The naira might be on its way to recovery as the Central Bank of Nigeria has brought out new policies to save the currency. In its first move to save the naira this year, the Central Bank of Nigeria will this week release the first batch of dollar sales for the year from the CBN to bureau de Change (BDC) operators , with the cash expected to boost dollar liquidity and strengthen the naira against the greenback. According to The Nation, in order to complement the work of the CBN, the BDC operators, under the aegis of Association of Bureaux De Change Operators of Nigeria (ABCON), will today begin the implementation of the newly launched Uniform Weekly Exchange Rate for Licensed Bureaux De Change Portal. The portal is being launched to promote exchange rate convergence and achieve uniform exchange rate for the naira against the greenback across all licensed BDCs. It was created with the understanding that the Foreign Exchange (forex) market is driven by information flow. The positive information flow, it is believed, will translate to better pricing for the naira and improved investment sentiments among others. Having recognised these facts, the ABCON, the umbrella body for all CBN-licensed BDCs, last Tuesday, launched the Uniform Weekly Exchange Rate for Licensed Bureaux De Change Portal. ABCON President Aminu Gwadabe, who launched the portal at a media forum in Lagos, said the technology will bring exchange rate convergence, eradicate currency speculation and ensure the naira’s speedy recovery against the dollar. According to him, such feats are in line with CBN Governor Godwin Emefiele’s plan to stabilise the naira and boost investors’ confidence in the local economy. The CBN chief told BDCs at a meeting that he was looking at ways to boost dollar liquidity and eliminate the spread at the parallel market. The apex bank’s chief also promised not to devalue the naira again. The decline in the prices of oil since mid-2014, cut government revenue and triggered currency controls that crippled industries and contributed to contraction of the nation’s economy. Last June, the authorities removed a 15-month currency peg to attract inflow. Although the naira has plummeted almost 40 per cent since the unit was floated, traders said it is still being managed by the government. The rebound in oil prices has helped the country in boosting its forex reserves to $26.7 billion as of January 10. According to Gwadabe, the BDCs Weekly Rate was launched to make it a reference point for realistic rates in the market that will boost foreign investment inflows, displacing the damaging effect of foreign media platform like Abokifx.com to the economy. Gwadabe was confident that with the gradual recovery in crude oil prices, enhanced commitment of the CBN to economy diversification which has led to rising production of local rice and drop in import bills, as well as President Muhammadu Buhari’s political will to implement key economic reforms, the task of achieving a single determined exchange rate will be achieved. He urged the media and general public to adopt a single rate in their reporting and forex dealings, and also always quote rate on the ABCON website- www.abcong.ng for consistency and uniformity of reporting. The ABCON chief reiterated the need for the public to deal with CBN-licensed BDCs only and urged the public to report errant operators for necessary sanction. “ABCON wishes to reiterate its willingness to embark on a comprehensive media campaign on the roles, activities and location of members nation-wide so as to provide a guide to the public in dealing with only CBN-licensed BDCs and for the public to report any errant operator for necessary sanction”, he said. Gwadabe informed that the CBN will impose between N500, 000 to N2 million fines on any BDC operator that violate regulatory policies and while such operators may also face license suspension. He called for public support for ABCON’s determination to highlight positive rates development in the market through the BDCs Weekly Rate for media coverage which was launched at the event. “We also seek your support and partnership to assist the CBN and government to eliminate or reduce to the barest minimum, activities of parallel market operators. We also want to, through our partnership with you, give visibility to registered BDCs in the market and create more awareness on the role of operators in selling forex to the retail end of the market,” he stated. The ABCON chief spoke of the need for the CBN and Federal Government to harmonise the multiple official exchange rates in the country and adopt a unified rate for transactions. Calling for the adoption of a single forex market rate system, Gwadabe said that licensed BDCs will post an exchange rate every Monday on its website from January 16 to “highlight positive rate development in the market” and counter domains such as Abokifx.com, which publishes ‘high’ unofficial prices daily. Trading in the parallel market became more regular since 2014 after the CBN strengthened capital controls as crude oil prices tumbled at the global market. Dollar trades for about N490, compared with the official rate of about N315. Gwadabe, who said that the BDCs will initially quote a rate of N399/$, added that the parallel market rates will be disregarded as they were not recognised by law, raising the hope that exchange rate will continue to improve in the course of the year, despite the challenges being faced in the forex market. The CBN, last week, confirmed the operating licenses of 3,147 BDCs that met its N35 million mandatory capital base. The reviewed list was the first since May 29, last year, when the apex bank approved 2,998 operators to meet customers’ forex needs at the retail-end of the market. The CBN said the new approvals in BDCs were in line with its plan to deepen the forex market by getting more operators involved in the retail-end of the market. Gwadabe said that the licensing of new BDCs was a positive development that is expected to deepen dollar liquidity in the system. Disclosing that the apex bank has a mandate to review the list of operators on quarterly basis, Gwadabe added that the list grew to 2,998 from 1,400. “There are more approvals expected. EFCC's detention cell in Abuja Recently, the Economic and Financial Crimes Commission (EFCC) took some journalists around its underground detention cells in Abuja to let the public know what it looks like. Journalists were taken round the detention facilities located at the basement of the Idiagbon House, four storey building at the Wuse II, Abuja headquarters of the commission. They were also shown the interrogation room and in house clinic where detainees are first treated in case of emergency. Journalist also freely interrogated some of the suspects who described the detention facility in good condition. The acting chairman of the EFCC, Ibrahim Magu, while taking the reporters on a tour of the facility said that none of what had been shown to the newsmen were arranged. “If anyone of you think all these have been arranged, you are welcome to come at anytime you chose, to spend time with us and see for yourself (you can even spend some days in the cell); see how EFCC carries out investigation, arrest, interrogation and if you want, be detained as long as you say, in any of our facilities across the country. You don’t need to give us prior notice of your coming. You can even arrange it as a group of reporters if you don’t want to come alone.” he said.

Today, skin whitening is considered a luxury, an expensive addiction and a tool for attracting and winning over desirable members of the opposite s*x. This is despite the fact that there is damning evidence and an abundance of health-related articles espousing the dangers of skin bleaching. Skin bleaching or skin lightening is the practice of using special creams or methods on the skin to make it whiter or paler. It is a very common practice world over, although it is more common among blacks who often do it, not necessarily for its health benefits, but for the simple reason of wanting to attract potential mates. Regardless of whether you are for or against it, there is no denying the fact that skin bleaching has come to stay. In fact, it is a multi-billion dollar industry with massive potential and an impressive annual growth rate. According to WHO, Nigeria has the largest market for bleaching creams (over 75% of Nigerian women bleach their skins!). Surprisingly, this practice is unrestricted to women alone: men, as well, are now very active participants. Many of people bleach for different reasons, whether it's because of uneven skin tone caused acne scarring, age spots, dark circles under the eyes, some other skin condition, or whether it be for attracting potential lovers. Regardless of the reason(s) for bleaching, it is very important that it is done within the boundaries of moderation, and not abused. Below are 6 facts you must know before you embark on that skin-bleaching joruney: #1. Not all skin bleachings are bad: Contrary to popular beliefs that skin bleaching is ONLY done by those who are morally corrupt and of low self-esteem, skin bleaching often has useful medical applications. Doctors often prescribe ( although under strict guidelines) bleaching creams for skin conditions such as melasma, hyperpigmented scars, severe acne, skin spots associated with aging, etc. And really, for sufferers of these skin conditions, skin bleaching proves a useful remedy. #2. Your skin type determines how well your skin bleaches: Not all skins are the same. According to Fitzpatrick Classification of skin colour, there are six different skin types: type I (very fair) to type VI (very dark). What this means is this: your skin type determines how much melanin (the hormone responsible for skin colour) your skin has. This very important bacause melanin concentration is often used as a metric for determining the extent to which SAFE bleaching is practised. For example, people with skin types I to III, with small amounts of melanin, are more easily and properly bleached than people with types V or VI skin. So before you storm that pharmacy shop demanding those strange, fancy creams, do yourself the great favour of knowing your skin type: consult your dermatologist. #3. Bleaching creams containing hydroquinone, steroids or mercury are toxic: Most European countries have banned the use of hydroquinone, or mercury as active ingredients in bleaching creams. This, primarily, is due to the fact that these compounds have been found to be very toxic. Hydroquinone, the commonest bleaching agent, has been found to cause skin cancer while mercury is the deadliest of the 3, as it is known to damage the liver, brain, kidneys, immune system, heart, eyes, etc. Don't kill yourself bleaching. If you must bleach, do it right and healthy. Always check the labels of the creams you are buying, and if you see any of the 3 compounds, drop it! If you must bleach, do it well. #4. Getting exposed to sunlight affects bleaching: It is counterproductive to overexpose yourself to sunlight when bleaching. This is because bleaching creams make your skin very sensitive to sunlight. The creams readily react with sun rays and cause severe skin damage. #5. Use of natural bleaching products lessens the side effects: Of course, you can decide to use conventional bleaching creams and still achieve similar results as the natural products. But at what cost? Conventional bleaching creams are the primary reason why the health community strongly preaches against skin bleaching. So if you must do it, go 100% natural! This is because natural skin bleachers like vitamin A, vitamin C, kojic acid, arbutin, licorice, etc are safer to use than hydroquinone or mercury-laced creams. #6. Skin bleaching causes serious side effects: The problems associated with skin bleaching are very grave. Even more so when creams containing hydroquinone, steroids or mercury are used for very long periods of time. From skin cancer to mercury toxicity, to bleach burns, to skin thinning and allergies, to coke and fanta skin colouration, the list is endless. So just before you bleach, be aware of these potential side effects and the risks involved. This awareness of the risks, perhaps, would restrain you from abusing bleaching products and endangering your life. If you must bleach, do it according your skin's ability and need for it. An African man has taken his new wife to court after setting his eyes on her natural face for the first time. The man was reported to have woken up the morning after their wedding to find a different person lying by his side who at first he thought was a thief.
