for carrying Regulations. into effect the provisions of this Law, including- (a) criteria for the recruitment or enlistment of persons into Amotekun Corps.

c) any necessary regulations to guide the operations of the Agency and ensure the maintenance of discipline among its officers and operatives.

Section 22 talked about check and balance

(1) There shall be an Investigation Unit within the Agency to be entrusted of the Agency. with the internal supervision of the workings and operations of the Agency to ensure its probity and accountability.

(2) The Investigations Unit shall be responsible for checking processes and internal procedures as well as investigating any complaint against Amotekun Corps officers made by members of the public or the Corps.

(3) Upon receipt of a complaint, the Investigations Unit shall, as soon as possible, inform the Independent Amotekun Corps Complaints Committee.

4) The Investigations Unit shall, as soon as practicable, after concluding an investigation on a complaint, transmit a report and recommendations thereof to the Independent Amotekun Corps Complaints Committee and forward a copy of the report and recommendations to the Corps Commander.

These establishment act is good for the agency only if it's utilize. The Amotekun in Oyo state does not have a unified punishment for erring officers, this indicates that officers can commit offence within their area of responsibility and would not be punished for it unless it's reported to the Headquarters, this amounts to how many officers have been getting away with offences, using impunity because there is no consequences.

*RECOMMENDATIONS*
Recruitment policy this is one of the causes of corruption in the Amotekun corps. A large percentage of amotekun operatives are not properly screened during their recruitment into the organization.
This creates a situation which provide the possibility of recruiting person of questionable character and in some cases, person with criminal records, grading systems and ranking system should be implemented in the agency in Oyo State.

Adequate training and retraining of Amotekun Officers in Oyo state especially on emergency response in combating crimes and also in civil policing.

Provision of Amotekun code of conduct, Organizational Structure there must be a chain of command, abolishing the usage of shrines in their offices, using the educated one in chain of command to help manage the image of the agency.

Need for Public Complaints Unit where citizen will be able to report Amotekun Operatives who commit bribery, and violations of human rights and other blue collar crimes.

Review and Strengthen internal discipline mechanisms, Oyo state Amotekun Corps should collaborate with the Amotekun Board to enforce discipline.

Training of Amotekun Operatives in proper handling of firearms, crowd control etc.

The Oyo State Amotekun Corps keep operating as OPC under the Command of Rtd Col Olayinka and he's 2ic who is a full member of OPC.

I took my time to investigate how Oyo State Amotekun Corps work and why are they not performing effectively like there counterparts such as Ondo State, Ogun State, Ekiti State.

Firstly have been to eleven (11) Local Government Command of Amotekun Corps and I discovered that the level of illiterates recruited by Oyo State Government is like 85 percent which is unhealthy for the security outfit.

If all this section mention above is been implement the Oyo State Amotekun Board, Oyo State Amotekun Corps will be one of the best.

A petition will be send to the Governor and also to the Board through Christian Association of Nigeria (CAN) and MUSLIM ASSOCIATION OF NIGERIA all shrine most be removed from Amotekun Corps Offices have been to 6 Amotekun offices and it was there the Oyo State Government should look at it and the Board of Amotekun Corps. Shrine can not be use in court of competent jurisdiction to prove beyond reasonable doubt so why is Oyo State Amotekun forcing the member of the public to take oath in shrine? for further investigation you can check some complains on twitter.
