It is no longer news that the new minimum wage bill has been signed into law. It is also no longer news that states like Lagos and Kaduna have started paying while poorer states like Adamawa and Nassarawa have indicated interests to pay. What is news, however, is the silence of governors from the South-South and South-East regions, especially the oil-rich states. Many workers in Rivers State have cast doubt over the ability of the Rivers State Government to pay the new minimum wage Speaking during a courtesy visit by the President of Trade Union Congress (TUC), Comrade Bobboi Kaigama at the Government House Port Harcourt in November 2018, Governor Nyesom Wike said among other things that whatever minimum wage is finally resolved, the Rivers State Government will pay. On December 24th 2018, the governor presented the Four Hundred and Eighty Billion Naira 2019 budget before the state house of assembly. A substantial part of the recurrent budget proposed for 2019 was for the payment of staff salaries and overheads to ministries, departments and agencies to enable them effectively discharge their responsibilities to the people. A personnel cost of N79, 585,058,808.60 alone constituted about 50 per cent of the entire recurrent expenditure. The governor said that the increase in the figure for 2019 was as a result of the need to provide for the anticipated increase in the minimum wage for civil servants. With this, he said, the State Government will be in a position to pay the minimum wage whenever the National Assembly approves it. “We also made provisions for staff promotion arrears and new recruitments into the State’s civil service”. On the 18th of April 2019, President Muhammadu Buhari signed the N30,000 minimum wage bill into law but the federal ministry of labour and unions resolved their differences months later. When will the Rivers State Government begin paying the new minimum wage that it made visions for in the 2019 budget? Why has the Nigeria Labour Congress’ Rivers State Chapter led by Comrade Beatrice Otubo who repeatedly called for a living wage for workers all of a sudden silent?

pls how did we find our self's with this wicked gov that hate civil servants so much?he promise loan,he promise to implement promotion,no salary arrears, pensioners are crying, punish civil servants with un ending biometric.my brothers and sisters if this man can hate civil servants like this in his first tenure that means in his second tenure we are finished.pls let's vote him out,he is a bad market for civil servants.

To be honest, the Niger delta region should be one of the most developed in the world. Unfortunately, it's not so.
However, you also cannot excuse the ineptitude of its leaders by putting all the blame on the FG.
So called militants/bunkerers too are just after their own pockets.
Many projects that some of these oil companies want to start has been twarted in their prime, because certain self proclaimed leaders will rather get money instead, and of course put it in their pockets and share a little to a few.
Its only in Nigeria that you will want to start a project to benefit the whole community, and residents of same community will ask you to grease their palms before you can build a borehole or fix a road for them. Is that not madness?

Civil servants and pensioners in Ondo State on Tuesday protested against the alleged refusal of the state government to pay their salaries and allowances from the Paris Club refund.
The pensioners accused the state government of not paying four months pensions, while some of them alleged that the government had been deducting their pension illegally since 2013.
Similarly, the state workers, comprising members of the Nigeria Labour Congress and the Trade Union Congress accused the state government of withholding and planning to divert the Paris Club refund to a fixed bank account.
The protesters marched to the governor’s office in Alagbaka, Akure, singing anti-government songs and blocked the entrance gate of the governor’s office, preventing workers from going into the premises for several hours.
Speaking on behalf of the pensioners, the state Chairman of the Nigeria Union of Pensioners, Chief Rapheal Adetuwo, said the government owed the pensioners about N43bn from 2012 till date, adding that many members of the NUP had died of hunger.
He said “If President Buhari saw salaries and pensions as means of livelihood and if he rightly dole out Paris Club refund to state governors to enhance the immediate payment of salaries and pensions, such money should be used for the purpose.
“We have to embark on this protest to let the public know our plight. We can’t continue to keep quiet; the outstanding gratuities are getting too much, government must do something about it. “
In the same vein, the NLC Chairman in the state, Tayo Ogunleye, said the government had failed to pay the outstanding salaries and pensions of workers and pensioners as directed by the Federal Government.
Ogunleye said, “The Paris Club refund was released by the Federal Government solely for the payment of arrears of salaries and pensions. No more, no less”.
Also, the state TUC Chairman, Soladoye Ekundayo, said it was only the Ondo State Government that had refused to address its citizenry on the refund despite repeated demands by labour leaders.
He said “It is disheartening to note that while other states have disbursed their refund according to the directive of the Federal Government, Ondo State Government pretends not to have received it
“It is a bitter truth that the state government in connivance with the Office of the Accountant General has placed the Paris Club refund in a private interest-yielding account in one of the banks for the reasons best known to them.”
The workers threatened to resume at the entrance of the state secretariat office on daily basis until the government settled the accumulated salaries and pensions’ arrears.
However, the state’s Head of Service, Mr Toyin Akinkuotu, while addressing the protesting workers, said the government would not hide anything from them, promising that all workers and pensioners would soon get their pay.
He told the workers that the Governor Rotimi Akeredolu-led administration had not owed salary since inception, stressing that the workers were paid as and when due and letters of 2018 promotion exercise had been issued to worker that were due for promotion.
rivers state civil servant should rise and protest against this wicked wike govt that is not concern about the welfare of rivers state workers,I was at the state secretariat yesterday,every body was complaining of how insensitive this govt is to worker's plight.wike must fail if he doesn't do any tin about civil servant in his state.
