So basically EA is paying a lot of money to be the only publisher that can use said licences.

Charging stations don't have to be free, but there has to be a lot of them, one thing that is sure is the fact that the infrastructure will grow, Mercedes and a lot of other auto makers have already collaborated in a joint venture to install charging stations across Europe.
