So what is the point of spending billions of Naira on the IREV if it will not have significance? Could it be that it is another conduit pipe for siphoning public funds? |

aswani:But the question is will doing that solve all that is at stake at the moment? Because if you look closely, the issues at hand transcend both the actors (Tinubu, Atiku ...et al) in it as it can make a mockery of our entire legal system. |

Kachiokafor: Reading the above section of the bill, made me wondering how the spending of a politician can be tracked and by who? And even the government can be able to track the expenses successfully, then how about a situation a politician engage in "proxy-spending" through his, for instance, his sponsors and the rest? |

I think the BVN has a very big challenge, since the bank can use it to open an account without re-validating the Biometric information of the customer. |

I think some people find it difficult in understanding the difference that exist between religion and language. The fact that majority of speakers of a particular language are followers of given religion could not have make that language to be the same as that religion. Otherwise one could easily link the English language to the religion of the majority of its speakers. |

I think, the issue is not whether or not the news is fake. But the fact that the former governor will always continue to "ORDER" the in-coming governor on all issues of governance in the state. |

Islie: By this statement, it shows that the PDP has still not learnt its lesson about lack of internal democracy. Imagine a returnee from another political party dictating who to field for an election while those who have been the party will sit down and watch. |

Descartes:You are right. I read somewhere that a Special Investigative Panel (SIP) has been setup by the IGP to look into the PADDING issue. So we are keeping our fingers crossed and hoping that justice will prevail at the end the day. |

Descartes:But how abt those saying the whole issue is an internal affair of the House protected by the constitution and their standing rules. And hence cannot be investigated by an oursider, like EFCC, ICPC, DSS etc |

Descartes:That's true bro, you've said all. But the painful thing is that nobody is gonna be held responsible and possibly face the consequences these "SENSELESS INSERTIONS" into the budget. 1 Like |

I don't think his bowing out and leaving the seat of the SP will make the Court to quash all the charges against him. So, either way, he's going to pay for his crimes, if found guilty by the Court.. |

The Senate Committee on Police Affairs said it is in custody of names of successful applicants to be enlisted into the Nigeria Police Force from the Inspector General of the Police, Mr Solomon Arase. It said that it would soon meet to scrutinize it to ensure that there is no lopsidedness in the exercise. The committee also said it is working with the ministries of Interior and Justice to ensure that a Trust Fund for the Police Force established to complement the budgetary yearly allocations of the force for optimal performance is well funded. Speaking with journalists yesterday, the chairman of the committee, Senator Abu Ibrahim said his committee was worried over allegations and insinuations that the just concluded recruitment into the Police Force was lopsided;hence there was the need to properly look at the list critically, just to ensure that every zone is properly included in the exercise. Speaking further, Senator Abu Ibrahim said the allocation ofN19billion to the police out of the total sum of N53billion to the ministry of Interior was inadequate to transform and reposition the police force. leadership.ng/news/493971/police-recruitment-senate-receives-names-successful-candidates |

MTN has consistently prided itself as the foremost telephone company that is getting Nigerians talking the most. Now the South African company is about to set tongues wagging across networks with revelations that it has routinely been shipping billions of dollars overseas to avoid paying its fair share of tax in Nigeria. An 11-month-long joint investigation by PREMIUM TIMES, Finance Uncovered and amaBhugane reveals that MTN has been running circles around Nigerian revenue authorities using a complex but noxious tax avoidance scheme called Transfer Pricing. For any economy, it is a slow death. The red flag was raised the moment our investigations showed that MTN Nigeria has been making payments to two overseas companies – MTN Dubai and MTN International in Mauritius – both located in tax havens. It was discovered that in 2013 for example, MTN set aside N11.398 Billion from MTN Nigeria to pay to MTN Dubai. A similar transfer of N11.789 Billion was made by MTN Ghana to the same MTN Dubai, making it a total of N23.187 Billion that was shipped to the Dubai offshore account. In a rare disclosure in 2013, MTN admitted it made unauthorized payments of N37.6 Billion to MTN Dubai between 2010 and 2013. The transfers were then “on-paid” to Mauritius, a shell company with zero number of staff and which physical presence in the capital Port Louis is nothing more than a post office letter box. The disclosure amounted to a confession given that MTN made the dodgy transfers without seeking approval from the National Office for Technology Acquisition and Promotion (NOTAP), the body mandated to oversight such transfers. On the basis of an earlier management fees agreement that was technically quashed by NOTAP and on the basis of MTN’s reported revenues, it is estimated that N90.2 Billion could have been transferred out of Nigeria in management fees alone since the company was founded in 2002. www.premiumtimesng.com/investigationspecial-reports/192159-investigation-how-mtn-smuggles-billions-to-shell-companies-abroad-to-evade-tax-in-nigeria.html |

The Nigerian National Petroleum Corporation, NNPC, generated about N8.1trillion between 2012 and May 2015, but paid only N4.3trillion to the federation account, Edo State governor, Adams Oshiomhole, said Monday, citing new details from the federal economic council meeting. The balance of the oil money — about N3.8trillion — was withheld and spent by the NNPC unilaterally without approval or National Assembly appropriation, the governor told journalists. Also, the governor confirmed at the meeting that from November 2014, about $2.1billion was withdrawn from the excess crude account without the approval of the National Economic Council, NEC. Mr. Oshiomhole, who, alongside the governors of Kaduna state governor, Nasir El-Rufai, and Zamfara governor, Abdulazeez Yari, briefed journalists, said following the discovery, the NEC has set up a four-member committee to comb the books of the NNPC to confirm its remittances and how the excess crude account was utilised. President Muhammadu Buhari dissolved the board of the NNPC on Friday, to pave way for full investigation of the corporation. Mr. Oshiomhole said Monday’s meeting was the first time the NNPC and the office of the Accountant General of the Federation, briefed the National Economic Council, as directed by President Muhammadu Buhari. The governor said Mr. Buhari “compelled” the NNPC to provide information in “black and white” on issues relating to the total sales of Nigeria’s crude oil from 2012 to May 2015. “This has never happened before and for us this is profound. We are talking about transparency, we are talking about change. And what we saw from those numbers I believe that Nigerians are entitled to know, is that whereas the NNPC claimed to have earned N8.1 trillion, what NNPC paid into the federation account from 2012 to May 2015 was N4.3trillion. “What it means is that NNPC withheld and spent N3.8 trillion. “The major revelation here is that for the entire federation — that is the federal government, the states and all the 774 local governments — the amount the NNPC paid into the federation account for distribution to this three tiers of government came to N4.3 trillion and NNPC alone took and spent N3.8 trillion. Which means the cost of running NNPC is much more than the cost of running the Federal Government. That tells you how much is missing, what is mismanaged, what is stolen, they are huge figures.” He said it had become clear that the NNPC had not respected the Constitution on how government money should be spent. “If NNPC needs to spend money, it is obliged to prepare its budget like every other business enterprise. That budget will be scrutinized by the executive and forwarded to the National Assembly and the National Assembly will accordingly appropriate it. “If the federal government cannot spend without appropriation, why should any agency spend without appropriation?” Mr. Oshiomhole said President Buhari promised that henceforth, all monies must go to the federation account. “What you need you budget for, Nigeria cannot continue with you earn the money and spend it. Where is transparency? Where is the role of the National Assembly? So if you were doing that you won’t have a situation where the NNPC alone will spend N3.8 trillion and remit to the federal, states and local governments N4.3 trillion which means NNPC is taking about 47 per cent and that explains all the leakages you are talking about.” He said parastatals must return to spending on a budget. “We are not reinventing the wheel, that is the way it used to be and that is the way the constitution says it should” http://www.premiumtimesng.com/news/headlines/185838-revealed-in-three-years-nnpc-generated-n8-1-trn-gave-nigeria-n4-3-trn-pocketed-the-balance.html |
